Kortney A. Talbot, 23, of Highland, was charged May 28 with aggravated domestic battery and two counts of aggravated battery, all Class 2 felonies. The cases were presented by the Highland Police Department. According to court documents, on May 26 Talbot allegedly strangled a family or household member; and on May 27 she spit in a Highland police officer’s face. Bail was set at $50,000 for the domestic battery, and $73,000 for the aggravated battery charges. In an unrelated case, an Imperial, Missouri man faces both domestic and aggravated battery charges.

Courtney M. Manninger, 27; Tonya M. Manninger, 42, and Scott A. Vilmer, 54, all of the same address on Stacey Drive in Granite City, were each charged May 26 with one count of unlawful possession with intent to distribute methamphetamine, all Class X felonies. The cases were presented by the Madison County Sheriff’s Department. According to court documents, on May 25 the three allegedly were found to be in possession of between 400-900 grams of methamphetamine, with intent to deliver.

Mark A. Chappell, 38, unknown address, was charged May 25 with home invasion, a Class X felony; aggravated domestic battery, a Class 2 felony; and domestic battery (three prior convictions), a Class 3 felony. The charges were presented by the Hartford Police Department. According to court documents, on May 24 Chappel allegedly entered a home in the 100 block of E. Hawthorne Avenue knowing it was occupied, and injured the occupant by strangling her; that he strangled a household or family member; and that he had multiple prior convictions for domestic battery in 2020, 2017, and 2018.

Chad E. Johnson, 48, of Madison, was charged May 24 with home invasion, a Class X felony; and aggravated battery, a Class 3 felony. The case was presented by the Madison Police Department. According to court documents, on May 22 Johnson allegedly entered the home knowing someone was there, and punched the victim, who suffered from a “physical disability” in the face.
