A charging affidavit made public shared information about why numerous criminal charges are being filed linked to a Sept. 29 downtown Topeka shootout.

A lawsuit filed last August alleging Topeka police misconduct was dismissed last month at the request of the man who filed it. Lamar Ray Steele Jr. plans to refile the suit later, he said in a motion to withdraw that he filed April 26. U.S. Senior District Judge Sam Crow dismissed the suit that day without prejudice, meaning it could be refiled later.
