CSPAN2 Social Media Combating Terrorism November 14, 2017

Good afternoon. We are ready to get started. I of the executive director of negative director it is my pleasure to welcome you for our discussion and rights and responsibilities of those platforms if you may not be aware of our group is the education and research and Advocacy Group working to look accomplish extremism worldwide in addition to researching those entities to implement the Radicalization Program around the world that also works to expose the Communication Networks and Online Internet networks in particular. That has been continuous importance to west as we have grown because demonstrating that ability to miss use the internet and inspire acts of terrorism but unfortunately that is the case with the hollow reed incident in manhattan and when apprehended had almost 4,000 images on his phone and isis videos without material how to use the vehicle as a weapon and similarly killing 22 people in manchester in england that was by those instructional videos and with that same content it was two months after the attack occurred. There was a story from Civil Society with those Counter Terrorist professionals from the americanborn and has access to dozens of attacks so our guest today will discuss these issues and also government and Civil Society can respond those issues we will discuss today by those costs by zero actors hostile actors and the changing perception of Silicon Valley with the media and the public generally and day touched upon that context so if you are interested of mine to accomplish something on mind or with of free expression. But before we get started in begin todays program someone whose legislative career devoted to protect United States senator johnson from wisconsin elected to the senate in 2010 chairman of Governmental Affairs but also federal contracting oversight. He also serves on the committees on the budget working for 31 years prior at a plastics Manufacturing Business which he cofounded he received his accounting degree from university of minnesota and reside in Oshkosh Wisconsin with his wife. Please welcome senator johnson. [applause] thanks for coming here. Good afternoon i do appreciate this counter extremists and project getting your raising incredibly important issues that we need to discuss as a society but for my part we have had people by the way that would callin i would like a broader perspective but the coming from the committee i look at the Mission Statement that has the economic and National Security of america. Reestablished four goals with cybersecurity that has that component in encountering violence extremism there was a lot of time and attention of my primary role is bringing in people with the experts on the subject matter to do that problem solving process and trying to establish achievable goals. Still holding a hearing just last week a confirmation hearing from the secretary for land security but one of the things that i did started with a shooting in wisconsin 20 different mass murders. That ended with the november 5th massacre with those 26 people wounded so in the last over 1,000 were wounded. Later that night i was with my family is my daughter asks a question we were all asking what is happening . Why is it happening . What can we do about it . These are not easy questions to answer but president obama had a fair amount of criticism compared to other things. For example, like the overdose of that is a huge problem with 64,000 deaths last year. And auto accidents with of list going back a number of years with an act of terrorism. Widely put so much time and effort on axa of terrorism . So the reason why we devote that much time and attention is they dont threaten to shut the economy remember after charlie and the terrorist attacks in france just because of a threat to. So what is happening in this world with the evolution of the islamist terrors . Those were those 20 attacks primarily were homegrown and were copycats but what is so concerned about islamic terror is with those phases with pre9 11 from the of palestinians but specifically that attacked and then try to bring down the towers. And then died 11 havent posted 11 wars. And then the rise of isis after we pulled out of iraq. Now we finally defeated the caliphate but that is pretty well over. One year ago fbi director talked about the spreading of terrorists around the world. The current fbi director they said it was not as severe as they thought. But with the Senate Foreign relations danaids exist. So al qaeda at the isis has spread and the fall they had metastasized. And where they use social media so one reason i was critical of the Obama Administration that the remember president obama after fallujah . And then goes all both old and then those sacks in 2014 but then the of fact we did not immediately put all of our effort into defeat isis in that territory every day the caliphates existed. Every day it was not losing to aspire them in social media, that is the phase were in right now because isis spread through a troop presence with the social media platform set up to continue to inspire so what do we do about it . I will give you some basic direction. We must address recruitment that is what this conference is all about. So we have to realize to dave that permanent residency one thing americans said does better is we do with sibilate assimilate but we have to ask how many can we assembly . As the late. Any nation has to secure the border. Assimilation is skier key. To describe the tolerance if we extend to those who are not theyre not prepared to tolerate a Tolerant Society against the onslaught that it will be destroyed. America is a very Tolerant Society almost above anything else of our freedom and liberty and compassion but in the new era or the new face or the new threat of National Security we need to ask ourselves we dont allow a child pornography on the internet. But we have the books on how to create a bomb or which truck to buy if you of the doubt it will kill them. There are questions we have to ask how much can we tolerate . If we tolerate too much the tolerance will be ended. It is vital we improve the intelligence capabilities. First line of defense it is foreignborn. And then share that intelligence. I realize talking about intelligence gathering we talk about civil liberties. Civil liberties and security and unfortunately that balance has to tip toward security or there will no longer be tolerance. We have to be prepared to be relentless of violent extremist one of those huge strategic blunders was declaring victory allowing isis to rise with that additional threat and we cannot afford to do that anymore. One of the things we have discussed this use of military threat. Currently we operating under a 20117 days after 9 11 this is the authorization that works the president is authorized to use all necessary and appropriate force or the purple he determine the plant authorized of those that attack on september 11 if you read that authorization we dont come to that conclusion today but somebody said that it did and so it does. We have led to beat a debate use of military force because we dont have enough votes to give the commanderinchief to be relentless and achieve vectors victory this is actually a declaration of war this is what Congress Passed the 1841 against a paean this is the declaration of war to and played the entire force of United States and the resources to carry of or against japan with a successful determination all the resources are pledged to congress by the United States that is the all out effort and i would argue with this phase this generational struggle we need that allout so now again so there was a debate in congress but the problem is that authorization simply wasnt that sebaceous request. So in subsection c that doesnt sound like the declaration. It is necessary and appropriate as defined in section five. With the of limitations that it does not authorize the use of the Armed Forces Ground combat operations. The only reason it is over because this president used Ground Troops in and gave the commanders of the field to end the caliphate. Switch is important not to hamstring nt administration to actually win the war. Finally we must rebuild the military. This is the history of the United States spending on defense. So to give you the actual statistics it is interesting what we continue to do with military support. Averaging 5 of gdp of highway under 6 under nixon and carter with 4. 4 percent. In the 80s it was 5. 5 with a high point of 6 under reagan. Then the cold war and during the nineties with the peace dividend went from 5 at 2. 8 under clinton then 9 11 occurred so then we average 3. 9 so then we declare the war over iraq and once again we started to call up of military so the best estimate is 3. 1 . We are not using those resources that we need to defend our nation and to keep the plant is safe. This is all in the context that Neither Party is taking a serious investment of the of numberone threat of National Security is our debt. 23 trillion of debt over the next 30 years at least 129 trillion worth of deficit. How can we spend enough on military were already in debt over our heads we have to get serious because were mortgaging our kids future. I will end on that note to broaden the discussion what can we do about this . Why is this occurring . On friday i had with the girls asked of the most exact same questions what do we do . We will talk about some specific solutions but i would argue it is a cultural problem and to a certain extent brought about as part of the problem were visit reaching your kids future by some estimates did resolve poverty . When we engaged in that but today theyre still a 15 because that 8 percent of of reebok we have weakened the foundational promise of our society i was in the school about what youre teaching your children in the 40s and 50s in most Public Schools the science and on the wall it had 10 attributes i want to read you the list and ask you if you think this is what we are instilling today it starts with honesty. , loyalty trustworthiness, courage, re spect, compassion, trustworthiness, courage, respev e, perseverance, responsibili ty, contemplation, trustworthiness, courage, respe, adaptability. I dont care what fixes with social media or the military if we dont rededicate ourselves to our young people if were not as a tenacious and relentless with those types of values Everything Else is for nothing. Thinks for holding this forum and i think you will enjoy the next panel. [applause] spee heck this is the big senator johnson thinks raising these complex issues and now we have a very distinguished panel of guests who will explore these issues even further it is my honor to introduce the moderator as a high profile legal analyst and commentator over more than two decades including burden of proof and off the record. Prior to the start of her career serving as an adjunct lawyer and is author of two books and noted as the 100 most powerful women. [applause] they gave very much and of receiving such an important even than topic it is enough about me that introduction was way too long but we have the assistant to president bush 43 for a Homeland Security or curly a contributor to cnn and those that have the background with cybersecurity. And shared the Computer Sciences that includes Digital Forensics and cnn National Security analyst. So we will get right to a with the panel and to use at this stage how bad is it . We did face betty of wonder 20 individuals in the United States joining isis her training to join isis and we found none of them were recruited they did not go to a mosque they did not meet a foreign fighter. And there was the israeli counterterrorism as lou will this part of the pack so when you go online to have these ideas to say essentially you are right but then around the United States they dont fit any ethnic profile and then theres problems for Law Enforcement because it is propaganda but then some of them do and that is tricky because winner also recruited of line. But with that said the the social Media Companies have the site a cycle of denial of there First Response but then they agreed day have been obligation i think twitter has taken down hundreds of thousands of accounts and others that have played a role as there is an important story so the question is of the american cleric who we found even after he was killed that his speeches and videos showed up of people charged with terrorism in the United States so it is great they could put on pressure for some of these discussions because they are radicalizing people. Does it make you feel better . Probably not. This is betty yearslong effort but to play the kiev the Important Role but what came about years back to say government is a very good at addressing counter violent extremism and did you think what did i do wrong . That government can do this very well. It is harder than i thought it would be when we were first established i would do it for my own twitter account to identify the radical extremist so they started to do attack those videos so everyone will agree that is not First Amendment protected free speech so if i tell you initially they took the view like we are the of railroad of the 1800s that is not our responsibility and we are outraged and with those elected officials than we realize touche i delight would help to bring them along. This is sort before the pilot. But then does jordanian pilot but although while struggling and it took a long time. It was a reputation moresque if you need your company to buy advertising did you what your ad come up against next to Procter Gamble . So that public pressure came together to put significant pressure. Even the New York Times article still says that those tens of thousands there are still 18,000 online. But it doesnt have to be this hard. Those who did the incredible work to make sure we took a child pornography off the web did incredible work and we should explain it doesnt take those resources. Let me jump ahead how people can access youtube but there is Something Else called the dark web many of us do not know how to access so is that where a lot of recruitment is done is set at whole other consideration . There are certain things with the dark web job pornography people youre trying to evade. Or maybe a terrorism expert. If they recruit online so when they are kicked off the networks they dont celebrate they want to be on the surface web they want to be on facebook because that is where you reach millions of people. So if you are sitting there you the guy want to join a group so maybe if i decide i want to . There is no question if you tackle the issues of social media it will be a moving target we have to figure out what comes next that doesnt have a middleman so for right now it is such a huge problem because literally tens of thousands of videos with that radicalization so this is the fight were in today but tomorrow is new territory. Where does the First Amendment come in at . There may be a manifesto where do you draw the line . Had identified the line . So all of the social Media Companies the easiest way to get to this is what does the First Amendment protect or not protect . It is the constitutional argument that people higher the lawyers but if you say lets get your own terms of service . If this document incites violence that violates your terms of service and they were slow to do that but now that day understand the possibility of lawsuits seriously the federal statute thats a when negative provided support i said to provide Material Support that is a platform to let them communicate silica their recent tragic case issued york so he was in the chat rooms he was looking for them. And could find them, and communicate you debated lawenforcement so he did not come up on the screen and these are the themes of the social media platforms that have to under state and with a legal responsibility. What does it take to make them understand . We should just be up on Silicon Valley and there is a lot of good things or we would not be using them that typically because facebook was slow to recognize the problem and also a the getting back to the First Amendment isnt a right it is the business so you violate the terms of service and if they did it would be a problem because in this country you can say anything about anybody that is untrue and other countries you cannot deny the holocaust in germany but these are not crimes of this country. So at some point where other governments they could Tell Companies to do things they cannot tell them to do here like china so this is another interesting point so with the American Social pressure so that is irrelevant senator johnston and others so at the end of the day theyd understated this is a problem trying to deal with it not as quickly as it should have and we should applaud their efforts you were identified w
