UN head says high seas treaty must be 'ambitious'

UNITED NATIONS (UNITED STATES) - United Nations chief Antonio Guterres urged countries Wednesday to agree a "robust and ambitious" treaty to protect the high seas, as time starts to run out for negotiators.
