Earlier that year, as World War II raged in Europe, the Civil Aviation Authority adopted stricter regulations to allow airfields to accommodate larger and faster aircraft. Consequently, Pine Bluffs first airfield, Toney Field, became obsolete.

An educator preparation program at the University of Arkansas at Pine Bluff is combating a shortage of certified teachers across the Delta and south Arkansas by motivating future educators to remain in the region beyond graduation.
