Whip Whip Whalley VISITORS and village residents could be in for a real ice treat if plans for a new cafe are given the go ahead. Proposals to change an existing single-story building on King Street in Whalley into an ice cream parlour named Whip Whip were published on the Ribble Valley Borough Council’s website earlier this week.
