Santa Monica, California, aims to create zero-emissions delivery zone playbook

Dive Brief: The City of Santa Monica, CA and the Los Angeles Cleantech Incubator (LACI) have rolled out their one-mile zero-emissions delivery zone, which will support LACI s Transportation Electrification Partnership goal to reduce greenhouse gas (GHG) emissions and air pollution an additional 25% by 2028.  The delivery zone will provide priority access to zero-emissions delivery vehicles, including electric vans, e-cargo scooters and remote-controlled small delivery bots, within certain loading zones.  Curb management company Automotus  technology will help monitor and analyze vehicle activity within the zone, collecting anonymized data to evaluate the effect on congestion, emissions, efficient deliveries, safety and more. The technology will also help provide real-time parking availability data for delivery drivers.

Energy Hedging: A New Way to Make Demand Response Pay in California?

The business of demand response cutting energy use to reduce peak grid demands has evolved with the growing capability of technologies to enable it over the decades, from the manual emergency load-shedding of the past to the modern incarnation of virtual power plants, which coordinate digitally connected devices to shift loads across thousands of sites in close to real time.   But the structures for valuing the “negawatts” that demand response delivers have largely remained the same. One is utility programs that pay customers ahead of time to reduce load under preset conditions and with preset payments, with little flexibility outside the program rules.

Texas must increase ties to the national grid and DER to avoid another power catastrophe, analysts say

Texans were left in the cold and dark this February, following extreme cold weather that had the Texas competitive energy market unable to prevent deadly power failures. Leaving behind its historic commitment to power system independence and joining the larger U.S. grid can relieve some of the consequences of extreme weather events Texas is likely to see again, many energy analysts in and out of Texas said. We designed this system for Ozzie and Harriet weather and we now have Mad Max, said Texas energy consultant Alison Silverstein, a former Public Utility Commission of Texas (PUCT) and Federal Energy Regulatory Commission (FERC) adviser, during a Feb. 24 webinar cohosted by the Advanced Power Alliance and Conservative Texans for Energy Innovation.  Texas is now reaping the bitter harvest of avoiding federal transmission regulation and state energy sector regulation.
