This is the cbs evening news with scott pelley. Pelley good evening. Just a day after canada raised its Terror Threat level air terrifying scene unfolded in its capital today. Police say a canadianborn person opened fire in the Parliament Building in ottawa after gunning down a soldier standing watch at the nearby National War Memorial. The soldier was 24yearold nathan cirillo, seen in a photo taken by a tourist this past sunday. Motive for the attack is not clear. We do not know yet whether the gunman had any ties to any terrorist group. We have extensive coverage of this stilldeveloping story. First well go to jim axelrod in ottawa. Reporter the halls of parliament exploded with gunfire after Security Forces spotted the suspected shooter. Kevin vickers, the sergeant at arms, shot and killed the gunman. Vickers has a ceremonial role but is also a former Police Officer. Prime minister steven harper, whose office is nearby, was canadian politician john mckay was inside. I had just taken off my jacket to go to caucus, i heard pop, pop pop pop. I thought it was dynamite or construction rather than anything else. Reporter politician were holdings caucus meetings and doors were barricaded for protection. Politician kyle seeback tweeted the attack started at the National War Memorial in downtown ottawa. Police confirmed the suspect drove up in a brun toyota and shot the soldier standing guard at pointblank range way long rifle. And all of a sudden, i heard a shot, turned around and there was a guy with a rifle just around on the back corner and just pow. Reporter multiple eyewitnesses described the man as dressed in black with a scarf over his face. Onlookers performed cpr but the soldier later died. Police rushed to secure the area and warned people to clear the streets. Move back reporter it was unclear how many gunmen could be involved. Residents were told to stay away from windows and off roofs. And much of downtown ottawa was on lockdown. Reports of shots outside a nearby Shopping Mall turned out not to be true. But fears this could be a coordinated terrorist attack left the city on edge. Two days ago a radical jihadist deliberately ran down two canadian soldiers, oneerday. The suspect was shot and killed following a police chase. The sergeant at arms who shot and killed the gunman today is being hailed as a National Hero tonigh more about kevin vickers. You can see him here in a Photo Holding the mace and performing his ceremonial duties. But he is also the man in charge of security for parliament, a job hes held for the last eight years. Before that he was a Royal Canadian mounted Police Officer for 29 years. And interestingly enough, mr. Vickers has been a vocal critic of this governments approach to security on parliament hill. Scott, you can bet his views will be taken quite seriously that security is insufficient up there after todays events. Covering this story all day long has been peter mansbridge, the anchor and chief correspondent for canadian broadcasting. People, how does this strike canadians . Well, i think scott, this is the day that kind of changes everything in terms of the way canadians look at the issue of homegrown terror. I mean think about it this way if a gunman walked into Arlington National cemetery, went to the tomb of the unknown and shot one of those guards standing guard over the tomb, then went into the Capitol Building and got in a shootout with guards there, thats what happened here went into the kind of soul of our remembrance or tomb of the unknown the National War Memorial. Then went into the heart of our democracy, the Parliament Building, and got involved in a shootout there. You have these two incidents happening in quick succession over a matter of minutes on this day, two days after there had been an incident attacking soldiers in quebec. I put these two together, this is the day that if anyone had any doubt that this wasnt an issue, today that doubt has been erased. Pelley one of the things canadianscanadians are proud of is the essentially wideopen nature of parliament hill. Is that over now . Youd have to think its going to change. There are going to be many questions about how somebody with a largesized rifle could run the you know, about 60 seconds to two minute across one of the most secure areas in the sense that there are lots of Security Forces stationed on the Parliament Buildings grounds and get right into the Parliament Buildings and then heading up, you know it was some time before they stopped him. Pelley this is a new kind of event for canada, and i wonder if you could give us a sense in these early hours of the national mood. A lot of people coast to coast to coast are obviously, in shock because of this. We have people crying in the streets on the west coast on Vancouver Island at this news. Because it strikes so close to home in the sense of two Major National symbols where Something Like this has occurred, and people just said, you know, this is canada. This doesnt happy in canada. After the attack today norarkd the north American AerospaceDefense Command went on a heightened state of alert and since canadas National War Memorial was a target, security was beefed up at Arlington National cemetery in virginia. Obviously were all shaken by it, but were going to do everything we can to make sure that were standing side by side with canada during this difficult time. Reporter scott, Law Enforcement source tell us there is no intelligence at this point suggesting the shootings today in ottawa are connected in any way to a broader plot or to any threat against the u. S. Homeland. The f. B. I. And intelligence agencies, of course, are in touch with theirica nairnt counterparts and are all looking to pin down a motive for the shootings. Were told some of the evidence suggests the attack may have some kind of domestic link, but investigators have not ruled out at the same time the possibility, the real possibility that the gunman may have been inspired by terrorists. Terror groups have called on sympathizers to attack soldiers, police and other western targets, essentially whenever and wherever possible and in fact its already happened. That deliberate hit and run that killed the canadian soldier near montreal earlier in the week was clearly a terrorist act carried out by one radicalized man who struck out on behalf of isis. With u. S. Airstrikes continuing now against Islamic State targets in iraq and syria the f. B. I. And the department of Homeland Security are out warning local police to be on guard, potentially for more retaliatory attacks by a lone wolves attacks scott that look very much like what weve already seen in canada. In another big story today an investigation of academic fraud at the university of North Carolina has found that it was much more widespread than first thought. Turns out more than 3,000 students, nearly half of them athletes, were enrolled in classes that did not exist and got credit just the same. We have more now from mark strassmann. There you have it. North carolina is the 1993 national champion. Reporter in 1993, when the university of North Carolinas Basketball Team became National Champs investigators say academic fraud was also in play. A report released today says Deborah Crowder an Office Administrator in the department of african and afroamerican studies, started a scheme to enroll students in classes that never met and had only one minimal requirement they didnt take notes have to stay weak. They didnt have to meet with professors. And the only course work they had to do was write a single paper. Reporter kenneth wainstein, a former u. S. Attorney, was hired by the university to lead the investigation. Deborah crowder graded the papers and handed out liberally high grades regardless of the quality of papers. Reporter investigators say the Department Chairman julius nyungoro was also in on the scam which kept hundreds of athletes academically eligible to play. Its estimated more than 1400 athletes benefitted, but their head coaches say they had no idea. The scam ended ended in 2011 when julius nyungoro stepped down under pressure. Carole folt says four employees have been fired in this continuing investigation. How many others potentially could fall under an employee review . You know, i actually dont know a number. It also could be the more we look, the more we find people really werent culpable, but then we also know we have to do a heck of a lot better training about responsibility. Among the reforms on this campus more oversight of academic departments and student athlete transcripts. And, scott coaches have been told they need to pay more attention. Superior court where a judge arraigned 22yearold Symone Greene on a charge of sex abuse of a minor. She was released on her own recognizance due back in court next month, but yesterday she was arrested for performing a sex act on a 17yearold 11th grader she met last friday at Options Public Charter School in northeast d. C. The student assisted as a classroom aide. Police say they flirted via text and engaged in a sexual activity. Police tell us the student recorded this and showed friends. Authorities eventually discovered the video and Text Messages between the two where greene admits what they are doing is wrong and encourages the student not to tell anyone. A neighbor whose granddaughter graduated from options public says shes glad nothing like this happened while her granddaughter went to the school
