Colorado Senate president Leroy Garcia, D-Pueblo, introduced legislation Friday that would be the most noteworthy step taken to establish a passenger train system along Colorado’s Front Range after years of conversation about expanded rail service in the state. The bill would create a rail district extending from the Wyoming border to the New Mexico border along Interstate 25, including parts of Pueblo County. A board of directors would oversee that district for the purpose of “planning, designing, developing, financing, constructing, operating, and maintaining an interconnected passenger rail system along the front range,” according to the bill text. "People talk about this in a number of different districts,” Garcia said. “They want to see high-speed passenger rail become a reality. We would all have the benefits of easing traffic of I-25 and I-70 and decreasing the carbon footprint by not having so many vehicles on the road. This is an all-around win-win.”
