The $600-per-person stimulus checks dominated the headlines but, in terms of on-the-ground impact, these elements are the most likely to curb Pennsylvania’s coronavirus case and death rates. On Tuesday, the state ranked third in the nation for COVID-related deaths behind California and Texas, with 1,044 recorded over the last seven days. Michael Huff, Pennsylvania’s director of testing and contact tracing, is cautious about what the funding could mean for the state, which has struggled since the spring to ramp up both aspects of its coronavirus response.

Congress on Monday night approved nearly $9 billion in its year-end stimulus package to help states distribute and administer coronavirus vaccines, but overstretched local health departments say the money is coming months too late. The U.S. government authorized the first vaccine just 10 days ago, and a second on Friday. But preparations by many state and local health officials began in the summer, with health departments training people to give the shots, scaling up the IT systems needed to track who receives a vaccine and planning outreach to a hesitant public. But a lack of cash on hand led several states to cut those efforts short.
