Del. Mike San Nicolas struck a note of hope for Guam s future during his congressional address on Monday, his first since the COVID-19 pandemic struck the island in March 2020. Much of the address focused on federal money and programs that his office had been working to secure. Gaps in federal funding were closing up through improved Earned Income Tax Credit Reimbursement, a larger pool of Medicaid funding and the inclusion of Compact of Free Association migrants in the program, he said.

TÃA (The Guam Daily Post) â Guam could be almost back to normal after July 21, when wearing face masks in public becomes optional while restaurants, retail stores and other businesses could be back at 100% of capacity.
But all of this depends on Guam s ability to reach 80% herd immunity against Covid-19 by July 21, Gov. Lou Leon Guerrero said Thursday at an economic forum that focused on fully reopening the economy.
The governor said, with more residents fully vaccinated, Guam has made great strides to shift from Covid response to recovery.
Guam s pandemic response and recovery were funded by some $2 billion in federal money, about half of that for unemployment assistance.
