Two Wind Turbines onshore, which begs plenty of questions many from within the Conservative Party itself aboutjust how committed this Prime Minister is to the uks climate agenda. Today, the pressure finally told. The government caved to a backbench rebellion, announcing that it would relax Planning Permission for new onshore wind farms. Those changes will come into force immediately and will scrap a previous rule that allowed just one objection to a Planning Application for a new onshore development. The new measures will also allow communities to apply to their local council to have Wind Turbines in their area, although elected councillors will still make the final decision. Rebecca windemer is an expert on Onshore Wind Planning for the Energy MarketInsight Company regen. Thank you very much for being with us. Theres been plenty of discussion within industry today about how far this goes. Is it likely to give industry enough confidence to start new investments . Frankly, no. The changes that we have seen today really have not gone far enough. We were hoping for a non blocking of the planning system, and what we really seen is minor tweaks that are unlikely to make much difference. Mit . Tweaks that are unlikely to make much difference. Tweaks that are unlikely to make much difference. Why is there not much difference. Why is there not much confidence much difference. Why is there not much confidence in much difference. Why is there not much confidence in what much difference. Why is there not much confidence in what has much difference. Why is there not| much confidence in what has been sent out today . What is it specifically does not go far enough . What we were hoping for was that the Planning Policy that requires areas to be allocated for onshore wind and requires a specific requirement for community support, we were hoping that would be removed. That has not been removed, so theyre still additional Planning Hurdles being placed upon onshore wind farms that are not in place for any other forms of infrastructure development, so we still are going to require saiss to be allocated for onshore wind and we have so got to require community support. figs have so got to require community su ort. ,. , have so got to require community suuort. As we understand it, at the moment, one person will no longerl moment, one person will no longer be able to object to a Planning Application, so local views will be taken into account as much as possible, councils will make decisions. Is it that specific part of it that still concerns you, that it is local councillors you might object to turbines being put in a particular area was mac is that the lack of confidence there is for the industry . Lack of confidence there is for the indust . ,. , ,. , ~ industry . There are two concerns. A key Concern Industry . There are two concerns. A key concern is industry . There are two concerns. A key concern is the industry . There are two concerns. A key concern is the Wording Industry . There are two concerns. A key concern is the wording that key concern is the wording that is still being kept in around community support. It says proposals must have community support, and normally for any otherform of community support, and normally for any other form of Planning Permission, that his weight up in the planning process, so people see a Planning Application, they submit letters of objection or support, and that goes into the planning balance, and that is how it works for everything. And now for onshore wind, we are continue to have this extra requirement where there is going to be this extra need to demonstrate community support, but the moment, theres no clarity about how that is going to be done or how that can be possible, so that is having a real concern for the industry. Secondly, for other forms of vellum, you dont have to have it allocated in specific areas other forms of development. People can put in applications where they want to come and that will be assessed by the Planning Application. So it isjust these extra requirements we are seeing just for onshore wind. There seeing ust for onshore wind. There has seeing just for onshore wind. There has effectively seeing just for onshore wind. There has effectively been seeing just for onshore wind. There has effectively been a seeing just for onshore wind. There has effectively been a moratorium in place for eight years. And one imagines when you set that aside, you need to build a system that is robust enough to encourage investment around the country, turbines, engineers, in the right places, the parts. Is that sort of infrastructure within the Industry Infrastructure within the industry in place or does the industry almost need rebuilding . 50 in place or does the industry almost need rebuilding . Need rebuilding . So the Industry Needs the confidence need rebuilding . So the Industry Needs the confidence to need rebuilding . So the Industry Needs the confidence to get need rebuilding . So the Industry Needs the confidence to get that| needs the confidence to get that investment back in england, and the way to do that would be to remove the planning restrictions completely, so if developers know theyve got a good chance of getting Planning Permission for a wind farm, we will see them putting in applications and we will see that big industry building up again in england. But at the moment, if developers and are confident that they are going to be able to get Planning Permission, they are not corny putting in those Applications Developers are not confident. We are not going to see industry coming back at scale. Are not going to see industry coming back at scale back at scale. When the outgoing relational out back at scale. When the outgoing relational put in place, one of. Back at scale. When the outgoing | relational put in place, one of the things government were concerned about is the unspoiled parts of United Kingdom would suddenly see a march of turbines, that views will be blocked and you would have various complaints about unspoiled areas being ruined. There is a problem with Wind Turbines that if you live near them in house prices can fall, there is all sorts of things said about the effect they have on wildlife, but as i understand it, Wind Turbines these days are much bigger and they create energy more effectively, so what we need fewer onshore . Time, technology has improved, so we can have fewer turbines within a location. And also in terms of Public Perceptions of turbines, i think that has changed a lot. Over the last eight years, people are realising that we need this infrastructure if we are going to reduce our energy bills, if we are going to meet our net zero targets, and we keep seeing Survey Results showing a high level of support for onshore wind from the public in the uk. ,. ,. , ~ onshore wind from the public in the uk. On the African Continent, they see wind power as a major force for good. Today, at a meeting in nairobi, the un Secretary General called on the world to make africa a Renewable Energy superpower. His comments came on the second day of the Africa Climate summit. Antonio guterres said developing the huge potential for Renewable Energy on the African Continent would bring many benefits. With adequate access to Financial Resources at reasonable cost and technological support, renewables could dramatically boost economies, grow new industries, create jobs and drive development, including by reaching the over 600 million africans living without access to power. Renewable energy could be the african miracle, but we must make it happen. We must all Work Together for africa to become a Renewable Energy superpower. Lets now speak to thuli makama, africa director at oil change international. Thank you very much for being with us. There is an abundance, quite clearly, of Natural Resources in africa, and yetjust 3 of Energy Investment worldwide is made on the African Continent. We need commitment, political commitment, political will. That is going to release the required finances, because the transition requires finance capital, so we need commitment, capitaland requires finance capital, so we need commitment, capital and also we need the technology that is required to be made available. With the iprs, that limits access to technology for the global south, and then also it is assured that Renewable Energy is p is assured that Renewable Energy is up to scale, and the scale is being determined by meeting the local needs first and foremost. You talked about the finance needs first and foremost. You talked about the finance problems. Needs first and foremost. You talked about the finance problems. You needs first and foremost. You talked about the finance problems. You are| about the finance problems. You are specifically talking about the Debt Payments many african countries are carrying. There is always a question about whether the financing can be delivered, but surely the west has a park to play in that . It is in their own interest, isnt it, if we are going to meet this Global Challenge . The finance im talking about, it is the payments for climate debt. Know that africa has committed to the situation we are in now, in terms of climate change, so the moral thing to happen is for the countries that have put a lot on the backs of destructing the claimant to actually pay their climate debt, and those funds would be used for resourcing, the transition to clean energy for africa and also making the infrastructure available for clean energy and basically improving energy and basically improving Energy Access for all in africa. The financing needs to happen and the funds need to come from the countries that caused the damage, been visited benefited from the damage to the planet, and pay their climate debts. It is extraordinary to say that so many people are without electricity on a continent that has such abundance on and win. The 620 nations are meeting in india this coming week. We focus this hour on washington, where were awaiting the sentencing of the former head of the proud boys, Henry Enrique terrio, for leading the us capitol riot. The 39 year old former National Chairman of the group, was among those found guilty of Seditious Conspiracy by a jury in may. Let me show you the scene outside the courthouse in washington. Not much to see at the moment, but i can tell you the reporters are all waiting to hear what the sentence will be. It was expected in the last hour. Dominic pezzola was given a ten year jail term for assaulting police and obstructing an official proceeding. He was a Senior Member of the group. Ethan nordean, who led the groups march on congress onjanuary 6, was sentenced to 18 years for Seditious Conspiracy. His sentence matched the longest yet in capitol hill attack cases. Over 1000 cases that have been considered in relation to the capitol hill attack. Live now to our correspondent outside the court in washington, wyre davies. Hello. Why the delay . Because we were expected in the last hour . I think as the cases last week, there has been legal argument from the prosecution and the defence, then we get the sentence, so weve been having it the last couple of hours now. I think sentence will come in the next hour or two. Of course and reach terrio is the last of the Senior Members of the proud boys, a pro trump organisation, like the oath keepers and other groups to storm the capitol onjanuary 6, 2021. Trying to stop the peaceful transition to present a power from one to another. These are serious charges against him. In the last few men as we have been doing some colourfrom inside the men as we have been doing some colour from inside the court, terrio, 39 usual, has appeared in a orange prisonjumpsuit. Because he was not present in washington, dc that day, his Defence Lawyers have argued he was struggling to control his people on the ground, he was not indirect control with and therefore his responsibilities perhaps were diminished, but thejudge his responsibilities perhaps were diminished, but the judge said that, and the prosecution have said, at multiple points that he was very much part of organising, orchestrating and celebrating what had happened inside congress, that that right in which members had obeyed what they saw as the encouragement of donald trump to try and stop that peaceful transfer of power, in the last few minutes, because theres a serious terrorism elements to these charges, his defence team has argued that he was a misguided patriot, not a Foreign National waging war on the government, but the seriousness of the charges has be
