CSPAN Washington Journal Toluse Olorunnipa Discusses The Week Ahead At The White... August 28, 2017

Tweets and live facebook questions at noon. Its on cspan two. Continues. Journal we are joined by a White House Reporter with bloomberg news. Talk us through specifically the white house and the response this week to Hurricane Harvey and its remnants. Where is the president going to be today and how soon is he expected to be on the ground down there in texas . Guest the president spent the weekend in camp david talking with a number of his cabinet officials about what was happening in houston. He held to cabinet meetings where he was dialed into teleconference. The white house was keen on making sure the American People knew the president was engaged. He got back to the white house yesterday evening. He will spend the day there and has a number of different meetings with the Vice President and the secretary of state. He has a meeting with the president of finland. We here the president will be going to texas on tuesday. We are not sure if he will go directly to houston or some of the other areas directly impacted by the storm. Hearing the president wants to get down to texas as quickly as possible. He tweeted over the weekend that he would like to get to texas as quickly if possible without causing any disruptions. We can expect that if he goes to texas tomorrow, he will try to go somewhere where he will not be a burden on the First Responders and those trying to help rescue people. Maybe does not go directly to houston. Maybe somewhere where he is not a drag on the First Responders and emergency personnel. Many people are still trapped in our homes are in the middle of floods. They need help from helicopters and a number of different assets being deployed down and out. Host you expect more information from the white house on that today, do we expect to hear from the president himself today . Noted, he had about a dozen tweets over the weekend about the response effort. Will we see him in front of a camera today question mark guest we do expect to see him after his meeting with the president of finland. He will do a joint press conference at the white house where you can expect he will get questions about houston and about his role in his response. A number of other questions could come up. This is obviously the biggest news issue of the day in the biggest news issue of the week end. There are questions about how the president will deal with his first major Natural Disaster. We will hear from the president with scripted remarks at the beginning of that News Conference and unscripted remarks as he takes questions and a number of americans will be watching to see how he responds in the middle of this crisis. A move to there be get more resources down there . Point, is there more specifically native from federal agencies that are not yet engaged . Guest what we have heard over the weekend is that officials continuing to deploy assets and are in communication with state and local officials in texas. This obviously became a much larger crisis than originally expected. Federalxpect the government to continue to deploy more aid. The next step would likely be congress having to potentially provide additional funds when they come back into town in september. Pass an upgrade to the National Flood Insurance Program which expires at the end of september. Not only the president and the administration will be involved, congress will have to play a role as well. Host the National Flood roughly 25ogram is billion program and expires of the in of the month. 20 of stories about that program in the future of that program. Heres a story from the wall street journal. A bloombergng with white house News Reporter so if you have questions to the federal response to the disaster, call anyone of these numbers. We mentioned the president s tweets over the weekend. I want to get your perspective on some of the tweets that were not specifically focused on Hurricane Harvey, about other political issues. Thats right, the president tweeted on a number of different topics. He tweeted about a new book byng put out and published sheriff joe clark of wisconsin. He tweeted about his upcoming talking aboutri, his big electoral win there. Even his tweets about the hurricane have received some criticism because it seemed like he was involved in some punditry, talking about this is the biggest storm ever and patting himself on the government on the back even as people were struggling to deal with the impact of this storm. Lot on bothe a sides, criticism and praise, for what the president is doing. Its definitely an unorthodox approach to a National Crisis is using twitter for the main you is the main means for medication. Usually we see president s doing a video address or appearing on tv or appearing on a sunday show to talk to the American People and reassure them. The president chose to use twitter. Between anced commentary about the storm and how his administration is doing with it and commentary on a number of other political events. He opened himself up to criticism for doing that. Host we have already seen some debate about whether an Evacuation Order should have been given in houston. State and local officials disagree on that point. Is the white house being drawn into this . Was the president involved in those decisions . It will be interesting to see. The white house has not weighed in, they want to show a united front show that state, local, and federal officials are on the same page. They have not allow themselves to get drawn into this so its an internal debate. City officials in houston say they are trying to get everyone on the road and it wouldve been a disaster. Are usuallyroads used to evacuate people are now completely underwater. In traffic could have caused a number of tragedies. The white house is not weighed in you their way on if they believe that was the right decision or if people should have been evacuated earlier. You can expect the president might get asked about that today during his press conference but so far, other officials who have been asked do not try to get involved in the squabbles over whether or not the right steps have been taken. They want to focus on the future. To askf you get a chance the president a question, what will you ask . Specifically about houston, i would like to get a sense of how this has impacted the president and his understanding of the role of the presidency. Over the last week, we have seen several different versions of donald trump. We have seen the somber version as he has talked to troops about the situation in afghanistan. We have seen the more raucous he combative aversion as attended a political rally in phoenix and now we are seeing the president you with a hurricane. On friday, the president decided to issue a pardon for joe arpaio down in arizona. It would be interesting to see being presidency is viewed differently by the president now that he sees himself at the helm of a major Natural Disaster. It brings people together in a different light now that people are relying on him and the government to help them amidst this tragedy. It will be very interesting to see when a president theres from his gifted remarks and starts answering questions, what kind of approach he will take, whether we will see the more somber, unifying president or whether he will revert to a more combative approach and a more defensive approach. That will be interesting to see and we will be watching closely. We are taking your questions this morning. You will be at the press conference today. Lets take your comments and questions, ed from washington, d. C. , line for democrats. Caller good morning. I am a concerned africanamerican scientist and i studied in europe and germany. I am concerned about what this president has done. His visit to florida is nothing more than a photo op. This president has chosen to withdraw the United States under executive orders from the scientific fact regarding Climate Change and Global Warming. This is a dangerous move what he has done here. This will set us back. The chinese will move ahead and other nations will move ahead. A number of states have chosen to go their own path. They have chosen to go against the president. States are participating in the Global Warming. There are a number of newspapers , very famous newspapers [indiscernible] many newspapers had Hillary Clinton over donald trump. Hes not the first caller to bring up the issue of Climate Change. We started talking about that this morning. How much does this come back on the president s agenda and questions he will get . He will get a number of questions over the course of several weeks and months as this houston situation plays out. Are already hearing from a number of sign to send people in the Scientific Community about how these types of storms are assigned. We are going to see more storms like this in the future. The president pulled out of the climate agreement within the last couple of months. I am open to renegotiating, he said, but we have not seen any signals that the white house is involved in renegotiating or getting back to the table on the paris climate deal. Instead, we have seen state and local and International Countries say they are moving forward with the paris you without the United States. To approachntinue the issue of Climate Change as an international emergency. You can expect the president to continue to get questions about that. He has been clear that he does not believe the paris climate deal is a good deal. Whether or not he even believes the concept of Climate Change, is not something we cannot get the white house to weigh in on. The idea that there is man Climate Change and humans are responsible for the change in the climate, obviously, the president has called this a hoax. Amy heething that may be asked point blank, whether or not he thinks humans are responsible for Climate Change and do you believe like issues like hurricanes and houston are a result of that. Besome point, we may finally able to get the present on the record and get the white house to clarify what he believes. Right now, its an open question. [captions Copyright National cable satellite corp. 2017] texas north ofn, dallas. Go ahead. Your guests seems a very thoughtful person. Listening to what would u. S. Give you had a question, it sounds like you have a list of political gotcha questions. I am 66, grew up in jacksonville, florida, grew up through decades of hurricanes. There is nothing Climate Change about this particular storm. The reason the storm is doing damage is because they get caught between fronts causing it not to move. Otherwise it was relatively ordinary. We have not had a category three hit the u. S. In 23 years. After katrina, the climate folks were running around with their hair on fire screaming that this was the beginning of the end. Andy in new york, they have 70 year, a 70 deck a seven decade cycle. You get hurricanes and cycles you haveor 30 years, had millions of people moved to the south into these areas where they should never be building and now, subsidized by the federal government with someone saidgrams, earlier about one of the best things we should do. The federal government may be adding to the problem by subsidizing people building houses in areas where you know you will have these problems. You have hurricane cycles. The difference between Global Warming folks and then you got climatologists like joebistardi and the folks are conflating the issue of Climate Change and weather. One hurricane every 12 years is not a Climate Change issue. Go, what is you your view from denison, texas on how the governor is handling himself and the situation down there . Caller i think they are doing the best they can. Youve got a scenario where the thing went from a1 to a 4 really fast and the mayor, more and more people are questioning the governor is doing fine. Theyre asking for the types of help that seems to be needed. Is starting to they say the governor called for an evacuation of houston and the mayor said stay put. Thats not quite that black and white. They did not have that many days straight to plan for where to send people. Plus, where would you send them . Austin, san antonio are both in dire straits. Its a tough scenario. Keep in mind, i was just listening to the reporting of is channel, 96 of houston not what you might think. I think they are doing the best as the texas version of the perfect storm but its not because of anything unusual about the hurricane. It was the unusual effect of various fronts that blocked its ability to move. Host we got your point. I want to ask you about President Trumps relationship with greg abbott and the history there and how they have worked in the past week or so . Saw Governor Abbott on several news channels over the weekend. He was praising the president over his handling of the situation. The governor asked for a declaration of a National State of emergency for texas in advance of the storm and President Trump granted that. President trump has also praise lotion that local officials with how they deal with the storm. Everyone is on the same page right now and they seem to be supported each other and talking positively about how they are handling the situation. Governor, republican president , several republican local officials in texas and usually that should not matter. Arehis Political Climate we in, many times Party Identification has an effect. We have seen positive words all around. From republican senators like Chuck Grassley on twitter saying that President Trump, dont make the same mistake that president bush made with katrina. This is very clear that they wanted to show the president is on top of this, this will not be a repeat of katrina. In addition to being a natural catastrophe, it ended up in the loss of hundreds of lives and a political catastrophe. Thats weighing on the minds of people in washington and the , wanted to show that the president and local officials are on the same page and Governor Abbott is one of been veryals who has supportive in speaking about the president s role so far. Host the governor announcing late last night that he would be sending 1000 additional taxes theonal guard units to southeast coast and the houston area. We will look for more updates from the governor and for the white house. We are taking your calls. We are talking specifically about the white house response, first line for republicans. Caller you should be ashamed. Bring on bloomberg. You guys absolutely are not but whatever. These people need to get out of the way of the storm. How many times do we have to tell these people . I called my friend north of houston and his only response was, we will be all right. The same thing happened in katrina. Thousands of people stayed in that whole of water. Awere knowing a Court Category five was going then they did not move. They showed on tv and old folks underwaterthey were up to their next or the waste. To go in and saved them. Thats crazy. Why would anybody put people in that position . Host on the debate over the greg avenue itr, and other state officials have disagreed in the past couple of days. This is according to the washington journal. They said it would have been more dangerous for others to travel to the rain. Rob, new york city, line for democrats, go ahead. Caller good morning and thank you for cspan. I would love to see some humanity from this president as a result of his visit to houston but my father always said, you cannot take the stripes off of a zebra. In the past week, or two, i recall hearing this president redefined what an anarchist is. Basically, he is defining it now is anyone who disagrees with him on anything, small, medium, large. He is criticizing the media as being the cause that has given rise to the hate groups. He has criticized our open and free press where he says cnn and the New York Times are no good. He says foxs fair and fox and friends is good. This is mindbending. Host what should he say . If you are writing the president s remarks, what would you have him say . Caller i want to finish my thought that this phrase fake news comes from the soviet union. This comes from communist russia. This is trying to bend the minds of the people and they should get their information from one source. He wants everyone to believe what he believes. He is not open to criticism or suggestion. This will be the donald trump show when he goes to houston. Maybe it will touch them and may be he will have a heart or some feelings but its still going to wind its way back into the entire you cannot take the stripes of a zebra. Thats something that people will be watching closely, how this president responds in the press, sedate and when he goes down to texas. We have seen the president capable of showing the kind of humanity, that kind of empathy in other situations on the campaign trail. He would meet with people whose children were killed by Illegal Immigrants and he showed a great deal of empathy with them and if he talked to those parents, they formed a bond in connection with the present over that loss. We also so the president back in february during his first joint address to congress showing to the spouse of one of our lost troops who died on
