LOWELL -- Arkansas State Police on Thursday arrested Lowell Police Officer Roy Eugene Mitchell, 45, on two counts of second-degree sexual assault.

Students at Tucker Elementary in Perry were treated to a visit on Tuesday from former UGA wide receiver Malcolm Mitchell.

Police in Perry, Ga., implemented the new program to deter speeding in school zones. After a 30-day warning period, police will mail speeding tickets to drivers that exceed speed limits during school hours.

With visible signage and a 30-day warning period, the automated enforcement system from Redspeed International uses cameras and radar to monitor up to 350 cars simultaneously, supposedly accurate within 0.1 mph.

Enforcement is during school hours, the first ticket will cost $75 dollars, and the money collected from violations circles back to Perry police department
