Automobile Association of the Philippines president Gus Lagman said authorities should consider conducting an experiment with kids of certain age, height, and weight to see if they look safe while in a child car seat. "If the child is 4'8"’, for example, I think an ordinary seat belt would be okay," Lagman told CNN Philippines' Front and Center.
