Hello im rob matheson this is the news our live from doha coming up in the next sixty minutes i think i think its terrible if you want to know the truth i think its a disgrace the f. B. I. Stands accused of abuse of power in a memo which is dividing washington and asks more questions about the Trump Campaigns relationship with russia plus we added in haiti look. Were at a camp in northern france after a gun battle between rival groups of migrants also. You know that i cant do that thats not our legal basis. The father of three sexually abused girls lunges at convicted paedophile laurie nasir plus. Undone you fly him there in the past where the city shoeshine boys dont malign than stigmatised are emerging from the shadows. A memo criticizing the f. B. I. s investigation into russian meddling in the twenty sixteen president ial election has been released after it was declassified by u. S. President donald trump it was written by republicans and says the f. B. I. And department of justice abused their power and showed trump bias but the documents contents have been met with been musing and from sacked former f. B. I. Director james comey hes tweeted. Thats it he went on to question if its worth destroying trust between the white house and the Intelligence Community democrats say its aimed at derailing special counsel robert moore as investigation into the Trump Campaigns alleged links to Russia White House correspondent kimberly hawker reports. Republicans promised a bombshell that would destroy any idea the Trump Campaign colluded with the russian government during the twenty sixteen president ial election but in the end it did not meet expectations President Trump declassified the memo written by Top Republicans allowing for its public release even against the advice of his own f. B. I. Director and the u. S. Justice department. The four page report which is part of a larger intelligence document argues f. B. I. Investigators looking into alleged truck ties to russia hit the fact some of their research was funded by Democratic Party sources it also claims the entire investigation was biased against donald trump from the beginning and that some agents expressed views privately and i think its a disgrace whats happening in our country and when you look at that and you see that and so many other things whats going on. A lot of people should be ashamed of themselves but democrats argue the memo is simply a summary of republican talking points based on an accuracies House Democratic leader nancy pelosi says its all part of a plan to distract americans from the russia investigation led by special Counsel Robert Mueller and alleged Truck Campaign ties to president Vladimir Putins government in a statement she said President Trump has surrendered his constitutional responsibility as commander in chief by releasing highly classified and distorted intelligence by not protecting intelligence sources and methods he just sent his friend putin a book a trump himself made the argument on twitter prior to the memos release that leadership at the f. B. I. And Justice Department are out to get him some analysts believe thats more evidence trump is actively obstructing the investigation if you look at the words out of mr trumps own mouth the very incriminating he said repeatedly i need somebody in the Justice Department who will protect me its doubtful the memos released will change Public Opinion about the russia investigation still there is now an effort by some democrats and republicans to literally protect the rush of probe from what many believe is a white house effort to derail the justice process kimberly held at aljazeera washington ok lets bring in our fresher in washington d. C. For a more kind of reaction is there on both sides of the house to this. Well as you would expect in this town at this time it is very partisan and there are republicans who believe this shows that there was bias from the very early stages of the russian inquiry and therefore Robert Miller should have clear does this by the end of the day and democrats who suggest that there is nothing new in this but merely as kimberly said a collection of republican talking points but theres two interesting voices that we should Pay Attention to here first of all there is john mccain remember he was a republican president ial candidate he said that it was wrong of anyone to undermine the Justice Department and the f. B. I. And essentially all this does is embolden Vladimir Putins russia and then trigo to you know in the back of your mind youll be thinking i knew that name from somewhere trigo he was the republican congressman who organized the number of Committee Hearings into the attack on the benghazi compound in libya and was put Hillary Clinton very much on the sport and he said he sees nothing in this report which would undermine Robert Mueller or his investigation no there are democrats and republicans clamoring for airtime particularly on American Television but what i will say is ive spoken to a number of independent voters and they have said almost the same thing which is look if there was nothing there why didnt the republicans just stand back and say hold on a second let the democrats do what theyre going to do let this inquiry go through its motions let Robert Miller find out that there is nothing there and then deliver his final verdict and that would mean the republicans would have a big political victory and point at the democrats and say you are nothing but sore losers but they havent done that and because of that independent voters want to see Robert Miller be given the tools and the time to commit foully to his investigation and certainly as kimberly was reporting there are those on capitol hill who think that is no very important as of this evening Robert Miller is still in place the inquiry still goes on what we were were promised. The big document which would be as devastating as watergate that is not what we go out on for now thanks very much indeed i want to bring in Melanie Sloan shes an attorney specializing in government ethics shes also a former federal prosecutor shes joining us also from washington d. C. Melanie how much does it matter what is actually in the mammal and how much does it matter to the compared to the impact that the debate about it is going to have on the miller investigation. Well i think its important to realize that nothing in this memo reflects on the muller investigation in any way this is all about a Court Application for a warrant on carter page well before the president was in office and before the miller investigation even started that said the clear reason that this was put out there was to try and undermine any investigation into russia by saying that top justice officials including Rob Rosenstein who is the Deputy Attorney general whos now in charge of the moller investigation i think this is really part of a plot in order to get rid of him and if they get rid of him i think the feeling is that maybe the next person they put in will fire Robert Mueller because i think the president himself is worried about firing mahler so i think thats a big part of it but as as weve heard earlier on the show theres really nothing that new or interesting in this memo and its filled with many many inaccuracies the big thing to take away from it is at the very end of the memo which is that the investigation and the the warrant really all got started because of what George Papadopoulos who pleaded guilty a few months ago his interactions with an australian diplomat and what he said about russians having dirt on Hillary Clinton and thats really how this got started none of it got started because of the steel dossier that certainly played a role in moving the investigation forward but it started because of George Papadopoulos melanie what does this tell us do you think about the view the trumpet ministration hands about the possible outcome of the investigation. Well i think theyre getting increasingly frightened about what Robert Muller is up to there have been other stories this week about bob muller honing in on the pattern of the administration in trying to engage in a cover up we saw stories about the president s spokesperson hope picks saying that emails would never come out and we saw that in a previous spokesperson mark carollo had resigned because of his concern about obstruction of justice so i think that the white house is has thats all going on on one side so theyd much rather distract all of us with discussions about this memo which people who hadnt seen it said it would be one hundred times worse than watergate but yet as jim comey pointed out really theres nothing in it theres nothing new or particularly in lightning in it and so by the same token i think people will now say the people who support trump well see weve got this memo and this memo shows us how corrupt it is and i think a lot of people will never have looked at the memo or have no understanding about whats in it the democrats are going to vote to push a vote again on monday about releasing their own memo and late this afternoon the white house said if it goes through attempted appropriate process there could be a way to release it but i think that that may be stalling for time to avoid actually having to release the memo so well see what happens with the democrats vote on monday very briefly melanie if you dont mind if this does leads to a situation where president on board the trumpet ministration is attempting to fire people connected with this investigation or connected with the top of the f. B. I. The d. O. J. The department of justice what is that going to mean constitutionally for the future of the presidency. I think it sets up quite a crisis there have been a number of senators who have said that they still have confidence in Robert Muller and they dont want to see mr moller fired i think its a real question about whether they will stand by that if trump does manage to fire the president every other red line the president draws in the sand. He crosses over when when senators draw the line the president crosses over in the nobody ever takes any action but this would really be quite a big thing and its a question of whether politically the American People would tolerate that i think that might be a bridge too far bill and i thank you very much indeed for your time Melanie Sloan well one of toms first orders of going to king office was to review the countrys Nuclear Arsenal that review is now complete it says the u. S. Isnt planning to increase the size of its arsenal all the number of deployed warheads but he does want more modern weapons defense correspondent particle plane reports from washington. U. S. President donald trump never criticizes russian president Vladimir Putin but the pentagon is doing just that moscow retains a large stockpile of Nonstrategic Nuclear weapons and continues to modernize those as well as its Strategic Systems this report says aggression from russia concerns about china and north korea and potentially iran are the reasons the u. S. Needs to modernize its Nuclear Weapons and its changing the wording on when it could use them saying the u. S. Could use Nuclear Weapons in extreme circumstances to defend the vital interests of the u. S. Whats new is that had this line extreme circumstances could include significant non nuclear strategic attacks the military was asked to clarify what that means it would that also involve the employment of biological weapons against the Us Population or allies would involve the use of chemical weapons against our people would involve a conventional tack in other parts of the world the context in which an attack occurred on the United States or allies would be how we would evaluate the appropriate response the plan also calls for modernizing the Nuclear Arsenal thats something the last administration wanted to do and at the time they said it was going to cost more than a trillion dollars over thirty years this plan would undoubtedly be even more expensive and that has not been something that congress has been really willing to fund at this point. U. S. Also wants to build a new kind of weapon a Nuclear Warhead with less impact but critics say that could make nuclear war more likely they are literally having weapons that give the president more options to start a nuclear war and that is becoming dangerous particularly when you have this president who we all know is impetuous irrational and not always unsound mind recently three high ranking former diplomats went to capitol hill with the warning that the Massive Destructive force of a Nuclear Weapon was no longer appreciated or even feared by some in those days people seem to have an appreciation of what would what would be the result of a Nuclear Weapon or ever used i fear people have lost that sense of dread the u. S. Under President Trump is trying to improve its Nuclear Arsenal and the potential reasons to use it they say in order to improve the odds it wont have to particle hane aljazeera washington simon image is a former Deputy Assistant secretary for nonproliferation programs with the u. S. State department hes joining us now from washington d. C. Thank you very much indeed for your time so the chump Administration Says this is a classification critics say its a radical departure from practice which is it do you think. This is a pretty big change from the two thousand and ten posture review i think the facts are pretty clear in that over the last twenty years weve seen a diminution in the value and the potential role of Nuclear Weapons beyond their traditional role of guaranteeing treaties with close allies second i would remind i think the audience is that theres the u. S. Nuclear arsenal is already very diverse there currently exist about a thousand low yield weapons so this very strong focus on low yield weapons in this document is somewhat troubling the last point id make is whats not said in this document the two thousand and ten Nuclear Posture review was an opportunity for the United States to help lead the world towards a reduction in nuclear risk of Nuclear Weapons here in this document theres a mention of the nonproliferation treaty but theres no mention of article six which commits all members including the United States to not take action to increase ones arsenal theres a reference to not testing again which while that is welcome there is no longer a reference to the comprehensive Test Ban Treaty so as i look at this document and i know this is a conversation that will continue with strong congressional and Public Interest i see a missed opportunity for the United States to lead on a stable path which puts Nuclear Weapons in their proper context the Top Administration naming the threats perceived threats from china russia north korea. All of those threats do you think credible do you think that the trumpet ministration is making the assessment correctly. I have no doubt that the professionals at the department of Energy Department of defense in the state department who analyze those threats in developing the Nuclear Posture review had very good and Important Information where i differ with the final product that was rolled out the south after noon is its a case that low yield Nuclear Weapons have any stabilizing or valuable role to play in todays todays threat context in fact i would make the opposite case that there is no real such thing as a surgical Nuclear Strike on a potential enemy i also have observed that over the last ten to twenty years there is some very strong and compelling can conventional alternatives to a potential Nuclear Strike so this renewed emphasis on these types of weapons is troubling and does not leave our allies i think in a very strong position and i dont see how it compels china whose threat i think is somewhat overstated and certainly russia to alter their calculus all of this obviously has to be paid foreigners patty mentioned in her report there the sums were talking about are significant to try and enjoy introduce these these new weapons or these different type of weapons i do think congress is going to react to this im actually how do you think the voters of the United States are going to react. I think those are unfortunately two different questions congress over the last decade has expressed strong bipartisan support for funding the modernization of the Nuclear Weapons complex but as you rightly point out this is a complex that goes back to the one nine hundred fifty s. There are old facilities that need renovation theres a strong support for that improving them beyond what is strictly necessary and current plans plus potentially developing new weapons is incredibly expensive and i would expect over the next few weeks and months as the multiyear budget process that underpins the Nuclear Posture review continues youll see questions about funding youll also see questions about policy for example what are accurate and real compelling scenarios where low yield Nuclear Weapons might be used in todays rollout at the pentagon there was a very thoughtful and accurate question about whether or not under this new Nuclear Posture review the United States would use Nuclear Weapons to respond to a cyber attack and the answer was not a very clear one it was also not clear and i think continues to be a challenge for the administration to explain how the Nuclear Deterrent will deter nonstate actors who by definition lie in the dark until they strike and so far have not been deterred from some of the low yield capability that we have this week there was a renewed chemical weapons attack in syria and it was not clear to me how Nuclear Weapons might of been helpful in that particular scenario some of the much thank you very much indeed for your time. A new u. N. Report has accused the Saudi Led Coalition in yemen of killing dozens of children in airstrikes last year a study focused on the period between july to september it says the saudis bear the greatest responsibility for the deaths mohammad junction reports. The un report obtained by and dizzy at a says the Saudi Led Coalition was responsible for killing sixty eight children and wounding thirty six others from july to september and found there were at least thirty Coalition Air raids every day some targeting schools and homes as well as the saudis the u. N. Blames truthy rebels for the deaths of eighteen children and wounding twenty nine others the u. N. Describes whats going on in yemen as the worst manmade humanitarian crisis in the world and the conflict is making an already dire situation even worse its not just affecting to modernise affecting our everyone in and then its affecting seventy five percent of the population so our concern is that as long as it continues we are going to see more and more. Secure were also going to see more and more humanitarian needs and rights as well. The United Nations Childrens Fund also known as unicef says more than five thousand children have been killed or injured in the war an average of five children a day since the conflict escalated in march two thousand and fifteen unicef also says that more than eleven million children are in need of humanitarian assistance and nearly two million children are suffering from acute malnutrition. Recent outbreaks of diptheria following the worlds worst cholera epidemic have further threatened more young lives aid workers say the International Community must do more to stop the conflict it is astounding to me that we have a United Nations Security Council that has not commented on yemen in now more than seven months that the scale of suffering in yemen is incomparable and we have twenty two Million People in need a west beaking to families who are fleeing their homes because of violence in constructing houses out of plastic bags with a political solution looking likely any time soon many worry that already suffering children will be exposed to even more violence and trauma. But the more ahead on the news hour including dozens of pakistanis are feared drowned after their boat capsizes off the coast of libya. This is renewed aggression by the regime using gas against a place where people live and do months this is the third chemical attack in fifteen days the u. S. Has reacted concerned about the Syrian Governments Chemical Weapons Program and capabilities its chemical weapons should have been destroyed after decommissioning deal brokered by russia five years ago that followed what the Obama Administration said was a red line chemical attack in the same rebel controlled area which killed at least one thousand three hundred people the trumpet ministration has taken a more active approach in reaction to an alleged chemical weapons attack in North Eastern syria in april last year the u. S. Fired fifty nine tomahawk missiles at a syrian airfield where they believe the attack originated and now the americans are hinting they suspect the Syrian Government still has chemical weapons. The un estimates eastern is home to around four hundred thousand syrians starving and malnourished getting aid to these people is fraught with challenges the u. N. Special envoy to syria egeland says that there is a desperate need for a humanitarian pause in eastern gouda he added that both the Syrian Government and the armed opposition are failing hundreds of thousands of civilians who are stuck in these besieged areas it seems almost seven years into this war and despite the political meetings taking place many thousands of kilometers away it is the military option that remains the priority for all sides Stephanie Decker aljazeera.
