Sitharaman had broken away from tradition when she replaced the briefcase and opted for the traditional 'bahi khata' (a ledger wrapped in a red cloth) while presenting the Budget in 2019. Then she had said the Modi government was not a "suitcase-carrying government", seen as a retort to Congress' "suit-boot sarkar" jibe.
