damage. election officials in new jersey say they will not be using the military vehicles on which we were reporting as polling stations for survivors of the super storm. the officials sayurns out they don't need them. new jersey is letting voters cast ballots by email. but spokes people for watchdog groups say those voters should also have to mail in paper ballots so officials can verify the results. so far no response from the state. jersey is also letting people vote at any polling place. now new york is deciding to do the same. knocked out power to some polling stations and still working on backup plans. voters in some states could make history tomorrow by legalizing marijuana. and we're not talking about for medical reasons here. legalizing it just to get high. coming up. we'll look at that and some of the other big issues on the ballot across the country. plus president obama and governor romney ending up in the same city at the same time today. we'll hear more on their
marijuana for medicine use. of course, the federal government still considers marijuana illegal and there is bound to be more controversy if these measures pass. this just one of the hot buttons on the ballots across the country. trace gallagher live in the west coast news hub tonight. some states are also tackling the healthcare law. >> yeah, shep there are four states tomorrow that will vote whether to opt out of healthcare reform better known as obama care. those states are alabama, florida, montana and wyoming. all four states are asking their voters to reject being forced to buy health insurance. these measures wept on the ballot before the supreme court ruled that obama care was constitutional however the votes turn out in the states it would mean the feds would likely still trump the states. listen. >> if governor romney is elected president, this will be sort of a push behind him to invalidate most of obama care. if the president is reelected, this will be a force, a

president. jay-z hopped along in columbus, ohio, a short time ago. the bottom line is that iowa here, in particular, is very nostalgic for the president. a few feet from where i am i was talking to a restaurant owner who said the president had campaign headquarters in des moines 2007-2008. his daughters like the cookies sold at a diner here. the president kept coming back. he won it at the very beginning. the iowa caucuses. that put him and propelled him to win the presidency. so his final rally will be right where i'm standing at tonight. it began in iowa he wants to end in iowa, shep. >> shepard: governor romney a bit of surprise added a couple of stops on election day itself. what's the president's plans for tomorrow. >> his team told me today in private they think this shows mitt romney is on defense. he hasn't locked down a state like ohio. that's why he has to go back there tomorrow. the president is going to stay very quiet behind closed doors. he has his ritual it worked for him in the primaries in 2008. he go and play basketball with some of his friends reggie love. do that in chicago.
overcome the early voting edge that the obama campaign has together. the romney campaign also selling that it's a tight race. telling some local television stations here tonight that internal polling has this race tied but no reporting on what that internal polling might specifically say. shep? >> shepard: all right, stove, if it is tied, that could be a recount. what are the rules for that sort of nightmare? >> well, it is .0025% of a margin, which is to say if the margin between the candidates is less than one quarter of 1% then there is an automatic recount. if you have 6 million votes cast, and that's entirely possible in the state of ohio when it's all said and done, that means the margin has to be less than 15,000 votes. so, it has to be an extraordinarily narrow margin in order to get an automatic recount. shep? >> shepard: steve brown in columbus tonight. thanks. it could take days before gas supplies get back to normal in the northeast. in the states of new york and new jersey where many gas
