The risks, tims endless dedication to serving others guided him through nine years as volunteer with the search andres could you team, where he ssisted with countless operations to help save the lives of fellow San Bernardino county residents. Passion for search andres could you was not the the desire to not community. Tims desire serving the ommunity spanned across education and civic activities. He grew up in San Bernardino high school in averne, before getting his degree at gonzaga. An eagle scout. He dedicated his time to other scouts. Tim was an educator, spending his career as a teacher and both st. Lucy high school in glendore and damien. Helping embered for others and often complete strangers. Stopping traffic to help push a car to driving over 2,000 to help a friend move, tim always put his energy and effort behind helping other people, last day. On his he is survived by his two his rs, his parents, and loving wife, katie. Adly yesterday, my democrat colleagues blocked the vote on this resolution that expressed antigovernment protesters in iran that irans role in downing of a ukrainian civilian aircraft last week. What was in this resolution that motivated my democratic colleagues to prevent consideration . Ell, the resolution would have condemned the government of iran for killing 1,500 iranian protesting were their government as well as condemn the government of iran ukraine ing down International Airlines flight 176 people. Mr. Speaker, i rise recognize the irina who life of passed away this month at the age of 93. Worker ised in a Farm Community with farm worker parents in the eastern coachella many of us, hardship and injustice can feel like the norm. And if it werent for women like many of us would believe its true still and we wouldnt be standing where we today. Irina came here to america at a young age. While she was working in the fields sweating in 120degree hands, she lloused witnessed the mistreatment of her fellow farm workers and she suffering. If there is one thing about her, its when she saw injustice she and get to work to fix it. O when she saw farm workers laboring for hours on end with no bathrooms nearby, she fought to the field rooms and when she saw seniors in the Community Going hungry, she asking for donations and cooking meals so they could have dinner to eat. Devoted her life for standing up for people who were mistreated, discriminated vulnerable. And there was no voice too soft irina that elevated. And she was a giant for our the nity, working with united workers of america, cesar stand up for the rights of farm workers. She used her tireless will and strength to pick people up, fight for whats right and make the cochelly place for those that live there. I am better off because of her work. Entire farm the Worker Community of the coachella valley, we are all because of her work and she would not be happy for me being up here talking about so humble. She was a woman who elevated everyones voice around her, she would type of k this recognition, but today, i want o make sure the country knows irinas story. I want to make sure you know about her contributions to our her unrelenting pursuit of justice. Sorely missed but felt for years come. As the son of farm workers in eastern coachella valley, i am all too familiar of the social, political, economic hardships that farm workers face on a daily basis. Petra was a fierce and loving held in high esteem even by the people who agree with what she had to say. You see, petra believed in farm working women across california advocate for hemselves, for their families, and their communities and the struggle for equality and their basic human rights. The union olved in movement in the 1970s and was a warrior for justice and equality farm working community through her final days. A phrase that i heard repeatedly talking with members of the community and with her family there,te, she was always unquote. Petra was always there. Ven as a mother and a grandmother to a big family, she worked with the united farm orkers of america and as a capasens. As a remarkable revered, a mover and shaker and effective leader who led with much as she did by her words. She inspired me to never say no pursue justice at every turn and to always difference. As the Forest Service started utilizing the categorical in the 2014 and 2018 bills, allowing them to more quickly utilize sound Management Practices like ree thinning and controlled burns. The high school station was established in 1999 and is now a 24 7 onair public Radio Station run completely by students and heir teacher, jonathan hudson. Greenfield centrals radio tv classes draw 70 students a semester who are able to learn and gain professional experience before they Enter College or the work force i was able to witness the advantage that these students are able to gain while visiting the facility last fall. Happy anniversary to wrgf and all the students who participate in the program. Mr. Speaker, i rise today to congratulate New Palestine football coach, kyle ralph. Coach ralph is among the list of only 32 coaches nationwide who e finalists for the 2019 don shula nfl High School Coach of the year award. In his seven years as head coach, he has built a program that has become a statewide powerhouse. Throughout his tenure coach ralph has amassed an amazing 88had record and has brought three state championships home to New Palestine. I wish coach ralph the best of luck during the ceremony at the nfl pro bowl. Mr. Speaker, i applaud the Trump Administration for proposing to update the totally outdated National Environmental policy act regulations. These policies havent seen reform in over four decades. As a result countless Infrastructure Projects have been backlogged for years. Its time to roll back burdensome regulations that stifle growth. Modernizing nepa regulations will allow schools, bridges, and other vital projects to finally move forward safely and efficiently. Its my honor to be recognized to address you here on the floor of the United States house of representatives. I come to the floor today to raise the issue and be thankful of the progress we have made with regard to trade. We have been through a year and a half or more of intense trade negotiations and i have watched as our markets took a hard hit and tailspinned down for a couple days down the limit a while back. And slowly creep back in again. We produce a lot of corn and soybeans and cattle, hogs, eggs, Renewable Energy in the fourth Congressional District of iowa. It is the number one egg producing Congressional District in all of america. And so we saw a publication on the part of bloomberg that when the tariffs were put on to chinese goods coming into the United States by President Trump, the chinese retaliated with tariffs on products like pork and soybeans. And bloomberg just painted a map or showed a map of the United States where that hit the hardest. It happened to hit exactly over the red counties in america that produce a lot of corn and soybeans. You can add to that the other products i mentioned. The situation that we are dealing with now is that weve gotten a long ways through this trade negotiations and we were coming around to the other side of it with china. In spite of all of this difficulty and all these markets that have been suppressed over this period of time, we found some new trade outlets for one thing, instead of having one big pipe going to china, we have multiple smaller pipes going to other locations in the world. And today the president signs phase one of the trade agreement that will increase by about 16 billion a year our egg product exports to china. That includes a lot of soybeans, a lot of pork. It fixes that component. It also addresses the intellectual property issue thats been a big barrier for the trade negotiations with own china. The value of u. S. Intellectual property, the creation that comes out of the minds of americans, is valued that is pirated by the chinese somewhere between 500 billion and 600 billion a year. That gets addressed to a degree in this agreement. It gets addressed again in the next phase of the agreement. The u. S. Trade representative lighthizer has spoken to that issue to me and he seems to be, ill say fairly confident that we are going to get at least a reasonable beginning to something thats awfully hard to fix. I would add also it isnt just china. We are waiting now, the u. S. Senate will pass the usmca agreement. Its only the impeachment trial that stands in the way of getting that done. That happens soon within about a month or so, perhaps less. Further we have japan, south korea, and by the end of this month the United Kingdom will be out of the e. U. And the doors open for a bilateral trade agreement with the british. If we can get this all done as i said to the president the other day, we may find ourselves in the very best position we have ever been in, at least in our lifetime, with regard to trade in multiple locations so that we are diversified in our markets so we can send to multiple countries and at the same time have a strong trade relationship with china and other countries. We are moving into an excellent position here and we have a strong economy, a strong dow. This really is a great time to make investments in america. They are doing that from around the world. Fixing our broken illegal immigration process, first by securing our border, then reforming our laws with a focus on high fences and wide gates. Making the 2017 trump tax cuts permanent for families and small businesses. Driving Work Force Development by partnering with the private sector. Our schools, career and technical centers, and apprenticeship programs. Supporting trade agreements that create reciprocal trade and open markets for our u. S
