Local people said they were used to seeing migrants being dropped off in the area. Ive seen six people getting out of the back of a lorry in the same location. It seems everybody has had experience, that i know, especially in that area in particular. Im live in grays where tonight detectives are continuing the process of trying to identify the 39 people who died here. Well also be looking at the measures being taken to stop the trade in human trafficking. Also tonight the Prime Minister goes to meet the labour leader to try to agree a timetable for a brexit deal, after mps backed the plan, but rejected the three day limit on debate. President trump announces he will now lift the sanctions he imposed on turkey, following its military action, against the syrian kurds. And, a great night for englands teams in the Champions League. And coming up on sportsday, well show you how wales have been warming up for their Rugby World Cup semifinal in front of a very special guest. Good evening. We start tonight with the discovery of 39 bodies, in a lorry container in essex, an incident described by police as an absolute tragedy. The container is thought to have crossed the English Channel from zeebrugge in belgium. A 25 year old man from Northern Ireland has been arrested on suspicion of murder. Police say that identifying the victims is the first priority, but they say its likely to be a lengthy process. Our special correspondent ed thomas is in grays tonight. Yes, the lorry and all 39 people still inside the container have been removed from this part of grays now. And as it moved along this road here, Police Officers bowed their heads in silence. We have seen senior detectives visibly upset at what theyve witnessed here today. But now their focus is on getting a nswe is. But now their focus is on getting answers. Who were those people on board and who put them inside that container . Just before 1. 40am, paramedics call police. The doors of the lorry container had been opened. Inside, 39 bodies. 39 lives. People with hopes and ambitions. The youngest was a teenager. Thats tragic. Absolutely terrible. Yeah, such a shame. Obviously trying to get over here for a better life. It is heartbreaking for me. Feels very sorry for them. Its horrible. Its quite difficult to believe thats happening quite close to the place where you are working every day for many years. Weve obtained this cctv from i. I3am this morning. Close to where it was found, the lorry passes at speed. The final moments before its journey ended. When paramedics arrived, all 39 people were pronounced dead. The trailer is believed to be refrigerated, with temperatures as low as minus 25. This is as close as the police will allow us to the lorry, and all morning forensic teams have been coming and going from that tent. We still dont know who put these people on the lorry. We dont know exactly how they died. All we know is that the lorry was found here in the early hours of this morning. We know the truck was registered in bulgaria. Police said the trailer arrived, on a ferry from zeebrugge in belgium, into purfleet on the river thames, docking just after midnight. The driver of the lorry has been named in Northern Ireland as 25 year old mo robinson. He is being questioned of suspicion of murder. On suspicion of murder. This matter has attracted national and international interest, and its absolutely imperative that the operation is conducted with the utmost respect for the 39 people who have lost their lives. Grays is at the centre of a huge haulage network. Where the lorries are stopping overnight and people are coming out of them. Some here are shocked, but not surprised. This cabbie says he and his colleagues are often approached by desperate people. All they do, is they come up, they cant speak english, they hand you a phone, you speak to someone on the other end of a phone, and they ask you to take them to an address. Its normally round by london. Ive seen six people getting out of the back of a lorry in the same location. This man didnt want to be identified. As has my best friend, seen people running out of a lorry, and scattering in all directions. He walks past the place where the lorry was found most mornings. It seems everybodys had experience, that i know, especially in that area in particular, and itjust seems to be a thing that no one seems to care about. Today, the Prime Minister and labour Leaderjeremy Corbyn spoke of their shock and sadness. This is an unimaginable tragedy and truly heartbreaking. I know that the thoughts and prayers of all members are with those who lost their lives and their loved ones. All of us should just think for a moment what its like to be a Police Officer or a firefighter, to open that container and have to remove 39 bodies from it, and deal with them in an appropriate and humane way. Tonight, the lorry and the people still inside have been taken away. Police said their dignity and finding their loved ones comes first. Ed thomas, bbc news, grays. Among other things police are investigating where the people found deadin investigating where the people found dead in the lorry container could have come from and the tragedy has prompted new questions about the roots being used to smuggle people and what can be done to stop a trade that can lead to a loss of life like this. Our home editor mark easton has been investigating. Just five years ago, police opened a container at tilbury docks on the thames and discovered dozens of desperate migrants, including 15 children. One man from afghanistan was dead. Todays container and its tragic contents were found a short distance away. There are four significant people smuggling routes into Central Europe up through spain, across the mediterranean into italy from north africa, through poland from the east, and probably the busiest route, through turkey and up through the balkans. From the black sea, migrants are smuggled through countries like bulgaria, where the authorities have been under pressure from the eu to improve border security. People traffickers and smugglers were traffic targeted in bulgaria this summer, including this operation on the banks of the danube. The lorry found in essex has links with that country. Those looking to move to the uk are generally carried in lorries or containers to the channel ports the container found today appears to have come through zeebrugge in belgium and then taken on a ferry to the purfleet, part of londons docks on the thames, an increasingly popular route for people smugglers. The container was found nearby at the waterglade industrial park. Police say smaller British Ports like london, away from the intense security of routes through dover, are increasingly attracted are increasingly attractive to the organised criminal networks, charging desperate people vast sums for a perilous journey. The home secretary said things were moving quickly. First and foremost, it is important to say what happened is dreadful. Border force immigration teams and Law Enforcement agencies of course Work Together in terms of information sharing, data sharing, cooperation. The key to beating the smugglers is cooperation across borders. The National Crime agency and europol worked closely together with other partners to disrupt the gangs, and there are efforts being made to ensure such a vital collaboration is not adversely affected by brexit. Mark easton, bbc news. Our europe correspondent Damian Grammaticas is in the belgian port of zeebrugge this evening. What are they saying there are about the nature of the investigations they are carrying out . Well, what we have heard is from the prosecutors in belgium, the federal prosecutors have opened their own inquiries now, they are in contact with the uk, with police in the uk and they are beginning their inquiries. What they say is they do believe the truck, or the trailer came through here, but what they do not know is where it originated, where those people might have got on board, whether that was in belgium and how long they have spent in belgium. All things they wa nt to spent in belgium. All things they want to try to identify. To give you a sense of what they have been trying to deal with we have been here this evening and just in the last 45 minutes, i think we have pictures of this, we have witnessed four migrants, trying to come down to the port in zeebrugge, who were looking for a way into the port, trying not to be seen and went down the road looking for a way into the Ferry Terminal at port authorities reacted quickly and the men then left the scene. This site here is a giant port and there has been real pressure growing in recent months, as in pro mac places like calais, the security has improved, 100 kilometres away. Here, 4000 trucks and trailers a day going back and forth to the uk so it is a pretty difficultjob to keep the security here going. There is cooperation at the minute already between the uk authorities and the belgian authorities. But the Motorway Network extends here into the port, the traffic is through here, and despite all of that effort to increase security and increase intelligence gathering, the trade, as we have seen today, continues. Damian, once again, thanks very much. Damian grammaticas, our correspondent in zeebrugge. Borisjohnson has held talks with the labour Leaderjeremy Corbyn to discuss the deadlock over brexit. Last night, mps approved the Prime Ministers brexit deal, but rejected his three day timetable for rushing it through the commons. Theres been cautious support in the European Union for granting the uk more time to try to approve the deal. But borisjohnson has told the European Council president donald tusk that he doesnt want any further delay, as our Political EditorLaura Kuenssberg reports. Forget all westminsters flurry its up in the air. Will we leave the eu before christmas, or be back at the ballot box . The Prime Ministers attempt to walk his brexit deal through the commons stalled last night, so delay is on the cards but it is not in his hands. They said we couldnt get a new deal, mr speaker, and we did. Then they said we would never get it through parliament, and they did their utmost, didnt they . They did their utmost to stop it going through parliament, and we got it through Parliament Last night, mr speaker. Mps did agree the Prime Ministers deal to take us out of the eu was worth talking about, but they did not pass it, not at all, and kicked out the governments timetable, so the brakes are on. He threw Northern Ireland undera bus, he ripped up protections for workers rights and environmental standards. Does the Prime Minister accept that parliament should have the necessary time to improve on this worse than terrible treaty . In truth, there will be no Big Decisions at home until other choices are made elsewhere. Its for ireland and the rest of the eu to allow the uk more time, or not, and under what conditions. My bags are always packed for brussels, and packed they are again. In writing, if theres agreement around the continent, or at a summit on monday. If there is not consensus, then we will have to convene a meeting of the European Council to discuss whether or not to grant an extension to the uk, for how long, and under what conditions. Until theres a Firm Decision from the eu, this place is in limbo. The Prime Minister and Jeremy Corbyn met in here this morning to discuss whether there was a way through, but at a slower timetable. But they agreed nothing, and the Prime Minister claims if there is a delay of months, he would rather go straight for a general election. Yetjust as some in number ten are gung ho for the ballot box, there are some ministers in the cabinet who visibly disagree. With an agreement that has a chance of being approved, some ministers are arguing to agree a new timetable, a Programme Motion and try again. What i want to do is listen to Northern Ireland mps, get a Programme Motion that is to the satisfaction of a majority of people in this house and resolve this situation. I think that is where i feel our responsibility lies, and we can Work Together to address many of these issues. 0ur politicians have a patchy track record of that, but the politicians agree a delay must be granted before but the opposition parties agree a delay must be granted before they will permit an election. It should notjust be long enough to scrutinise a bad bill for a week or two longer, it should, in my view, be long enough to allow a general election or a referendum. It may only be a few days before that choice is made, but in political terms, a long walk yet. Laura kuenssberg, bbc news, westminster. All eyes are again on the European Union, and how the 27 eu leaders will respond to the request for a delay to brexit. So, what are the options that they have . One possibility is a short extension of just a few weeks, potentially giving the government enough time to pass the deal. Another is a longer extension, to the end of january. Thats the date requested in the legislation as agreed by parliament, though there could be an early exit if the Prime Ministers deal is ratified. 0ur europe editor katya adler is in brussels. What is your sense of when we are likely to get a response. What is your sense of when we are likely to get a responselj what is your sense of when we are likely to get a response. I am being told we should expect an eu decision on the extension on friday. Eu fatigue, sorry brexit fatigued eu leaders say they want to i a void coming back here, to brussels, for another emergency brexit summit so we expect their decision probably in writing, rather than in person, and again, from conversations i am having here, it seems although this could still change and france isnt quite onboard, that the eu is really thinking of granting that three month brexit extension mentioned in the Prime Ministers extension letter, except here it is dubbed a flexte nsion, letter, except here it is dubbed a flextension, because the uk would not be bound to the eu for the full three months, if the new brexit deal we re three months, if the new brexit deal were ratified beforehand it could leave a ny were ratified beforehand it could leave any time before, so if it is sort of leer as this why arent we hearing from eu leaders yet in why are they keeping westminster in suspense . First of all because the president of the European Council hasnt spoken to every one of the 27 eu leaders and each one of them has a potential veto on the extension. Secondly, while Boris Johnson a potential veto on the extension. Secondly, while borisjohnson and his government may be in a political hurry to hear from the his government may be in a political hurry to hearfrom the eu, the eu is not under a similar hurry, and that is also because of reason number three, they want to send a message the uk not to take rolling brexit extensions for granted. The eu would love to attach a condition to an extension saying we will only give it to you if you try and set about ratifying the newly negotiated brexit deal. Please uk. But of course, legally and practically that could prove difficult. Thank you. A deal to save British Steel is in danger of collapsing, after a Turkish Company ataer holding, named as the preferred bidder, failed to reach an agreement to buy since may, British Steel has been kept running by the government as it seeks a buyer. Some 5,000 jobs are directly at risk and another 20,000 in the supply chain. President trump says hes lifting sanctions against turkey, following its military offensive in northern syria, following assurances that the turks will stop their combat operations. The fighting has displaced tens of thousands of civilians, since turkey began its assault on kurdish fighters, who are regarded by the turkish government as terrorists. But in a televised address, mr trump said the us would let someone else fight over what he called the bloodstained sand. 0ur north america correspondent nick bryant reports. On a day that donald trump claimed an american diplomatic triumph, the facts on the ground contradicted his words. These were Russian Forces consolidating their power in northern syria, in an area that, just weeks ago, was home to a key us base in the region. And these were turkish soldiers and turkey backed Syrian Rebels unveiling their flags in triumph in a border town theyve now taken from the kurds. Americas forces have been continuing their pull out, much to the fury of their kurdish allies in the fight against islamic state. These images have come to define a major power shift. Departing us soldiers, former brothers in arms, pelted with potatoes. In washington, the president tried to turn whats been condemned as a tale of american betrayal into a story of personal success. Todays announcement validates our course of action with turkey, which only a couple of weeks ago was scorned, and now people are saying, wow, what a great outcome. Let someone else fight over this long bloodstained sand. But the great outcome is for president erdogan of turkey and his russian counterpart, vladimir putin, who met yesterday in sochi to shape
