We need people on board now to stop what i think is inevitable if we fail, which is singlepayer health care for all which is the end of quality and the end of a sustainable federal budget. There are four three choices. Care, or ourrnie bill. That is where we are our. Count me out for propping up obamacare. Hell no to bernie care. Count me in for people in my state making decisions about health care versus some in washington. There is a lot of fight left in the Republican Party when it comes to repealing or replacing obamacare. The reason i know that is because i spent all of august talking about our failure and happy about the idea that the Republican Party after seven years promised to repeal and replace obamacare and is apparently ready to quit. The question is, is there any fight left in washington . Is there any fight in the Republican Senate . In the white house . There are a lot of companies dying to have another shot at health care a lot of colleagues of mine would like to talk about taking the power out of washington and returning it to the state and putting it in the hands of people you can actually complain to. Under a obamacare, if you do not like it, who do you complain to . You can complain to me but i dont want obamacare. According to this bill you can actually complain to a statehouse representative for probably lives in your neighborhood, goes to the same high school you go with your family, under bernie care you complain to a faceless bureaucrat. Obamacare,e care and there really is no innovation. Under this approach, 50 states deliver healtho care and over time, guess what . Some will figure out better than others. Those who do badly will copy those who do well. Under obamacare, you are no better than the bureaucrat or the most liberal member of the health and senate. This is a defining site for the future of health care and the defining party. We refuse to quit. We had them working on a bill i think should have been our first approach to repealing and replacing obamacare but it is now our last. Four states under obamacare get 40 of the money. If that bothers you, this is a chance to do something about it. If you live in a state and you sending money to maryland, new york, massachusetts, in california, bill. We level out spending 10 years from now, 2026 and every state gets basically the same contribution from the federal government that will allow you to adjust if you have an older or sicker population. You can get more money. The goal is by 2026 to make sure every patient no matter where they live gets basically the same contribution from the federal government. Most americans believe that is there. An inequityels out in finding. It allows flexibility that obamacare would never embrace. It gives patients a boy in the health care that they would never have in the singlepayer system and in my point of view, it is the last and best hope for the Republican Party to show our we have ideas and that ideas are better than our friends ideas on the other side. Lastly, liberals will fight late tigers to the bitter end to get what they want. To those in the Republican Party we have not fought as hard as we could, they are right. To those conservatives who feel let down by this debate, you have every reason to be let down. Heres my call to the group of them party, and to all who believe that health care should be closer to the patient, not suck in washington. We need your help. Another example, we have spent in the state of nevada over 18 my dollars because they cannot afford the product the government tells them they have to buy. So theyre paying the fine. Most make less than 50,000 he or. 80 of them. The least fortunate have to pay this fine because they cannot afford to for this product the government says they have to live. So for anybody who says they are getting power to the people are washington,r out of you have to question whether they mean what they say. That is what this bill does. Cassidy part of the problem that goes with that is the risk pool becomes concentrated, so we have incentives and mechanisms whereby the state can expand the risk pool and instead of the original market how it currently is, it rather becomes a broader risk pool including the younger and healthier. A state can do automatic enrollment. For all those healthy folks that are young would be included. The state would give the young person a premium sufficient for annual cost. Now you have included younger people and automatically lowers the cost for those that are older and sicker, those with preexisting. Our blue cross louisiana has told us under such a mechanism we would reduce premiums by as much as 20 in louisiana. So there are a lot of options on how to address the preexisting editions. I will just, because bill gave a great answer, but i am not sure he was specifically answering the question so you would understand. No offense. He gave a complicated answer. Mr. Santorum he answered your question but i am not sure he communicated that. The answer is, title i that says you cannot discriminate against preexisting conditions, that has not changed in this bill, nor has the guaranty issue changed. Those two have not. I tried to do something similar to the cruz amendment . Rick came to me and said we ought to do a block grant. He said, go big. This is what we did in 1996. I thought, that is appealing. We started coming up with parenting. No cassidy has been hours upon hours working with rick about the minutia. Build football stadiums, you have to help sick people. We have been trying to get as many approaches to helping sick people as we can. Under obamacare, the innovation is on the zero. Under the block grant program, the innovation is pretty wide. There are guard rails. Were trying to title i but i will let you talk to you about what we do. , they haveomplement put in more hours than i have. The crews of amendment, there are two crews amendments. Lets be clear. The first i mentioned was allowing people to put money in Health Savings account once. The second crews of amendment will have a flexibility in it. The parliamentary i dont know if they will be wild about that amendment said they have another set of language we are including net we think would helpfully passed muster with the parliamentarian and and may not, we have to recognize that. And putting it through the chip program, we recognize there is great ability to recognize waivers. The chip program is going to give flexibility. The actuarial value including the chip program is less than that required of the Medicaid Expansion under obamacare. On the other hand, i have never heard a complaint about the chip. We think with existing legislation we kind of end up where we need to be. Ive had to answer listen to this crop for six months. I have had to listen to this crap for six months. I am ready to vote. [laughter] the grant program. For example, maine. It did not repeal the plan to do with [inaudible] hopefully get that quickly. I believe this bill by grabbing the flexibility and the funding will give the state stability to do those innovative reassurance reinsurance programs that will bring down premiums. My colleagues who thought with me to lower premiums, this bill will do exactly that. I am chairman of homeland security. Either the finance committee or we will hold a hearing on this prior to september 30. I want to supplement what bill had to say, there is language that we hope to get by the parliamentarians that will provide flexibility for the money in the grant. It will be tied to the block grant and the money and it will provide some x ability through the waiver process. The governor should be able to get waivers on certain elements of title i of obamacare. [inaudible] vivienne to lower the three of medicaid closer to medical inflation. What is medical inflation . The bottom line is medicaid is a lot faster than medical inflation in general. To the point that it crowds out the federal budget. In year eight for a category of people we began to lower the inflation rate to the flexibility would grant the toernors and allowed them bend the cost curve. This is unsustainable. Medicare is even worse. I 2038, all the money that you spend in taxes go to pay for health care, interest on the debt, there will be no money for anything else. , i think very slow balanced approach to allow states to prepare for an inflation rate that is more sustainable. Nobody gets cut, inflation rate for population against the change and we get people plenty of time and we allow you to take 15 from the second block grant to help with traditional medicaid. Dean heller was the guy that everyone was looking to. Dean was the guy, where will he go because he is in a tough race. What will he be able to tolerate politically . He did something i wish every senator on our side would do. Instead of being worried about how this looks politically, he started shopping around for better ideas. When we approach approached him with a block grant approach and showed him money will be coming back to the state that would have gone to new york, maryland, california, or massachusetts. You can get Better Outcomes and your people will be listened to. It will never be listened to under obamacare. He signed off and the reason he signed on is it turned to be good for nevada. I think dean and ron, of the four of us appear to leave that we have got to start getting our fiscal house in order and if you take health care off the table, it can never be reformed than our best days are over. Bernie today is going to propose singlepayer Health Care Medicare for all, he will not say where it he will not tell you how you will pay for it. What bernie is doing is a great disservice to our country because it will make us [inaudible] we are getting money close to where the patient is. This is transformational. They will make the argument that their claim said something about their values. This say about your values . This plan says to the American People that we value input by people that we believe that government closest to the person is the best form of government and we believe that health care closer to where you live is better then health care managed by someone you will never meet who is not elected. This is a debate worthy of the u. S. Senate i think what bernie is doing is going to destroy quality over time, going to make it unsustainable for future generations and we will become grief. What we are trying to do is be generous with money but insist that people have the innovation they will never have to deliver Better Health care and eventually control costs. Answerlet everybody that. Here is my value. Gone Better Health care that your grandkids can afford. Give you somebody that you know who is in charge that will listen to you, because you voted for them. That is what i value. Quick point on siegel care systems. If you want to look at a singlepayer bureaucratic Health Care System looks like, go to the a system. See how good we have found the system to be. That is the path Bernie Sanders is leading us down. Sen. Johnson in terms of medicaid, here are the rough numbers. On the senate plan, largely maintained in terms of court medicaid, we were saying about 12 billion, spending close to 3000, so we are just barely beginning to restrict the growth rate of a completely unsustainable entitlement. And from my standpoint, in wisconsin where we did not expand, people on medicaid and the disabled, elderly and children, they were concerned on what Medicaid Expansion would do when threatening court medicaid. And Medicaid Expansion was directed toward working age, childless, ablebodied adult. And when i spoke with people with cerebral palsy, for example, there, was, those people should not get medicaid. I think they are right. Medicaid expansion with obamacare is putting people at risk for medicaid. Senator, you are talking about how the white house needs to get involved and start making calls and an effort. With all due respect, he was unable to move the needle on health care before. So what is different now . Sen. Graham he delivered in the house. It was the effort of President Trump that got the house over. One phone call i think, by the president , will get us more than a handful of governors. We have about 1415 already. When the president calls you, as a governor, asking you to help him give you more money and power most people will say yes. And about value, bernie cannot tell you what the bill cost and how he will pay for it. We can. We value being honest. We will tell you exactly what we will spend and how we will pay for it. The president is just not somebody, he is the most powerful person in the country and he is the head of our party, so i really believe the president could spend time making phone calls the governors, telling them how much better they would do and how much more control they will have and how much better their states will do that we can find a people quickly. We will end with this. Today is a monumental day for the American People. You have two different approaches on how to deliver health care in the future, the burning model, and our model. Model and our model. I am so glad Bernie Sanders chose today, because he is a good man. And in his heart he believes the only way to be fair is to have the federal government decide health care for everybody, no matter what it costs. Here is what we say. The best way to be fair is to make sure that the people and the country get basically the same contribution, no matter where you live. And the people in your local community have control over the outcomes, so that you will have a voice if you do not like their decisions.
