The impending decision challenges the city to strike a balance between addressing noise concerns at the Zamperini Field with equitable measures and maintaining a positive relationship with Robinson Helicopter Company.

The issue, part of several measures aimed to mitigate noise at the municipal airport, has pitched Torrance residents against the pilot community.

In addition to the landing fees, the committee also recommended a moratorium on additional flight schools, banning touch and go operations on both south and north airport runways, adding noise monitors, phasing out leaded gas, and implementing a voluntary letter of agreement between the city and local flight schools.
