After Decades in Vestal, Popular Restaurant Moving to Binghamton The owners of P.S. Restaurant in Vestal say they plan to relocate the business to downtown Binghamton. (WBNG) -- On Friday, the owners of the P.S. Restaurant in Vestal, Rick and Sylvana Dodd, announced their plans to move their business to Binghamton. The restaurant will be located at its Rano Boulevard location until March 6.
