ACLU, others file federal complaints over Riverside County use of CARES Act funds Three advocacy groups have filed complaints with federal oversight agencies alleging the Riverside County Sheriff s Department misused pandemic relief funds for an office makeover with the approval of the Riverside County Board of Supervisors. Inmate killed at John Benoit Detention Center in Indio on Wednesday, according to the Riverside County Sheriff s Department. The Correctional Investigations Bureau and the Central Homicide Unit identified Luke Hanchette, 42, of Hemet, as the suspect. He remains at the John Benoit Detention Center. Prior to the homicide, Hanchette was being held on charges including assault. The victim was identified as John Hemmer, 48, of South Dakota. Hemmer was charged with nine felonies, including several counts of infliction of corporal injury on a spouse/cohabitant, torture and attempted murder. He was accused of physically abusing and strangling his girlfriend until she was unconscious during a road trip two years ago, according to 2019 report from NBC Palm Springs.
