Florida. Thats Sunday Morning on state of the union. I will see you Sunday Morning. Happening now, Breaking News, states of emergency are in effect right now in new york and new jersey, as millions are in danger from To Referenceal rains and rapid flooding. Rescues are underway as water pours into the streets, basements and subways. Also breaking, divided House Republicans meet Behind Closed Doors as congress is about to plunge the nation into a crippling Government Shutdown, following a new defeat for the speaker Kevin Mccarthy. Well get reaction from a key house republican, Mark Molinaro, and biden transportation secretary Pete Buttigieg. And the first codepartment pleads guilty and agrees to cooperate in the Georgia Subversion case after reaching a deal. Could the Bail Bondsman be damaging for trump . Welcome to our viewers in the United States and around the world. Im wolf blitzer, youre in the situation room. Announcer this is cnn Breaking News. Right now were following multiple breaking stories. Well have the latest on the Government Shutdown shortly, but right now the governors of both new york and new jersey have just declared states of emergency because of the Flash Flooding and To Referenceal rain in that you are states. In new york city, the rising waters have flooded roads and subways, leading to calls for rescue. Polo sandoval is in brooklyn. How extensive and disruptive is this flooding right now . Reporter it was very disr disruptive, wolf. Anytime you have about a months worth of rain in only a few hours, thats a recipe for a nightmare of a day. Thats precisely what we saw. There is a break in the rain at least for a moment, but the threat of rain into the overnight hours means the State Of Emergency is still in place are are some flooding threats. Water is city ponding, with what looks like a Rushing Stream leads up for a brooklyn park. All of this eventual, and because of that break in the rain, weve seen people venture out. The torrential rains earlier this morning having a massive, devastating effect for commuters. You mentioned the Subway System partially paralyzed earlier this morning. All three major airports also having an impact, however, no closures to report at the airport. Finally, though they did have well over a dozen rescues that had to take place during the peak of the storm, wolf, we have not, according to authorities received any reports of fatalities or injuries as a result of the storm. Polo, to new yorkers feel they got enough warning . Reporter new york city mayor adams is feeling some criticism, and taking questions from reporters earlier today about the advance notice. The city responding, saying it is confident during the initial Travel Advisories issued yesterday, that should have provided residence of new york city with some time. However, that criticism still does remain. Many people would have liked to have seen that State Of Emergency in place, perhaps even allowed some of the students to remain at home today. School officials responding to that, saying it did not seem appropriate temperature. Wolf . Those pictures are devastating, indeed. Polo sandoval, thanks very much. Well have much more coming up later this hour, including my interview with governor hochul. Stand by for that. We want to be to Breaking News in congress. A shutdown promising to be very, very painful for millions and millions of americans. Mel melanie, House Republicans, i understand, have been meeting for over an hour. Have they made any progress . Reporter theres no breakthroughs as of this moment. And really there are no magic wants. No progress thus far from House Republicans. They have been meetinging almost two hours, actually Behind Closed Doors where copy copy tried to lay out the options. The first option is to pass the house gop stopgap bill which failed already once. They can accept the senates plan, probably wont do that until sunday or saturday, but that has ukraine money, which is probably a nonstarter for a lot of the republican conference in the house. They can put whats known as a clean stopgap bill on the floor, no addon provisions, just a temporary measures to keep the lights on for a bit of time while they try to do the longterm spending bills. The final option is to shut down the government. Theyre working through the options, they dont have a cons consensus. They are trying to find a path forward. In the meantime, its created some republican tension inside the gop. Take a listen. Unfortunately, a handful of people, and in particular a party of one, matt gaetz, have chosen to put his own agenda, his own personal agenda above all else. Theres only one person to blame for any potential Government Shutdown. Thats matt gaetz. Hes not a conservative republican. He as a scharlata reporter theres no plans to avert a shutdown and tensions within the gop are at an alltime low. A lawmaker that just emerged Mark Molinaro of new york is joining us. Is a shutdown now inevitable . How do you explain this is happening to the millions of americans who will go unpaid and lose so many other key government functions. I think thats important, wolf, to start with. There is simply no excuse. There could have and still can be averted, but there are members both within the republican conference, and quite frankly there are even democrats unwilling to cross over the line in order to, in this case even today, support a shortterm Funding Mechanism that focused on Borders Security and confronted the massive amount of spending that americans want us to confront. There are members like myself working hard, because we understand the impact. A Government Shutdown is in no ones best interests, and it is a mistake to get engaged in the tha thea theatrics. Is it a mistake for Kevin Mccarthy not to work with democrats to find a bipartisan compromise . The speaker is in the same position. You still have to get to 218 votes. Yes, bipartisan solution is ultimately what will happen. And anyone who thinks that the end result isnt going to be bipartisan, i have a bridge in new york to sell you. The truth is the strongest position for us has always been to confront the massive am of federal spending that frankly, the democrats, one party, snuck into the company and drove up the economy, and confront border security. There are those of us willing to work, certainly as i was, across the party aisle to deliver on a result. Im just hopeful we can mold some consensus now and avert a shutdown. Some gop hardliners say they will vote for Remove Mccarthy from the speakership if he goes out and works with democrats. Is the speaker placing his job ahead of keeping the job open . No, i think the speaker is trying his best. By the way, hes invested a lot of energy to try to bring us together. I was engaged in a number of conversations over the last seven days. But some shortterm views here, we cannot get through the consideration of a budget plan without having the government continue to function for the american people. Again, i think anybody who makes this personal is doing a disservice not only to theyselves but the people they represent. This has to be a government that confronts federal spending and also address the massive crisis at our border. Congressman ken buck says this failed vote in the house was in effect, and hes using these word, a vote of no confidence of mccarthy. All of the theatrics and escalating rhetoric, there are businesses all across america, farmers and families who just want us to get to a solution. Hes wrong, but what is right is weve got to find our way to delivering at least some message where we consider and respect taxpayers. Were willing to confront federal spending, and quite frankly, the people we respect deserve that from us. As you know, millions of americans could lose Food Assistance benefits. You know firsthand how these programs can be to families, and the impact of losing them will have an enormous impact indeed. Are they being prioritized enough . Thats exactly right, wolf. Thanks for saying so. I grew up on food stamps. I have lived through Government Shutdowns. At the end of the day, we have an obligation to provide for our most vulnerable. At the very least, that is one reason, that and funding our military, paying our Men Aim Women who sacrifice for our country, those are the reasons to find shortterm funding, and longterm commitment to drive down spending. We better, better do that for them. And children, of course, especially deserve to have food every day as well. Congressman molinaro, thank you very much for joining us. Thanks, wolf. Wee get the Biden Administrations take when Pete Buttigieg will join me later this hour. Just ahead, the significance of the first guilty plea in Georgia Election subversion case, as a Trump Codefendant now agrees to work with the prosecutors. Nor Dianne Feinstein is honored as a trail blazers. Barbara boxer, her former colleague, joins us to discussing feinsteins extraordinary career and legacy. Were following this hour. A first in the Georgia Election subversion case. A Trump Codefendant, the bails bondsman scott haul, just pleaded guilty to five counts after reaching an agreement with prosecutors, and agreeing to testify and cooperate with them. Lets get more with elli hoenig. What could the District Attorney fani willis learn from scott hall that would help her case. Anytime as a prosecutor you have a large multidefendant case, youre hoping to flip one or more of those defendants. What that does is gives you as a prosecutor, and eventually a trial jury, an insider, a guy to say i was in on this criminal conduct, i am guilty, and heres what the other people did. He was part of the attempt to breech voting equipment, which is one of the most significant schemes alleged in this case. Do you think more codefendants will following his lead and flip, as they say . There does tent to be a domino effect. First of all sydney powell, she is charged with being part of that same scheme to breach the voting machines. Theres no indication that scott hall had any direct contact with donald trump, however, prosecutor are have charged this as a large overaveraging conspiracy. So this could hit on all 18 codefendants. Several codefendants have tried to move their cases. First mark meadows, and now jeffrey clark, and three fake electors. Ultimately, should we expect everyone to be tried in state court . What will that look like . It certainly looks that way. It looks like all the Removal Efforts have failed and probably will fail on appeal. I dont think they have much of a chance of getting this decision reversed on appeal. Donald trump we learned yet, hes not even going to try to get his case moved over. I think that may have been been a better exercise of discretion by the lawyers. Ken chess brother and sydney powell are set for trial next month, and the other 17 down the line. Elie honig, thank you. Thanks, wolf. Cnns Senior JusticeCorrespondent Evan Perez is working the story. Tell us what youre learning. From prosecutors in the Justice Department is that this railroader from the i. R. S. Stole the information not only of donald trump, but also thousands of some of the most wealthy americans, and leaked that information to a couple of different News Organizations. In the case of the former president , the tax returns obviously have become a being deal in the last few years. New york times has been very prominent is publishing a lot of details. Theres no indication, no accusation that the News Organizations did anything wrong. Propublica has also done some important work, highlighting what they want were i. R. S. Tax documents that highlight the lack of payments of taxes by some of the wealthiest people in this country. According to the Justice Department, this carries a charge up to five years. The name of the contractor is charles littlejohn, from the suburbs of washington. He stole this information while working for the i. R. S. We have the document right here. Thanks. Well have a lot more coming up on this, and all the Breaking News. Stay with us. Youre in the situation room. The power goes out and we still have wifi to do our homework. And thats a good thing . Great in my book who are you . No power . No problem. Introducing stormready wifi. The United States senate has lost the longestserving female member in its history. She was just on the floor yesterday casting a vote in the chamber where she served for more than three decades. Democrats are sharing very emot emotional. She was a trail blazer, a great friend, and worked on everything from National Security to the environment, to gun safety, to protecting civil libbers. Thank you, mr. Speaker. I want to address the chamber for the purpose of speaking with Great Sadness and emotion about the loss of our great senator, our senior senator from california, senator Dianne Feinstein. I do so, as i said personally, as a friend, neighbor and fellow san franciscan. Today we grieve we look at that desk, and we know what we have lost. Joining us is impart bra boxer, who was elected with Dianne Feinstein during the socalled year of the woman. Thank you for joining us. Well show the historic night when you both were elected to the senate side by side. How are you reflecting in the loss of your how re reflecting . We made history together. Wow her i wouldnt have won my seat. I was hardly known. I represented a small district in northern california, and she had, you know been an incredible mayor. She was beloved. She ran a great race for governor, didnt make it, but people loved her. She had an easy time winning. I, on the other hand, was an asterisk, and she grabbed my hand and she never let go. We faced discrimination, and she could have easily said, barbara, youre on your own. People would say i can vote for one woman, but not two. Then they would say, well, i can vote for two women, but not two jewish women. He faced it all. We stood up to it. It was something else. I have something to show you. They called es thelma and louise. We really had a bond. Even though we disagreed from time to time, we never let it come between us. She was a really good friend. I understand, senator boxer, you spoke to Senator Feinstein on the phone recently. Can you tell us a bit more about that conversation . What did she say . Yeah. Well, i called her at the request of a really close friend of hers, to find out how she was. Everybody has been worried about her, as you know. So i started off, i said, well, tell me how are you doing . She said, no, you tell me how youre doing. Then i said, well, what do you think youre going to be doing . Railroad going to keep on working . She said, you know, i really have to go. I want you to call me when youre in the bay area, and well have lunch. She didnt want to talk about, you know, the idea of her stepping away, even though she was not well, and she knew it, but her sense of responsibility was so strong. She served on judiciary committee, and if she had left, the republicans said they would not replace her, so she felt an obligation to stay. I would say, knowing her as well as i do, she voted, and then she passed on. I want her to rest in peace. She worked all her life to make life better for people. Thats thats the test for me, anyway. So, so important. I know its hard to sum up her decades of Public Service, but what do you see, senator boxer, as her biggest achievement . Okay. Well, i think she has a legacy that twofold. One is the way that she opened the door for women in politics. Believe me when i tell you, it was almost impossible. Because of her grace and her strength and her leadership, people said, oh, maybe women can do this. She kept that up, you know, her whole career, opening up doors for women. Secondly, of course, her legacy of her work. The only Assault Weapons ban. Sandly it only lasted ten years and we were not able to extend it, but it saved countless lives. Im hoping maybe in her memory that the senate will step up and pass the Assault Weapons ban. Wouldnt that be something . Also, she worked hard to create protection for our beautiful desert here in california. People would say to her, whats great about a desert . Well, the Desert Ecology is magnificent, and she worked hard to protect that. And her work to make the report on torture public, which is legendary. There was a movie made about it. Those are just a few things. Its an incredible legacy. Former senator Barbara Boxer, thank you for sharing. Later this hour, well have a closer look at the life of Dianne Feinstein. Stay with us for that. Were following other Breaking News. A State Of Emergency in new york. People are being urged to stay hoff, stay off the roads after possible historic rainfall in the state. Were seeing dramatic video of Flooded Streets and subwaist after recordsetting ten inches of rain. Im joined by mayor adams, mayor of new york city. Thank you for joining us. First of all, what is the situation right now . And what are you doing to make sure people are safe . Thanks so much. I also wanted to add my thoughts to Senator Feinstein. Just a real trail blazer. A great loss for our nation. When were talking about what were dealing with right now, i was out early this morning surveying the roads, communicated with our first responder. I went out a few hours ago to do an observation. The water is receding. Were moving from a Storm Warning to a storm watch, sort of downgrading the urgency of the matter, but we have more rain thats coming. We want to continue new yorkers to remain inside unless theres a need to be outside. Hats off to our first responders, hats off to new yorkers how we weathered this record level of rain of zero known deaths, zero major injuries because of this, rescuing three people from their basements, rescuing 15 people still on the roads. We learned a lot from previous storms, and weve handled it well. What more can you tell us about the rescues underway, and what the response looks like now . Right now the fdny, nypd, all coordinating together. As soon as we get notification someone is trapped, and weve learned from previous storms where we lost new yorkers due to that, we put in place a real plan to, number one, communicate with those living in basement apartments, but also know where they are located. How do you respond, mayor, to the critics who say you didnt know enough. Youve been around a long time. You know ever time you have a flood or major casualty, that is part of the narrative. I have an amazing teams. It did not take me to stand in front of a camera. I have an exmilitary expert, commissioner, in charge of i put on the clear orders to all of the men and women of my team, you must lead. If the mayor is the only one to communicate to the public, were in trouble. We have something called our Nyc Notifications that we sent out early yesterday, and then the news media. You have to be living under a rock if you didnt know this storm was coming. The news media did an amazing job. We used social media, and you see the results. Heres the criticism. Should have new yorkers gotten a clear warning last night to stay home today before people began commuting on subways, roads and buses. Our city has to function. I cannot tell all my teachers to stay home. I cannot tell firefighters to stay ohm, nurses, doctors, all of those when when we ask new yorkers to stay home, thats nonessential workers. When my firefighters and police officers, transit operators, if they stay home, the city is not going to function. We did the right thing. Because of that, no deaths, no serious injuries reported thus far. Mayor eric adams, thank you so much for joining us. Good luck. Thank you. Take care. A Top Biden Administration official on the millions of americans who would suffered from a shutdown. Pete buttigieg will join us live when we come back. Right now, were getting new reaction to Breaking News from capitol hill. Time is running out to avoid a Government Shutdown, even as republicans have been meeting to consider their options. Millions of federal workers and u. S. Military Service Members are bracing to work without pay. Thats just one way americans will feel the pinch. Joining us right now here in the situation room, the transportation secretary Pete Buttigieg. Thank you so much for joining us. Thank you for having me. What is the Biden Administration doing to avert a shutdown . Were making all the prepa preparations. It should and can be avoided. Were urging Kevin Mccarthy and House Republicans to honor the deal they already made. Remember, the president of the United States and Speaker Of The House made a deal, the majority of republicans voted for it at the time in congress, and now were in the situation where they are threatening a shutdown. The reason theyre threatening a shutdown is to get savage cuts. Some of the cuts that were voted on today, for example in the continuing resolution, that would meaning closing air Traffic Control towers, and if weve learned nothing from the derailment in east palestine. The extremism has taken hold. I think its just a few fringe members of the Republican Party in congress, but if they generate a shutdown here, the effects will be felt by everybody. History has join us that that kind of chaos in congress can quickly lead to chaos in airports. Lets talk about the Aviation Disruption that could happen. What could folks who want to fly should expect, show up at the airport three hours early . Four hours earl . The longer it goes on, the harder it gets. Our air Traffic Controllers are required to go into work. Even though they dont get paid. Think about the intense get on that job on the best of days. These are professionals who keep 16 million flights a year getting to where theyre going safely. When they get to that position, put on the headset, they would now be coming in with the added stress of coming from a household where they dont know where the next paycheck is coming from. They deserve better. The same is happens for tsa officers. Thats another department, but obviously im very concerned about that that. Were requiring them to come into work, but not paying them. Theres other in the organization who would not be able to come in. Were racing to deal with the Staffing Shortages that have been built up. How concerned are you if they call . Sick . Again, theyre pros. Theyre coming in to do their job, but each passing day, it is harder and harder to look these folks in the eye and say we expecting to come in and do this job. This shutdown would lead to the same things for soldiers, sailors, airmen, marines, who are doing their job, not getting paid. Its hard to believe, as my dad would say, this is happening in the United States of america. I want your reaction to this. To know not when youll be able to feed your family or provide the next meal, or be able to provide education and child care for your children . If that is your situation, its very frustrating. We are bracing for the worst. Were telling officers to save a little extra money, put some things to the side, if its not a necessity, please dont spend in excess what you dont need. How do you respond to that . She and the workers she represent, should never have been put nonetheless position by House Republicans. The idea that you could be an officer of the federal government and having to worry about that kind of advice to save so you make ends meet . We dont even know how long this could be, and none of this has to happen. We have about 30 hours to go, but its not too late. House republicans need to come to their senses, come to terms with each other, and then work with the senate and president , who made it clear theyre ready to go, keep the government up and running, one of the basic responsibilities of the United States congress. Secretary buttigieg, thank you for joining us. Just ahead in the situation room, an arrest 27 years after tupac shakur is gunned down in las vegas. What police are saying, that is next. Alex mateo, hey hows business . Great. You know that loan has really worked wonders. Thats what u. S. Bank is for. And youre growing in california . Yup, socal, norcal. Monterey . All day. A branch in ventura . Thats for sureah. Atms in fresno . Fresyes. Encinitas . Yes, indeedus. Anaheim . Big time. More guacamole . Im on a rollay. How about you . Im just visiting. U. S. Bank. Ranked 1 in Customer Satisfaction with Retail Banking in california by j. D. Power. Police in las vegas have arrested a suspect in connection with the 1996 Shooting Death of rapper tupac shakur. Brian todd is covering this story for us. Whats the latest . Today Police Arrested a man that investigators have known about for your, but authorities did give new details about the shooting itself and the alleged involvement of Dwayne Keith Davis. After 27 years of an enduring mystery, an arrest. For 27 years, the family of tupac shakur have been waiting for justice. While i know theres been many people who did not believe the murder was important to this police department, im here to tell you, that was simply not the case. It was not the case back then and is not the case today. Reporter think arrested 60yearold Dwayne Keith Davis for shakurs murder. His wifes home had been searched in july as part of the investigation. Davis long placed himself at the scene of the cream in downtown las vegas, once ten he was in the front seat in a cadillac that was nest to shakur you say shots came from the back. Who shot tupac . It just came from the backseat. Reporter shakur died six days later. Dwayne davis was the shot caller for this group of individuals though committed this crime. He orchestrated the plan that was carried out to commit this crime. Reporter shakur was shot on september 7th, 1996 after leaving a mike tyson fight. They had been in a feud with dwayne davis and a gang that davis was affiliated with, the southside compton crips. The penalty will be steep in terms of life in prison without the possibility of control, especially with the Gang Enhandsment if prosecutor owes arors pursue it. Theyre showing what they say shakur, knight and others punching and kicking a man name other henderson. Little did anyone know this is this incident that would ultimately lead to the retaliatory shooting and death of tupac shakur. Reporter police say after the beating, davis devised a plant to retaliate, he obtained a gun and got into a white cadillac. Police say he was that the trigger man, but passed the gun to someone in the backseat. Knights was wounded in the attack. As for the others in davis car the only living suspect related to this investigation is dwayne davis. All other three suspects are deceased. Reporter his Step Brother Called Dwayne Davis arrest bittersweet. He said the family has been through decades of pain and authorities have known about davis for years, but davis has been running his mow, so why now . He says, this is not over and they want to know if there were more accomplices. Brian todd, thank you very much. Breaking news up on capitol hill, where the government is on the brink of a shutdown. Manu raji actually just spoke to the speaker. Reporter hes outlining new demands and expectation of how this could turn out. At the moment, the speaker unable to get a bill out of his house, and divisions within his conference. Just moments ago, i asked him about the next steps here, what needs to be done. He made clear, he says that the Senate Moved Forward on including its own plan to keep the government open, aid to ukraine. He said that will lead to a shutdown. He said if the senate dropping ukraine aid, then he sells perhaps they can get a deal, and get this through the house. He compact words, i think if we had a clean, continuing resolution, we probably could move it through. If the senate puts ukraine on there and focuses ukraine over america, i think that can call real problems. Just to unpack this a bit, the senate is trying to send a bill, included in that plan is 6 billion of disaster aid for Natural Disaster relief, and billion in aid to ukraine. Thats what mccarthy is concerned about. There is opposition within the house gop conference for doing that, for continues that funding. Mccarthy wants it to move separately. In the aftermath of his efforts that failed this afternoon to get his conference on the same page, he indicating a bit of movement. In the bill that failed today, it included spending cuts, but also border security. Hes not indicating that as a red line, but ukraine aid is. All could play out here in the next 24 hours. Thank you, manu raju. And well be right back. Finally, we take a more indepth look at Senator Feinstein. She emerged on the National Stage after a 1978 tragedy in san francisco. Mayor moscone and supervisor harvey milk have been shot and killed. Reporter after the assassinations, feinstein was sworn in as the first female mayor of the city by the bay. She landed on a short list of vp candidates for Walter Mondale in 1984. We will take back our unity. Reporter feinstein made it to washington when he won a special election, and went to the Nations Capital with Barbara Boxer as californias first female senators. I won among men, month men, women, every age level, ethnic groups. The fact that im a woman is there, but its incidental. The assassinations made her an outspoken advocate. She was crucial in passing the 1994 federal ban on Assault Weapons. Ive seen assassination, ive seen killing, ive been a mayor. I know what they guns can do. Why every man comes before me and says, nice lady, you really dont know. She was unsuccessful in renewing the legislation in 2004. She didnt give up. She went toe to toe with senator cruz. I was a mayor for nine years. I walked in, i saw people shot. Ive looked at bodies that have been shot by these weapons. She is was the first woman to lead the Senate Intelligence committee. Considered a moderate democrat, she often challenged her own property with the prodeath penalty stance. After donald trump was elected president , she got groans, when she encouraged the party to be patient with him. I hope he has the ability to learn and to change. If he does, he can be a good president. Thats my hope. Senator feinstein, thats another beauty. Feinstein was hardly a favorite of president trump, especially when her committees investigations of allegations against Brett Kavanaugh nearly detailed his nomination. Id liked to find on who leaked the paper, was it Senator Feinstein . Feinstein did the same, announcing officialsly in 2018, she no longer supported the death penalty. I dont want to not grow. I dont want to not learn, and the world changes and views change. By the Time Feinstein was electriced to a fifth full term in 2018, she was the older sitting senator. In 2023, she announced she would not be running for reelection. Later that year, Health Problems kept her off the job for three months, holding up approval of several judicial nominees. Some democrats called for her to resign, but she kept going. Dianne feinstein often led the way for men and women on the hill, with dedication to Public Service and uncommon resilience. Life is filled with defeat. You pick yourself up and you go on. Our deepest condolences
