A cease fire in syrias last rebel stronghold plus returning to the streets workers in france continue their protests against pension reform plans with the transport strike entering its 37th day. Top story iran is denying accusations that a missile strike was the cause of the ukrainian jet crashing at tehran on weapons day its calling the allegations against them psychological warfare video posted by the New York Times does appear to show the moment a missile hit the plane near tehran airport the video shows a small explosion when the airliner was purportedly struck but the jet did not immediately explode the aircraft did continue flying for several minutes and turned back towards the airport whilst it was at the same time on fire alan fischer has more. This was taken seconds before a ukrainian passenger jet crashed near tehran security cameras captured the dramatic moment of impact on the ground 176 people died including 63 canadians that countrys Prime Minister says it was down by in a rainy and missile we have intelligence from multiple sources including our allies and our own intelligence. The evidence indicates that the plane was shot down by entering in a surface to air missile the plane came down just for hours after iran had fired a volley of missiles towards the u. S. Bases in iraq the country was on high alert for possible u. S. Or television asked if he blamed america for escalating tensions in the area Prime Minister trudeau said a full investigation was needed before fingers were pointed i think it is too soon to be drawing conclusions or assigning blame or responsibility and whatever proportions iranian officials insist the aircraft the Ukrainian International boeing 737800 had a problem and was headed back to the airport they say there were other planes in the area deborah from the plane was scattered over a wide area the socalled black boxes a cockpit voice recorder and the flight data recorder have been recovered they even see the wont be handing them over to boeing but will conduct an investigation and keep ukraine informed its been reported that deborah has been bulldozed into a pile at the scene making a forensic analysis almost impossible but one expert told us the dead might be the best witnesses there could be evidence with literally within the bodies of the victims that could point to whether or not for example an explosion took place inside or outside of the air that earlier in the day u. S. President donald trump said he feared the worst it was flying in a pretty rough neighborhood and somebody could have made a mistake some people say was mechanical i personally dont think thats. Even a question the communion presently flowers at the. Schiff memorial at the airport where the plane was due to land he called for canadian experts to join the investigation its understood many of the victims had jule nationalities families are no painfully waiting to find out when the bodies will be returned and they can see their final goodbye. So alan this is going to be a laborious process not least because of the location and what the iranians are saying about this. Well these investigations always take time the difficulty here of course as far as the canadians are concerned is that they have no people on the ground they have approached the iranians they have sent inspectors to turkey waiting for visas to be approved theyre working through the italians because they have no representation in tehran itself and certainly the noises coming out of canada would suggest that they are quite hopeful that they will get a team on the grown very soon once they get there it may be difficult to carry out the exact sort of operation they would like because if this has been bulldozed if the site has been billed as it makes the job much more difficult not impossible but much more difficult they can of course talk to people on the ground they can examine the bodies and they can examine the wreckage that exists as far as the iranians are concerned they still see the way the plane came down on its belly suggest that it was a technical fault and it wasnt shot down there is a reports that there could well have been a Missile Defense system nearby that hadnt been switched off no how that would work because it would detect something in its vicinity and just fire that may be part of the investigation was there a Missile Defense battery nearby was it on automatic but these are all hypotheticals at the moment certainly the canadians want people on the ground as soon as possible no formal diplomatic relations between also and tehran as they need to get to states where theyve got a guess around on that and canadian investigators can enter iran and get unfettered access to what they need to see and what they need to get done and examine. The iranians say theyre going to share information with the ukrainians the ukrainians say that they will get access to everything that the iranians have clearly in that stage the ukrainians are going to share information with the canadians but its interesting that the ukrainian president when he was visiting the airport said it would be very good if the canadians were there obviously relying on the xperia tease at the great a database perhaps even people who have dealt with this sort of thing in the past all of these things current so its difficult for the canadians to deal directly with the iranians theyre doing it through the italians thats the way they normally do these sort of things but clearly they would like answers quickly because theres many families not just in canada who want an answer to what happened to their relatives after they boarded this flight and of course theres a question mark over the iranians why didnt they shut down the airspace if they knew they were working to a timetable this happened just 4 hours after the iranians fired missiles to towards u. S. Bases in iraq and they were concerned that there may be retaliation so their entire system their entire country was on high alert thank you all than 200000 people of iranian origin live in canada and the community has been devastated by the crash of a Korean International flight 762 more than 3 quarters of the passengers who died were traveling on to canada at least 63 work and 18 citizens daniel lak looks now at a community in mourning. Across a vast country grief devastation and loss iranian canadians have settled widely and built lives here its no exaggeration everyone in the Community Knows someone connected to the tragedy. Just 36 was a Real Estate Agent in a largely iranian canadian area near toronto he and his wife were returning from visiting her family in tehran very positive attitude very upbeat young aggressive very busy. And the wife you want to the job you want to life but he chose that he wanted and could have been. Something great in mans wife perry nas worked in a bank and was a relentless fundraiser for a top iranian canadian cultural festival the organization doesnt know what it will do without her they realize shes no longer with us. Its a big gap that they have to fill in our committee and you know our charity. Nearly 30 victims of the tragedy came from the western city of edmonton a small Iranian Canadian Community there has been gathering for vigils to remember the dead among them 2 married professors from the university of alberta and their young daughters this is a rainy and canadian member of parliament has been meeting his constituents almost constantly since news of the crash emerged on wednesday there are times like this that were really not a hyphenated canadian and were just a canadian and as promiser always said a canadian is a canadian as a canadian so although it has hit our Community Everyone in the Community Knows someone that knows someone with its impact on Diverse Communities from iranian canadians to academics the Business World and professions this tragedy is going to continue to resonate even beginning the healing process will take a long time daniel acknowledges here at toronto. Ok lets talk now to Thomas Juneau hes an assistant professor at the graduate school of public and International Affairs at the university of also where he joins us from also where the Canadian CapitalThomas Juneau welcome to news our intelligence gathering in canada is generally never politicized its never deliberately tilted one way or the other does that make what your Prime Minister was saying what 45 hours ago now all the more stronger than it might have been if hed just been quoting intelligence say from the states or from some of the european countries. I think thats an important point you know canada has limited intelligence gathering capabilities at the International Level we do rely a lot in terms of accessing for the raw data signals intelligence and other means from our allies the u. S. The u. K. Australia new zealand in particular but the very important point and im currently in the process of process of researching a book specifically on this with a colleague it can that we have very strong institutions at multiple levels but our Intelligence Community is extremely professional it is extremely nonpartizan and has in recent years you know maybe in the last 20 years or so there are no instances of the politicize ation of intelligence analysis and by this i mean you know politicians lying a vote what their Intelligence Community tells them so if the Prime Minister today in this country said we believe not with 100 percent confidence he did kaviak that but he said we believe that the most likely scenario is that this plane was shot down by mistake by iranian air defenses i think i accept that i accept that that is the most likely conclusion how do you think iran will handle it. Thats a very difficult question and i think that you know theres a lot of uncertainty right now given the International Situation so irans you know reaction is a bit unpredictable because of everything that we know thats been going on with the u. S. In the last 10 days or so that being said i think theres a good baseline of noncooperation that we can and should expect from from the islamic republic. Iran will be reluctant to share information it will be reluctant to give freedom of circulation and access to inspectors from other countries whether canada the u. S. Or others and you dont normally in a situation like this investigators should go on the site they should interview people they should have access to the wreckage they should have access to the black box and so on your own will restrict a lot of that it will say that it will do it but it will do a lot less than it than it says and that will just make the whole process very difficult very sensitive when it also slow the process done because iran doesnt recognize this idea of jewel citizenship the authorities in tehran you are iranian or you all canadian you cannot be both. At historically that has been a big problem with iran and it with other countries but specifically with canada we have had over the last few years including as recently as last year very difficult consular cases where dual citizens were in some cases killed by iranian autoroute hes tortured to death in prison in some cases it other cases detained under house arrest and prison there were a variety of scenarios but the common denominator of a number of these stories was that they were dual citizens i. E. They had passports of canada and of iran from the iranian governments perspective dual citizenship as you said is not recognized by the iranian governments response to kian and request for cooperation for a discussion iran would simply respond this is not of your business this individual is an iranian citizen and thats it for our own purposes of course that was disingenuous on the part of you ron but thats been the standard modus operandi in recent years in this case will it be the same i dont know the situation is different but at the very least we should expect some significant difficulties at that level certainly in the history of crash investigations that weve covered on this network on the unique what if the process of mourning turns to a feeling of anger and people start looking to washington i mean might be in a situation where say your Prime Minister feels pressured because people are angry because theyre saying well hang on some of the culpability he has to go to the white house because if the white house hadnt taken a customs for the money this would have taken off it was a flown to key and 63 canadians would then have made the journey on to canada. That is a very good question and a very difficult one for the canadian government to deal with in the next days weeks and months you know we are only land neighboring town that is the United States our economy is significantly dependent on our trade with the u. S. Which is by far by very far our largest trading partner over the decades on pretty much any important Foreign Policy issue managing the relationship with the United States is canadas most important Foreign Policy priority when kind of the place to afghanistan as we did for many years when we make a decision to not deploy to iraq in 2003 to deploy more recently we think in terms of our relationship with the United States and this intuition will not be different at a general level what that means especially with as prickly and unpredictable and impulsive a president as president but it was the case with other president s to have Prime Minister true that any government will have to be very very careful if the Prime Minister or anybody senior in the canadian government blames. The u. S. Killing of general solely money 10 days ago as being the root cause of this plane crash which in a way indirectly is true. Then you would expect President Trump in the u. S. To react negatively to that criticism and for canada thats a very difficult calculus to make and you could see it today when Prime Minister true what it was asked that question he avoided it basically i thought he was fairly effective in not answering it and that was a very typical answer he has no choice its almost you know good to talk to this difficult time thank you so much. Thank you. Lots more ground still to cover for you here on the news hour including the libyan wall orderly for halftime projects a call for a cease fire going into pleas by turkey and russia. In support we might not see protests like this any more of the 2020 olympics in tokyo far well explain why coming up in the sports news from about 35 minutes. Back to washington the u. S. House of representatives today passing a resolution to rein in President Trumps ability to engage in military action against iran days after he ordered that drone strike that killed custom so the money the nonbinding resolution passed by 224294 with just 3 republicans voting in support 8 democrats opposed the measure heres heidi jocasta. House democrats say President Trumps order to kill iranian general custom solar monny was a reckless move done without the consultation of congress it is unprecedented the level at which this administration is seeking to obscure the facts from the congress of the American People thursdays vote on the house floor is meant to deliver a rebuke to the president that the democratic led chamber has little confidence in trumps military Decision Making toward iran despite his justifications we caught a total monster and we took him out and that should have happened a long time ago. We did it because they were looking to blow up our embassy we also did it for other reasons that were very obvious somebody died one of our military people died people were badly wounded just a week before and we did it and we had a shot at him and i took it and that shot was pinpoint accurate and that was the end of a monster the war powers resolution passed in the house on thursday directs the president to terminate the use of u. S. Forces in iran without congressional approval but how much power this measure carries is unclear it is a nonbinding resolution which under normal circumstances means it does not carry the force of law but House Speaker nancy pelosi says the war powers act is a special circumstance that gives the resolution legality that it does not have to be signed by the president of the United States the congress of the United States and this fall our of full voice can speak a new 9 that way about what the war powers act should look like and that should count for something House Republicans call the vote a partisan distraction this resolution has as much force of law as a new years resolution this resolution is not safeguarding our constitution but attacking our constitution by attempting to do. Best a duly elected president of is commander in chief powers a similar resolution is pending in the u. S. Senate where at least 2 republicans have said they will support the measure to curb iran war powers but whether the resolutions will have that effect or will simply be ignored by the president is a question that may be decided in the courts. Castro aljazeera washington. Well earlier we spoke with Bill Schneider hes a Public Policy professor at George Mason University he says democrats blame the president for the heightened tensions with iran they think that the president acted in a risky full hearty manner that he didnt he
