Failed to convince enough members of his party to back a stop gap measure that would fund federal agencies for another month, while Congress Worked on long term spending plans. This means at midnight eastern time on sunday, the Us Government will run out of money to fund itself unless congress can agree a last minute deal. The republicans, who hold a slim majority in the house of representatives, are in a deadlock, with members on the right of the party demanding wide ranging Spending Cuts. One of that groups main objections has been the white houses request for an additional 24 billion in aid to ukraine. Mr mccarthy urged the senate to drop that measure from its resolution. I think if we had a clean one without ukraine on it, we could probably be able to move that through. I think if the senate puts ukraine on there and focuses ukraine over america, i think that could cause real problems. Earlier, megan scully is Bloomberg Congress editor joined me with her reporting on capitol hill. What is your initial reaction to this news from Speaker Mccarthy . That if ukraine was removed, a deal might be on the table. This is one of many ideas that are percolating this evening. The closer we get to the deadline, the more ideas seem to be giving birth by both sides. This latest offer, not even quite an offer yet, a proposal, something floated to republicans during a meeting of republicans that was closed door and spanned about two hours. There are hard line republicans that will not vote for any continuing resolution at all. And there are democrats who could not be on board with a bill that would not fund ukraine. This becomes a big problem, particularly in the senate where support for ukraine funding is quite high. So even if mccarthy was able to get this through the house, it is not the final deal looking at. Congressmanjuan ciscomani is a republican from arizona, and hejoined me earlier to talk about where discussions are at now. Thanks forjoining us. We heard a few moments ago those remarks from Speaker Mccarthy who said if funding for ukraine was pulled from the continuing resolution from a temporary deal that perhaps that would make a difference. Do you think it would . I think at this point we are in a time crunch. Everything makes a difference at this point. This has been a successful week. Thanks for having me on. Glad to spend some time with you and explain what is happening. I am in the Appropriations Committee, i have been heavily involved with this process from the beginning and also a freshman, i am in my ninth month in office and it is quite the experience. This week we have seen more progress than we saw in the last month for sure. We were able to get three more Appropriation Bills passed out of the house, we are now up to four bills. Within these four bills, it represents over 70 of spending the Appropriations Committee is responsible for. 0k, sorry, tojump in there. You might have made some progress but nevertheless we find ourselves in a position where there still is no deal and we are about a day away from a Government Shutdown. That is right. As i was saying, we made the progress we were meant to do this week. The continuing resolution, the temporary Funding Solution that we put at the table earlier today unfortunately did not pass. I voted for it. I dont love everything in it but we need to keep the government funded and avoid a shutdown. That is my priority. So i will continue. Can that happen though in the next day . To be able to get something done. We did adjourn in terms of voting but meetings are happening, The Problem Solvers Caucaus and we have 32 republicans and democrats that we need to find Common Ground solutions. We are still working on this, were not giving up on it. Are you hopeful then . I am optimistic. There is no telling what will happen here in terms of every step in the next 2a hours. What i can tell you is that there are others like me with the same focus of saying we have to do everything we can to avoid a shutdown. Nobody wins in a shutdown and it is my message from the beginning and i will work with whoever we need to work with in order to avoid that. Talking about doing everything you can to avoid a shutdown, some members of your party have said that should have meant being in town last weekend, being in town maybe in august as well to start the negotiations earlier. And that falls back on the plate of speaker kevin mccarthy. What sort ofjob do you think he has done . Well he has done all that he can with what we have on the table. He has gotten us to this point, we passed good legislation throughout the entire year. We had a setback today, no question about it. I dont think anyone preferred the road we are on right now with the timeline that we have but i have to tell you, i agree, we have to stay, we have a calendar of what we have coming up, to be back meeting with constituents. As important as that is, we need to stay here and get thejob done. Were going to work over the weekend and over the next two weeks to get it done. This is the number one focus we have in congress. Speaking back to going back to your district, you are a congressman from arizona. The issue of the border, Border Patrol agencies is a big one for you. Those folks are going to have to come to work without any pay if the government shuts down. What do you say to them . That is a tragedy. Exactly why inviting every single day to avoid that happening. These men and women are facing the worst crisis we have seen in our southern border ever with the highest numbers, they already feel unprotected and under represented by this administration with the biden team, and now theyre being told theyre not going to get paid and have to go home and tell spouses they wont have a paycheck and cannot pay their mortgage. That is not the position we want to put our agents in. And that is one of the number one reasons i am fighting so hard against this shutdown. This is the worst time for a shutdown, its never a good time but with this Border Crisis that my Home District is suffering, it is even worse of a time. Are you frustrated with your party colleagues, the member of the Freedom Caucus and a couple others who just seem to be putting up barriers to getting a deal done . I am frustrated with washington overall. I am an outsider, this is my ninth month in thejob, i learned a lot of things that can go well and a lot of this that dont go well because people are unwilling to find consensus and they have this attitude of it is my way or the highway. It is not how you do things, although republicans won the house and im proud of being a part of that by flipping the district, we control one third of government. We have to work with this in and work with the white house and get something passed. We have the power of the purse, want to advance our most conservative priorities and that is what we have done with the Appropriation Bills. That is the frustrating part, we put in all this work to pass good conservative bills out of the appropriations process but for some, not enough. Not only is it not enough. Disagreeing is not the problem, it is how you disagree and go about it. That really puts us in a bad position and we have not been able to find unity within the republican side. That is the problem and pretty frustrating. How are you going to go about agreeing in the next few hours . All you folks locked up in that room on capitol hill . The fact that it is hard does not mean it is impossible. We have to continue to work on this. Again, were all on the same team and have to find some solution here. I do have to believe and im also always going to be a Glass Half Full kind of guy, and were going to a solution here. Were going to work with whoever we need to work with in order to avoid a shutdown. Anyone that wants to work towards avoiding a shutdown, i will work with them to make sure that happens. Access to food would be at risk for over 41 Million People through the snack Food Assistance programme, and more than 420 National Parks across the country would be off limits to the public, starting on monday. I will emphasise that the 30 that we talked about would be quite devastating but it is worth keeping in mind that because republicans have sectioned off the military, immigration enforcement, Veterans Benefits and Social Security and medicare, this whole fight is really only about ten or 12 of the entire federal budget, so republicans are trying, because they have protected so much of the federal budget from any kind of government and ruled out any sort of tax hikes, they are trying to achieve Deficit Reduction with a very narrow band of spending that is really important for things like antipoverty programmes, attritional assistance, transportation grants, things of that nature, and so there is this weird disconnect with the rhetoric from republicans is often about the need to rein in our massive spending, and we are only spending a small percentage of our obligations and that. fit percentage of our obligations and that. , and that. Of the government shuts down and that. Of the government shuts down this and that. Of the government shuts down this weekend, i and that. Of the government shuts down this weekend, it | shuts down this weekend, it would mark the 22nd time in the past 50 years that federal agencies have experienced a funding gap because of a Budget Deadlock in congress. Ten of those have resulted in a total Government Shutdown. Those were all since the 1980s when the government adapted its laws meaning that entire federal agencies could not continue working without that Binding Agreement in place of. In 1995, under president bill clinton, the Government Shutdown the 21 days after he and the gop disagreed on how to balance the budget. Under president obama in 2013, hard line republicans forced to shutdown to block parts of the Affordable Care act. Then in 2018, the longest ever shutdown took place after 3a days when democrats refused to find president Donald Trumps border wall. Fast forward to now and the Democratic Senate and publican controlled house remain far apart on a Budget Agreement with the deadline for shutdown just hours away. 21 republicans voted with democrats to stop a temporary funding measure going through, earlier, i spoke to one of them, republican congressman tim burton from timothy. Tennessee. We should have been here the whole month of august instead of back home in our districts, we knew this was coming, it comes around this time every year, i think it shows the floor in our system in that we need to push towards more continuation of single issue funding bills, Nota Continuation of single issue funding bills, not a bunch of things with different issues and ideas, but single bills that we can vote on, and thats our path forward, the United States has not passed a budget in over 30 years, and that needs to stop. We cant keep that up, we are at 33 trillion of debt, this is what were doing and not working, and i would submit to you to that a shutdown is horrible, and it is not good, and it hurts some of the most vulnerable citizens, but if we try to deflate the value of the dollar, inflation continues to skyrocket and i submit to you that role hope people a lot worse, and we will see a complete collapse of our system, and that could cause a worldwide implications. Now, at the moment, there is a little Weather Front heading our way. That is going to bring a bit of a mixed bag for some of us. Now, the early hours will be clear, generally speaking, across most of the country and it will be quite a nippy morning in fact, in the glens of scotland, it could be around four degrees, but i think for most of us, in the range of around 7 10 celsius. So, it starts off quite sunny and bright, at the very least, for most of us but out towards the west, this Rain Crosses Ireland and you can see Thickening Cloud there from the south west across wales, the irish sea, Northern Ireland and into South Western Scotland so here, a very different picture to other parts of the country. Outbreaks of rain, at times heavy, in belfast and also gusty winds around coasts. The north of scotland, most of the north sea coast and further south, the weathers looking fine, sunny. I think sunshine for plymouth, for the Isle Of Wight and also for london, where highs will reach 20 celsius. Now, notice that rain never reaches the south. It veers off towards the north and with that also comes relatively humid air to the south of that Weather Front, and that humid and also quite warm air will spread across many parts of the country. That means that early in the morning on sunday, it will be very warm. Look at that 16, 17 degrees celsius at eight oclock in the south.
