JAMMU, Dec 28: Observing that Excise Policies were framed from time to time in the most arbitrary and irrational manner just to benefit those who had access to the corridors of power and without any focus on revenue generation, a Division Bench of the High Court comprising Justice Rajesh Bindal (Acting Chief Justice) and Justice Sanjay Dhar has issued directions for framing of new Excise Policy strictly in accordance with the Jammu and Kashmir Excise Act and the law laid down by the Supreme Court on the subject.
Moreover, the Division Bench has upheld the show-cause notices issued in respect of 60 vends for cancellation of their temporary licenses and struck down those clauses of the Excise Policies for the years 2017-18, 2018-19 and 2019-20 which provide that grant of new licenses will be for a period of five years and validity of the existing license will be five years.
SRINAGAR: The Government on Sunday informed that260 new positive cases of novel Coronavirus (COVID-19), 141 from Jammu division and 119 from Kashmir division, have been reported today thus taking the total number of positive cases in Jammu and Kashmir to 120137. Also, 02 COVID-19 deaths have been reported; 01 from Jammu division and 01 from Kashmir Division.
Moreover, 264 more COVID-19 patients have recovered and discharged from various hospitals including 95 from Jammu Division and 169 from Kashmir Division.
According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 120137 positive cases, 3282 are Active Positive, 114986 have recovered and 1869 have died; 691 in Jammu division and 1178 in Kashmir division.
The Bulletin further said that out of 3716877 test results available, 3596740 samples have been tested as negative till December 27, 2020.

JAMMU, Dec 27: Incredible it may sound but it is a fact that even after framing of numerous committees of bureaucrats during the past over one decade, Ombudsmen under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) could not be appointed in Jammu and Kashmir although the same have an important role to play in ensuring utmost transparency in the implementation of this flagship scheme.
What to talk of committees framed by the successive Governments of erstwhile State of Jammu and Kashmir even the latest panel constituted by Union Territory administration has failed to complete the exercise despite lapse of several months as a result of which vital point of guidelines has remained unimplemented till date.

JAMMU, Dec 24: Uncertainty continues to loom large over the fate of thousands of Pharmacists in Government service and the candidates pursing Medical Assistant/Pharmacist course from the institutions duly recognized by the J&K State Para Medical Council as the Administrative Department of Health and Medical Education is sitting over the proposal for their registration by Jammu and Kashmir Pharmacy Council.
Notwithstanding the positive approach of the Pharmacy Council of India (PCI), which has given its approval for recognition of the persons already registered under Jammu and Kashmir Pharmacy Act that was repealed by the J&K Re-orgainzation Act 2019, the Administrative Department is adopting a dilly-delaying tactics over the proposal for registration of left over Pharmacists in J&K.

JAMMU, Dec 24: The national campaign of the Union Ministry of Social Justice and Empowerment aimed at reduction in drug demand and its abuse has largely remained confined to the official orders only in the Union Territory of Jammu and Kashmir with negligible activities on the ground.
For want of serious approach particularly at the level of Apex Committee no decision could be taken on key aspects of the campaign, which otherwise would go a long way in eradicating the fast spreading menace to the large extent.
