Restructuring what? State police

The idea of a ‘State Police’ in which each state will establish, keep and run its own police, independent of or in addition to the Nigeria Police is one of the major issues in the debate about restructuring Nigeria. But this also only illustrates the sort of romanticism of other societies associated with this whole ‘restructuring’ debate.
If we define ‘state police’ loosely as any law enforcement agency established by a state government and which performs policing functions within the jurisdiction of that state, then, we will probably have the conceptual clarity we need. The key criteria for state police are that the agency is established, operated and paid for by a state government, that the said agency performs law enforcement functions, and that its activities be limited to that state alone.

The President, Major General Muhammadu Buhari (retd.), has failed to summon a meeting of the Nigeria Police Council for the past 21 months despite the rising insecurity in the country.
Investigations by our correspondent indicated that the last time the council met was on May 23, 2019, when it confirmed the appointment of Abubakar Adamu as the substantive Inspector-General of Police at the Presidential Villa, Abuja.
The President had on January 15, 2019, appointed Adamu as acting IGP following the retirement of IGP Ibrahim Idris.
Adamu’s appointment was ratified in May by the council members, comprising the President who is the chairman, all state governors, Minister of Interior, Chairman of the Police Service Commission, and the Permanent Secretary of the commission.
Operatives of the Eastern Security Network (ESN) have reportedly invaded the camp of Fulani herdsmen in Isiukwuato, Abia State, chasing them away and killing dozens of their cows.
In a video shared by the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, ESN operatives were seen burning houses and cows allegedly belonging to the herdsmen.
