Rex Blair, 47, is replacing Amy Mudano, whose five-year term ended May 31. Blair is the regional operations director for DaVita, a kidney care company, overseeing more than 150 employees at 14 dialysis centers in the greater Birmingham area.

Hoover Board of Education member Amy Mudano said she definitely believes her votes in favor of requiring masks in Hoover schools at the beginning of the 2021-22 school year are what kept her from getting reappointed to the school board this year.

Blair, who retired as a lieutenant colonel after 20 years in the U.S. Army, will replace Riverchase resident Amy Mudano.

Rachael Taylor lives in Bluff Park, while Rex Blair is from Greystone. A third candidate who was out of town Thursday is Dennis Quirk of Ross Bridge.

The 2023 applicants for the Hoover Board of Education are Rex Blair, Dennis Quirk and Rachael Taylor.

Hoover schools Superintendent Dee Fowler has not said he is retiring again, but board President Amy Tosney said the board wants to be prepared.

Walter Womack has been an administrator in the Tarrant school system for 17 years.

Tosney said she is thankful for a chance to complete some work on the board, such as construction of a new theater at Hoover High.

The main exception is that students still must wear masks on Hoover school buses, per federal mandates regarding public transportation.
