I have heard it said that russia was a more centralized state today than it was were least there was a bureau that has to be consulted in some sense and that means that it is the power that can make decisions very effectively and can respond very rapidly with a changing situation and can exploit opportunities very rapidly and we as a nation and as part of a western alliance have to think about how we deal with are relatively cumbersome decisionmaking processes and the much broader need to get by with any course of action from a wide range of parliamentary opinions public opinions, Civil Society and 28 countries across nato and so this is also a very big challenge and its not just a challenge of being ready with conventional wars is but a challenge of thinking outside of the box in this approach and meanwhile the prosperity agenda must remain at the half of the scas work and the Prime Minister and chancellor said many times and you cannot be a strong country and that you have a Strong Economy unless you have a Strong Economy and this is an important part of the agenda. And i said many times and i will say again today that this is paid for as it is by british taxpayers must need to protect britains security and promote britains prosperity and to project their values around the world and if we do those three things successfully we will deliver our obligations to the taxpayers who fund this. And we want to be a major player on the world stage and the Prime Minister has signaled that we will play our role in keeping the world safe and supporting our own allies and prosperity. That means rebuilding the best services in the world and ensuring that foreign policies the diplomatic skills race we are in the Foreign Office Language School and are establishing this ensuring that resources are within our stated priorities. And i think that we can see some of the benefits coming through as we play a role in resolving some of the major crises that the world is taking a roll with as we have the talks to resolve the nuclear proliferation. In the okay we have almost unrivaled assets. We have world class armed forces and recognize world leading intelligence agencies and we have unrivaled things at our disposal through the benefits of language and culture and theres also many institutions around the world that have an unrivaled position and reach her at we have a world leading development program. Members of the commonwealth. All of these overlapping circles give britain an opportunity to play a really significant role for the good in the world. For the good in a moral sense and also where the good of protecting National Interest and especially with the way the gun is starting today and they will be able to deliver further efficiencies. I do not think that savings on the scale are indicated by the fiscal trajectory can be delivered simply by carrying across it i think we have to look to make some Strategic Decisions on where we need to focus and where we have to downgrade and for me, personally, the crown jewel of Foreign Offices capability is the network of International Platforms and missions around the world and we must seek to protect that sharpen presence in addressing the need for further efficiencies and we will look to do that over the coming months. In that context i think that we should note that the response to the atrocity and the earthquake in nepal have been increasing expectations that people have in the investment that we are making in the services and Crisis Response is very important and we are pleased with the way that the crisis capability responded in the we always look to the lessons. And finally, what has changed between the last government and this government . Well, the governments priorities will have changed a little bit and some of the ambitions that were tempered in the previous government will now come forward. Renegotiation of our membership of the European Union will be a key priority and would not have been able to be in correlation and we have the legislation necessary to do that it is something that wants to be seen as a reliable and consistent capable ally and that includes delivering these objectives maintaining and promoting prosperity and protecting our values. Thank you so much thank you indeed. Picking up this from your predecessor. Do you think the odds have yet achieved this in a Strong Enough role as they are reenergizing. No, i think it is a work in progress and the architecture since 2010 with the creation of the National Security council and secretary at makes it more complex and i think the arrangements are working well. But the Foreign Office is focusing resources and effort on rebuilding the core capabilities consistently showing that we have the capabilities. [inaudible] affecting the Foreign Office capacity. Since you are working in trying to improve the capacity of the office, perhaps could share the challenge that we have been invited to take on by the treasury. [inaudible] it should be regarded as but it is clear as the departments collectively will have to make some substantial savings doubledigit percentage savings and in the case of the Foreign Office we do make use with activities with older budgets which are protected and which will grow. And it is continuing to grow as projected. The chancellor has also created some additional protective funds around counterterrorism and security activities and the Foreign Office also plays a role, albeit a relatively small one. [inaudible] overseas, your budget is part of this . Yes. I am delighted that the budget is now protected as you would expect. But not only that but there is no doubt in my mind that the most important measure is our willingness to invest in our defense. So although we have the privileges and protections the benefit and projecting this policy will be definitely felt in the Foreign Office. But i dont want to detract that this will require further spending reductions i could be very challenging, as we said earlier. And theyre are all areas of activity, i think that we have to make some clear evidencebased decisions about what is the core value as far as we can deliver. And it is the Foreign Network that really has a presence around the globe and that includes any of our partners apart from the United States, and we want to preserve that and we want to preserve the capability of it as well as the Numerical Strength of it. [inaudible] this abounds what you intend to stand back. [inaudible] yes i think that the written statement is printing out what we intend to do. The intention and it should not be in as a cutback the intention is to make what is to come a lengthy document which includes a lot of material that is available elsewhere with this document and we have published a statement about our intentions in this regard. [inaudible] i would ask you how were we how are we going to hold you accountable. Especially those with particular interest in the subject. I understand that. My own take would be that what one gets is a very long text repeating most of what was in the previous editions previous long text and you can see where there are these differences. And what we are going to try to do is reduce the volume of material and get more to the point drawing peoples attention to the issues that need to have attention drawn to them. Trying out the conclusions about what is going on. [inaudible] and we want this to be a document that is not only used by a small group of very committed ngos and experts, but its much more accessible to people who are more generally interested in the issues and the countries. Human rights have been a continuous issue every year in whatever form that you have produced. Thank you. My question is what is going on with the department. [inaudible] and we often have to plan to see what is more effective. And we are going to try to expand the budget so we can have more dependency and alleviation of problems. I think that as the world has gotten more complex and the challenges we have been facing has become less clearcut and we knew where everybody stood, terrorism was a domestic issue. And what it demands is a much more nuanced response. And i would not expect the military capability has become less and when. I think the nature we need to be able to deploy is changing and i think that the distinction between military capabilities and Intelligence Agency capabilities on what we do in Capacity Building throughout Development Budgets and programs, it is becoming more blurred and i think that a lot more joined up government is required to deliver this program then what was the case years ago, we created a National Security council in 2010 and in response to this emerging trend that definitely gives us the ability to flex budgets across the whole spectrum from respecting the restrictions that there are at one end and the reflecting of what money can be used for the other one. And this includes a ceo budget across the spectrum in Different Countries. And there is not always want to work with. There are other countries where diplomatic efforts where we have a fragile but functioning government were working through diplomatic channels and providing Technical Support to build capacity is the most effective way we can advance britains agenda. Its about having a proper balance and using our budget flexibly, which is absolutely the way we approach these National Security councils. Thank you very much. We really like to hear in your words this multipronged approach what is the multipronged approach. They leave on our relations with foreign governments and if we start in iraq we have to encourage them to adopt the policy stance that we think will be conducive to longterm stability and we were with those and then they will able to reach out. [inaudible] in what the government is doing. Beyond iraq and syria working to resolve the situation is a key Foreign Office diplomatic role and we are working to ensure that they are building the capacity to respond to the challenge that the fragile democracy is now facing. On the other hand i am supporting this in the hope that we will be able to see the emergence that we can work with the securities. What im getting at is that there is a military response that is only one part about this community that need to be brought on board. And so i think that the minister said that the iran deal brings about hope for in International Cooperation although over the weekend there was some concern about this. [inaudible] what can we do to bring about of course talking about iran, to play a more possible role this should be under the command but it is not. How do you see it developing to bring about a cooperation. We are talking specifically about iraq and i would agree that the iranian deal creates the possibility of an opening of a more constructive dialogue which will be important in the context of what happens. But we cant find that yet and realistically we have to accept the possibility of the shortterm consequence of an Iranian Nuclear deal which does not find favor with all hardline factions in iran. It might be a spike in iranian activity around the region. And i think in the medium term that there is reason to be cautiously optimistic because they start to see the benefits with the International Community and there are many of those that have instincts to do these in their regions more widely which is not necessarily part of their recognition of their own selfinterest and stability. The more International Trade you have come the less likely you are to want to be International Trade destructive and i think that there are reasons for cautious optimism and we will be looking for every opportunity to try to be a part of the region to have some kind of businesslike dialogue. We are not expecting them to embrace each other in louisiana we, but the businesslike dialogue that they will continue to have very substantial differences alike, and rather it is continuing to have such mental differences with russia we have been able to Work Together because our interest interests are aligned and we have worked very constructively on that front. We just want to pass along our congratulations on the iranian deal. To you and to society for the role that we made, this has played a role and its been a very long time on that. Its good that the achievements have been made with this new administration. The diplomatic achievements. Thank you. And i should say that its not just the department who submitted himself with more weeks then they would normally be prepared to tolerate and it plays a very Important Role in this. Coming out of the question i would like to associate myself because i think the United Kingdom plays a unique role and both you and your official should be congratulated on that. But having secure greater engagement with iran what are their perceptions on the spread of iraq and what chances are there in engaging with them more effectively to keep this organization on. The one thing that we can say without any fear of contradiction is that enron shares our concern to put it mildly, about this. They see them as a mortal enemy which needs to be eradicated and we have a clear alignment of interests and we also have other areas are not aligned and the trick is to make sure that we can Work Together to achieve a Common Objective while respecting the fact that there will be many other areas that we remain in dispute about over. And this does require some change in the way that iran engages with the International Community. But i have no doubt that there will be people who are looking to ensure that one of the consequences is that we collectively are able to be more effective in the military response. Thank you. If anything we had a conversation at the end of it he had said that we have some common interests in the region and he said we dont have common interests the common and common challenges and i think thats a good way of putting it. They interests are often very substantially different but there are lots of common challenges. Of course the approach which they are likely to take is unlikely to be the same approach that we would take in several significant respects and i think that the chair has already referred to the control, for example. So i think that there is some potential for increasing the dialogue, trying to find where we have a commonality or challenge. But i think that we will always need to work carefully with iran and i can see anything but it becoming great things in the region. Can i ask what would be the sort of signal two British Companies now are actively seeking contracts, particularly with regards to Oil Exploration . I have to say that someone that represents this company. [inaudible] and so they were obviously many opportunities. At this early stage what is your advice . I think that British Companies made it very clearly that it will lead to the gradual relaxation of tension and the release of significant value with iranian frozen assets. Not only getting the benefit of regular cash flow from being able to engage in International Trade, but will also have this as well amounted to 150 billion release. So briefing the uk business seminar on friday on the opportunities for British Business the european counterparts are revving up. Uk business will be up there with the best in seeking to be able to meet the requirement that iran has ended to look at their investment potential as the market opens up. Im not sure that its going to be as much in the short term about exploration in this sector but about renewing infrastructure to maintain production levels. Theres a lot of very aiding infrastructure and technology and technology has come a long way since iran has been under sanctions and we would expect a significant capital investment. We will determine whether inadequate nudges a appropriate gratitude response. And we will put us in the best place to defeat this. Just one word on that. I think that the point i was trying to make if i can remember the context is that i dont think it would be helpful for us to go in there that we are now banging heads together. We wanted to sit down and talk. It has to be much more than that. We are trying to see where there could be limited areas where they could Work Together. Im not a great believer in the grand bargain, lets sit down and have a big discussion about it. But there will be some areas where people have quite mythic and differences in this delivered some practical benefits to both sides. Of course with this next session. I think that the government has made it very clear. [inaudible] its very matter of fact with this response to that when it comes to social media to make significant progress and perhaps try to combat that. So can you tell us what we would think to achieve given the contribution even if we put aside the legalities and its unlikely actually to succeed. I think the key is at the moment, for our military operations a limited commission and as far as the enemy is concerned there is no order line on the iraq iraq and syria border but we are operating on one side and on the other
