And it is because your state senate and statehouse coming your state senate has accomplished nothing. They are a donothing burger. That is what they are. And we have to move away from the donothing burger to a do something

under president pro tem blue and that is exactly what will happen. Congressman butterfield, congresswoman adams, they need reinforcement. And they are going to get them. I am confident of that and i am confident you have one of the the attorneys general in country and madame secretary of state, thank you for what you are doing. Folks, i come here with both sobriety and unrelenting optimism. Sobriety born out of the fact that we undeniably have the most dangerous president in the history of america and we know that. I will not belabor the point. Today, we had a death from the coronavirus. The first one in the

. This is the same president who referred to the coronavirus as a hoax. Not my words, his words. Mr. President , we need the truth, not tweak. We need a president that can lead but it is not surprising that we do not get that leadership because after all, this was a president that warned us of the hurricane that was about to hit alabama. So the truth is a casualty all too frequently. Is on fire democracy and it is a five alarm blaze. Folks, as ive said before, that said before, i come to you with unrelenting optimism. A number of members of congress and other surrogates here today and we should welcome them all. Thank you to all of the surrogates for our wonderful candidates for president and thank you to the present the candidates themselves who are also here who we will hear from shortly. On february 25, i had the privilege of becoming your chair and we have had three novembers since
Donald Trumps
election and what they all have in common is democrats won at scale. New jersey and virginia in november 2017 taught us the democrats can win again. A month later, thanks to

senator. And he will continue to be a

senator this november. 2018 was about scale. And scale it was. The last time this many governor seats flipped from red to blue was 1982. That is how long ago. Seats wentegislative in the democratic column. Eight legislative chambers and the 20172018 cycle flipped from red to blue. Understands the importance of having a democratic majority in getting things done. There were 15 democratic governors in 2017. There are 24 democratic governors today. That is a big deal. Dealust as big or a bigger. Speak of nancy pelosi the most impactful speaker in

in my judgment. So much done. The work continues. 2019, kentucky and louisiana and again in virginia, now, donald trump put himself on the ballot in kentucky and louisiana. He went there the day before the elections and he won kentucky by 30 points and 2016. Matt bevins. He went there in 2019 and said you know what . I am on the ballot. Mr. President come you are not on the ballot. What is on the ballot is health care and education. Sound familiar . Medicaid expansion. Making sure people have access to health care. 2019 in virginia. The reason i keep talking about regina is because

will do this year what virginia did last year which is flip the senate and the house. Chair in 2017, there were 66 republicans out of 100 in the
Virginia House
of delegates. There are now 55 democrats and 45 republicans. The same thing is going to happen right here in the great state of
North Carolina
. Level, i hopenal you will and i expect you will and i know you well elect the first latino democrat to the
North Carolina
assembly. 63rd district. Give it up for ricky. I know you can do this. Folks, they are exactly right. We will do this and we will continue this work though we have made tremendous progress. We are now here in 2020 where our job is straightforward. To continue the work. Is as nice but 44 essential. 4 we will do. The mission is to elect democrats up and down the ballot to thee school board oval office and we will continue that work. We have a high priority with the presidency. But i am confident that we will also take the

And so, what we are doing now, folks is we prepare and we embark on our primary journey is we are working our tails off to make sure we are building that infrastructure to enable whoever our candidate is, whoever he or she is, to 60. That is the job of the dnc. 6000 in campaigns will use our infrastructure and we have made unprecedented investments in our
Data Technology
infrastructure, our organizing infrastructure, our
Voter Protection
infrastructure. , allof this stuff is sexy of it is indispensable. That is why i am so grateful for
Diane Robertson
and so many other folks who havent working their tails off to make sure we move forward. Now, i know the primaries ease and is here. Fourth completed our democratic primary. Let me tell you what i know, folks. Let me first tell you what i do not know. Which is a lot. [laughter] i do not know who our nominee will be. We have four races we have now completed and they are still counting the votes in the fourth. 1991 delegates on the first ballot in order to win the nomination. We have allocated roughly 150. So, folks, i used to run marathons. Mile three or four of the marathon. We have a long way to go. Is a few days away and it is an and are mostly important day and we will allocate roughly a third of the delegates on super tuesday and
North Carolina
s voice will be heard and it will be heard loudly because people will come out. Knowl you something i do that we have an incredibly deep field of remarkably qualified candidates. I have had the privilege of getting to know all of them. And what they have in common far outweighs what our differences are. Every single candidate running for president wants to make sure that if you have a preexisting condition come you can heal keep your health care. Every candidate understands that we must take on the pharmaceutical industry and lower the cost of prescription drugs. Every candidate running for president understands the fierce urgency of now on
Climate Change
and they understand that a womans
Reproductive Health
is a womans business and her business alone. Every candidate running for president understands that the secretary ought to believe in
Public Education
and the epa administrator ought to understand something about climate. And the department of a justice and the department of justice state attorney attorney general must understand justice. The children that have been separated from their mothers demand it. The dreamers demand it. People who are working four jobs and not able to make a living demand it. The farmers who have lost their farms because of this president it. Less policy demand we can do this, folks and i am confident we well. And i leave you with the following observation. Month, a few this we oftens activists call them the greens borough six, sat down at a lunch counter and it ignited a movement and ignited a movement. Later,leader a week they spread to raleigh and across the state and across the country. And a few weeks after that, one of my heroes, and unsung hero, ella baker helped organize the student nonviolent coordinating committee. She knew the road ahead would not be easy. And she and her fellow activists new that they would need to stay the course will matter how fiercethe winds, for the storms or how high the water. And she said we have a destined date with freedom. Well, folks come up more than half a century later, we not only carry on this civil rights work and my former boss said civil rights is the

In 2016, he decided to run for governor and stepped in to do what was right for all north carolinians. Since then he has made us all toud working tirelessly ensure that all workingclass folks have access to quality employment and health care. Tooth and nail for better pay for our teachers and other educators instead of sweeping
Corporate Tax
cuts. We know he will not give up until he finally expands medicare here in
North Carolina
. In short, he has worked every day, every day to create a better educated, healthier, and more prosperous

teacher. And there i learned my values. That i hold today. A deep faith in god. A charge to help others. A duty to serve. But never in my wildest dreams did i think that i would be here leading the state that i love. Governor, theas law says that you have to have a portrait done to hang in the mansion. I have never had a portrait done. That makes me a little uncomfortable. You all know the first lady, my wife kristin [applause] a goodoper she is lawyer and showed me the law and said you have to get this done. I have been putting it off. Finally she grabbed me by the elbow and said honey, it is not getting any better. [laughter] gov. Cooper so now, we have done it. On number 83y is in her business across this day and she is coming to a county near you. Here i am. A little worse for the wear. But fighting every day for everyday people. Governor, as was wayne said, i was elected attorney general for 16 years and there, we fixed our crime lab and salt cold cases to put violent criminals away and free those that were innocent. We ran payday lenders out of the state. Mortgage fraudsters and scammers and corporate polluters. We fought for people who could not fight for themselves. States ving at the as the states top

officer and i did not really plan to run for anything else. But then, something happened in our state. In 2010, we got a legislature who gerrymandered themselves into a republican supermajority and then in 2012, we got a republican governor who rubberstamped most every bad thing that they did. Shortchanging our
Public Schools
. Denying health care to half a million north carolinians. Flushing out a crazy bathroom bill. Rich andtaxes for the for corporations. Weakening laws that protect our air and water. Passing the worst
Voter Suppression
laws in the country discriminating against africanamericans as the court said with surgical precision. We do not have enough time to list all of the bad things that this legislature and this governor did. That i needed to step up. And you believed in me. Wontogether, in 2016, we this governors race. In a landslide. Ok, that is a joke. [laughter] of 4. 50,000 votes out islion but, hey, hey, that four votes per precinct. Four votes per precinct. Who says, every vote doesnt count . We know it does. Ship. Started writing the righting the ship. We reached out across the aisle pushing them to get a lot of things done. We repealed the bathroom bill. We got funding for hurricane victims. We installed a better way to build roads and finance them. We made progress on the
Opioid Crisis
reducing the rate of deaths in our state. But we remained unflinching in investmentsfor more in
Public Education
and closing the
Health Care Coverage
gap. And despite republican hostility , we stood up to this president on offshore drilling. [applause] gov. Cooper not off our coast, you dont. Thousands of students get better paying jobs with our finish line grants and our
Community College
s. Something the legislature would not fund and we found federal funds to get it done. I ordered paid parental leave for our state employees. Stopped firms from going to organizations that promote socalled conversion therapy hurts our lgbtq youth. I ordered a
Clean Energy Plan
to get us to zero

We do not have enough time to list all of the bad things that this legislature and this governor did. That i needed to step up. And you believed in me. Wontogether, in 2016, we this governors race. In a landslide. Ok, that is a joke. [laughter] of 4. 50,000 votes out islion but, hey, hey, that four votes per precinct. Four votes per precinct. Who says, every vote doesnt count . We know it does. Ship. Started writing the righting the ship. We reached out across the aisle pushing them to get a lot of things done. We repealed the bathroom bill. We got funding for hurricane victims. We installed a better way to build roads and finance them. We made progress on the
Opioid Crisis<\/a> reducing the rate of deaths in our state. But we remained unflinching in investmentsfor more in
Public Education<\/a> and closing the
Health Care Coverage<\/a> gap. And despite republican hostility , we stood up to this president on offshore drilling. [applause] gov. Cooper not off our coast, you dont. Thousands of students get better paying jobs with our finish line grants and our
Community College<\/a>s. Something the legislature would not fund and we found federal funds to get it done. I ordered paid parental leave for our state employees. Stopped firms from going to organizations that promote socalled conversion therapy hurts our lgbtq youth. I ordered a
Clean Energy Plan<\/a> to get us to zero

North Carolina<\/a>. Because we are going to fight
Climate Change<\/a> here and we have to create good hey income clean energy jobs. I appointed by far the most qualified and most diverse cabinet in the history of our state. Believe that government should look like the people it serves and protects. Smart, diverse, and independent judges all across
North Carolina<\/a> include the first black woman as chief justice our state
Supreme Court<\/a> in beasley. All of our judges, stand up. All of our judges, stand up. And our candidates for judges. We need to help them. We helped create tens of thousands of jobs in
North Carolina<\/a> because we focus on workforce and we sent a message of across the world that
North Carolina<\/a> values diversity and we are open for business. You know, the
Republican Legislature<\/a> likes to take credit for our pretty good economy in
North Carolina<\/a> and i beg to differ. Forbes magazine for the last 14 years has ranked the best states for business in the country and i dont and out of those 14 years, three years
North Carolina<\/a> has been the number one state in the country for business. 2018, and 2019. And i have loved reading your governor for 2017, 2018, and 2019. But we did not stop there. We beat them in court when they tried to take away the state court of elections from the governors control. And we succeeded in having their declaredgerrymandering unconstitutional under our state constitution. Majorityoke the super in the state legislature. Hey, my veto worked they passed the bill that attacked a womans right to choose, we said no and when they passed the discriminatory and unconstitutional immigration and whenaid no cut passed a bill that
Corporate Tax<\/a>es instead of investing in teacher pay we said no. And when they passed a budget that refused to expand medicaid, we said no. Warriorscognize those who are standing behind my veto. After was on the coast hurricane florence, i met a woman in a shelter who was sitting on a cot surrounded by a few things which were all that she had left. A firefighter had bravely rescued her as her waters were rising and said you just need to grab a few things and go. Saidhe told me her story i to her, i am so sorry. And you know what she said to me . I amaid, i think god alive. I thank god for all of the volunteers in this shelter some of whom had their own homes flooded and they are here helping me. And i thank god for that firefighter who saved me from my home and from the floods. Do you know what . I am going to make it. That is the

Biden Campaign<\/a>, how big was it . Guest exit polls showed about endorsed it while casting the vote. That is huge. Particularly as democratic machines, democratic establishment, many places in the country. The seize victory against prominent member of the democratic establishment. Jim clyburn shows it carries a lot of weight in this country. 50 of the voters saying it played a role in their vote. That is huge. Host in going through some of the exit polls, first in nevada,
Pete Buttigieg<\/a> getting about 10 of the hispanic vote. In
South Carolina<\/a>, getting 2 of the africanamerican vote. Compare that to joe biden who got 60 . The is the path forward for former mayor of south bend, indiana . He won the most delegates in iowa, did well in
New Hampshire<\/a> but now seems to be faltering . Pete polls have shown buttigieg had a problem with africanamerican voters for months now. Inh impressive performances iowa and
New Hampshire<\/a> giving him momentum and opportunity to introduce himself to black voters in
South Carolina<\/a>. That did not pan out here. His finish was extremely disappointing. In terms of a path forward, it is very difficult. We are a few days away from super tuesday. There are a lot of diverse states in super tuesday. Better be able to show a performance among black and latino voters . I dont know. He hasnt shown an ability to do that yet. That makes it really tough to move forward. Right now, it looks like joe biden is the candidate who could attract diverse support. Getting more money tonight we heard. He is moving into super tuesday with more momentum. Hes moving into these more diverse states with momentum. A lot of moderates are going to look at him as the person to rally around. As opposed to
Pete Buttigieg<\/a>, who has not been able to shove he has appeal among diverse voters. Host
Brian Schwartz<\/a> pointing out joe biden seeing a huge surge from new bigmoney donors after his win in
South Carolina<\/a>. Many of the donors are coming from the camps of
Pete Buttigieg<\/a> and
Amy Klobuchar<\/a>. A big financial boost going into super tuesday. Is it too little, too late . It is saturday evening, the voting takes place on tuesday. The ads had to be in by late last week. Youre absolutely right. This makes it difficult. Also, even though he is raising money, is he raising enough to make a difference . I dont know, it will be very difficult. On the other hand, there are states that will show that this momentum could make a difference. A state like
North Carolina<\/a>, very close race polls show between him and sanders. Texas is a similar situation. If these victory tonight can give him the momentum to potentially win some of those which could close the margin with
Bernie Sanders<\/a>, that starts to make a difference. Host the other candidate in this race in the first time we will see if his campaign has any traction is that of
Mike Bloomberg<\/a>. He is in
North Carolina<\/a> tonight for

South Carolina<\/a> and showed such strength among black voters, the most loyal voters of the
Democratic Party<\/a>, it calls into question what
Mike Bloomberg<\/a> is doing. He now looks like he is going to be a spoiler on super tuesday instead of the moderate here to save moderate send other from a
Bernie Sanders<\/a> nomination, now it looks like he might help create a
Bernie Sanders<\/a> nomination, so weve already seen people online, glass grassroots supporters saying bloomberg should drop out. They understand he is an impediment to joe bidens nomination, so the
Bloomberg Campaign<\/a> actually put out a statement saying that according m, if he dropped out, it would help sanders. They are feeling the critiques biden supporters and others are putting out there saying he is a spoiler. Steve what happened between what we saw a week ago in nevada, biting coming in a distant second, to what we saw in
South Carolina<\/a> and a poor showing by the former
Vice President<\/a> in
New Hampshire<\/a> . Holly . A few things. This was always the firewall. That is what he called it. Hes always shown enormous strength among africanamerican voters in
South Carolina<\/a>. That never changed, even as the race got tighter. Here are according to polls as he performed poorly in iowa and
New Hampshire<\/a>. Another thing i noticed is he told the state,
South Carolina<\/a>, how important it was to his campaign. Firewall. It his he said this is the state that is going to give me power to move forward. Thats different from how we saw can talk to voters in iowa and
New Hampshire<\/a> where he performed poorly. In
New Hampshire<\/a>, he left the state the day of the primary, flew to
New Hampshire<\/a> flew to
South Carolina<\/a>, underlining its importance, which upset some of his supporters in
New Hampshire<\/a> and iowa. There were a few times he actually got on the news, the local news because he told voters who disagreed with him or asked tough questions to vote for somebody else. The way he interacted with voters in those first two states versus the way he interacted with voters in
South Carolina<\/a> was very different and might have made a difference. The other thing is the clyburn affect. It just shows how critical that endorsement was to joe biden. I was at
Bernie Sanders<\/a> watch party in
South Carolina<\/a>, the surrogates were here and one of his supporters, the state representative basically said joe biden better think jim clyburn tonight because if it wasnt for that endorsement and he stopped and said thats all ill say about that. Health care was a big part of the reason they were able to take back the house in 2018 so i think this is going to continue to make health care a huge issue in the campaign. Final point. Kamala Harris<\/a> would do in california in advance of super tuesday . Holly i have not heard anything new about
Kamala Harris<\/a> and her endorsement. We heard she was thinking about maybe endorsing joe biden a while ago. Happening. End up now we are a few days away from when thursday, california votes, and she could make a big difference for joe biden, particularly if
