The proposal would establish designated areas with basic services to campers in the absence of alternative shelter and encampments proliferating in the wake of the Sullivan Arena closure.

It’s all meant to address immediate needs of the homeless in the city and will be laid on the table at Tuesday’s Assembly meeting.
