Councilwoman Lorraine Koss said the city of Cocoa has worked hard to maintain a level of trust and communication between government, police and community. Koss said the letter addresses those issues and asks the State Attorney's office to maintain those same efforts. Cynthia Green, Pierce’s adoptive mother, broke into tears at a Cocoa City Council meeting Tuesday evening, asking for action in the case. City Council members told Green that city government had no authority over the State Attorney’s office, but agreed to draft the letter about the case.
