Carbon emission joins environmental impact assessment: MEE r

1. Overview
On 31 May, the Ministry of Ecology and Environment ("MEE") promulgated the Guiding Opinions on Strengthening the Source Prevention and Control for Ecological Environment toward Construction Projects with High Energy Consumption and High Emission (《关于加强高耗能、高排放建设项目生态环境源头防控的指导意见》 in Chinese) (Guiding Opinions). As indicated by the title, the Guiding Opinions aims at raising the threshold for construction projects consuming high amount of energy and generating high level of carbon emission (两高项目 in Chinese) (Two High Projects) from three levels, namely, environmental impact assessment (EIA), pollutant discharge license issuance and daily regulation. Among the various measures proposed, the Guiding Opinions includes the "carbon emission impact assessment" (CEIA) into the EIA system for the first time, adding a new dimension to the EIA, which echoes China's national strategy regarding carbon peak and neutrality.
