The United States and china are involved in a cold tech war. The winner dominates the 21st century. A decade ago, beijing was not considered a tech contender, but now it is a leader. The United States is behind in critical areas. Today we will talk about big data, ai, 5 g and chinas big challenge to the world. Congressman rogers, many people say that there needs to be a whole society mobilization on tech. The question is, is it that serious . Do we need to do this . We absolutely need to win the future and winning the future future means winning this race. This race with china right now, we need to approach at the same white Ronald Reagan did when we beat the ussr. Free market and with a Strong National defense. It is all related. You have to be a military power. You have to be an economic power. Winning this race is critical to our future and American Leadership and freedom loving people all over the world. When people talk about a hole in society mobilization, the question is, government will be involved of course. What is the proper role of government versus the private sector . We do not want a socialist response to this. Where do we divide the line between private sector and government . Right now we have the left promoting an entire takeover of our economy. When you look at the proposal coming out of the left. That is the approach that the left always turns to. The approach that donald trump is taking right now. It is an american approach. Laying out the principles that are around. Freedom and individual rights and individual liberty. Encouraging the innovation and the technology and the private sector. Freedom loving people that using their creativity that will be the way that we win the future. Matt whitaker, when we talk about winning this future, what do you see as a things down from the government level. Well, i think some of the things that have already been done are important. This last trade dispute with china really involved intellectual property. The fact that the chinese required you to sell your products you had to provide the source code or the plans for that technology. That is very dangerous. It would be exploited by the chinese who would essentially steal our property. Lets be clear. That is what the chinese are using technology four. To impress their people. Use facial recognition software. Data analytics against their people to consolidate their power. What do we use it for . To expand. It is a stark contrast. I am pessimistic on the china in their government being willing to work across the world with the rules that we have typically used in a free society. I see two different systems developing longterm where there is a chinese system and there are satellite states and a free world system that plays by the rules and protects intellectual property. This whole notion after the end of the cold war that we would have a world that everyone work together, that is probably not going to occur in your view. I do not see that happening. Again, i hope i am wrong. It would be an amazing development. They use the tools of technology to consolidate their governmental power. You can have hope. I see the United States always continuing to be the beacon of freedom in the chinese really just continuing their behaviors and stealing our technology. I find the hope in that it is American Ingenuity and technology that the chinese has been stealing. We have to make sure we continue to allow for the startups and Small Businesses and the next innovators. They are using their energy to suppress my own race, those in opposition sharing their own technology with others around the world. This is a very real race that we are in. Remember that everywhere that the chinese have developed technology, their government sits on that technology. Whether it is we chat, these other technologies we have seen developed, the government is in those programs and surveying the interactions of the people looking for any kind of messaging or act cavity contrary to their government. Jim, you have talked about china stealing the world data. This is really the risk for us. We talk about ai, big data. It is china stealing our intellectual property in the intellectual property of others. That is a fundamental issue. Give me a moment. This is crazy. This is awesome. I want my mom to see this. [laughter] 420 years, america argued between the panda huggers in the panda haters did dont worry, they will build starbucks, they will go to disneyland. It will be fine. People saying no as china rises and becomes more powerful, today in america because of our president and his forceful leadership, the only people that panda huggers are hugging are the panda haters. There is a law in china which basically says if you are a Chinese Company, any data that you own, we have free access to. There are no rules, there is nothing. It is our data. If the Chinese Companies are global, the chinese essentially have Global Access to data. That is okay. I will encrypt my data. It does not matter. They will vacuum up all the information in the world and they will put it right next to the ark of the covenant until they use ai and quite a bit of computing and crack that data. They will use that data to control the world. China will not be satisfied. That is a problem youre talking about. [applause] when we talk about artificial intelligence, many people will say and make a good argument that chinas ahead of the United States on a i. We have to remember, ai runs on data. The more data you have, the better your platforms are. This is what we have all been talking about, the three of us. The three of you. What are we going to do to prevent the chinese from stealing american data . We have to win. We have to win this future. Make sure from a government perspective and a private perspective. The legislation we are working around privacy. Setting the standard for the rest of the world. China has no privacy standards, for example. I think its important we do it the american way. President trump has laid out principles. The end of 2019. Principles that are an american approach. We need to be leading the world. There is huge potential around ai. It is our future. It needs to be an american approach that respects human rights. Human dignity. Includes the protections that we cherish as americans. Ai around solving some of the cancers. Curing diseases. Our future includes driverless cars. Chinas testing their technology for driverless cars. We should be getting the chinese out of these Technology Cooperation partnerships with american companies. [applause] although they do not develop this on their own, it does not really matter. Taking through illegal means and these illegal partnerships. What the Trump Administration did. That was very important thing we will not use that hardware in the United States of america. And impressing upon other countries around the world what the risk is. They are using any means that they can to collect the data. This really is about chinas desire to collect more and more data. Go ahead. Ive got to ask you a question. The congresswoman talks about something that is really important. Yes, we have a competition with china. We cannot adopt chinas ways. We have our own this is the issue of freedom ive heard you talk about the many different time on so many different platforms. I think this room needs to remember what Ronald Reagan told us. As true as the sun rising. Government expands, liberty contracts. You see that play out in contrast of the socialist system of china and the government control of peoples lives. The United States and its freedom. You have to remember we have been reminded time and time again. It takes one generation to lose all of this. That is why groups like see pack and turning point in all the groups working up there every day, to make sure the next generation, the next generation is learning these fundamental principles of liberty and freedom. One of the things we need some help from congresses protecting pii. Personally identifiable information. That data that identifies individuals is so key that if that data is not protected and companies are not made to protect it so they are not hacked by the chinese and the data be exploited, i think we are in some real trouble. This is where Congress Instead of regulating 20 years ago needs to regulate for the next 20 years. It needs to be precise. They need to put guardrails on that information. Ultimately protecting us from our government. We talk about the Second Amendment all the time and how much we love the Second Amendment and how important it is. Protecting us from tyranny. I see a new Second Amendment from Digital Information to protect us from the tyranny of government as well. I agree. Hoping to impress upon members of congress. Impressing the importance of taking action. Doing it in a way that respects human rights. The american way. We absolutely are in a battle right now. We have individuals on the house floor openly promoting socialism you see it play out in every argument right now. It has been freemarket, free enterprise. People respecting individual rights. Needs to be a part of privacy. Needs to be a part of data selection. Lifting more people out of poverty. Creative ideas to flourish and lead the world. That is how we will continue to ensure global dominant the american way. Let me drill down on this a little bit. We have a lot of chinese entities doing business in the u. S. They are partnerships with our academic institutions. Totally penetrated our society. You talked about chinese law. There is another law i want to mention. 2017 National Intelligence law. Requiring every chinese individual and every Chinese Company to spy, if demanded by beijing. Here we have in the u. S. , there are so many others, what are we going to do . Terrible decisions that we have to make. We do have an open society. We allow everyone into the u. S. That is why we are so strong. We do have potential spies and they are under a government compulsion to survey us and steal our information. That is a big issue. It is a global issue. Even if we win that here, we have to win it among friends and allies. That is a crucial thing at this point. Luckily, i think we have the leader in the free world as the president of the United States. This man, 100,000 people showed up. 100,000 people. If that were d. C. , five guys in a coffee shop. You know what, if they had a stadium that could fill that many people, they would have shown up. That is really important. One of the issues we have to be honest about what we are facing here. A lesson for us is how we are dealing with the United Kingdom right now. The United Kingdom made an announcement. They will let them come in and build 5 g infrastructure. Which was a terrible decision. Heres the deal. They lied to boris johnson. They said we talk to the americans. There are things we can do to mitigate this. We talk to american industry. Here is what american industry, they left out, we cannot mitigate against this threat. If you let these people in your system, you will lose. That is not what they told boris johnson. I think that decision will be reversed. I think this president and this administration will do that. It gets you truth of power. We have to have an honest conversation. But before the American People what the real problem is. I am confident they will do the right thing to protect our freedom, protect our prosperity and pushback against what the chinese are doing. Congresswoman rogers when we actually start to talk about what we do, we need to get equipment out of our Rural Telecom networks, of course. This other issue of these partnerships in silicon valley, this presents a very difficult challenge to an open society like ours. What are your thoughts on that much of. I was just down at the white house meeting with larry kudlow. They are on top of this. Thank god we have President Donald Trump and the administration right now that believes in American Leadership. Taking this headon. Larry kudlow in the Trump Administration. They are working right now on bringing these leaders together. American industry together so we can be smart. We can be strategic. Putting together a plan that will be americanled with american principles and American Values. We never really kind of said what is 5 g. It is not just one more letter and one more number. 5 g is to Telecom Infrastructure what a pen and pencil is to a supercomputer. This is the transformative technology. People my age out of seeing this incredible transformation in our lifetime here went from essentially pen and paper to doing everything on this. More power here than putting a Space Shuttle to orbit. That is a transformation that is coming. When you take that capacity which will be across all of your infrastructure, across all your country and add to it quantum computing and the analytical capability of artificial intelligence, this is the next generation world. A world that you will not recognize in a decade. That is why 5 d is just the tip of this sphere. If we get this wrong, we will all wake up, well, we will not all wake up speaking chinese, its too hard. America has been leading. It has been american. It is been our free market. Free enterprise. Leading the world. China has been stealing it, but we have been leading. The european union, some of the laws they are putting in place, you dont see them leading technology and innovation. Because they do not have that approach. One concern that i have, gordon, in the writing of the 5 g standards, we allow the chinese to be at the table and help write those standards for how 5 g essentially works in interacts with other 5 g devices. Those standards are very important. Worldwide standards. This is, again, where i believe that if china will not act like a first world country and play by the rules, we should not allow them to be involved in the standard writing for future technology. At some point in time, and this is a good news for everyone in this room, Donald J Trump is president. We will be able to have those conversations and hold the chinese accountable. They will play by the rules. That is a very important points. We set the standards. Donald trump and his administration need to hold the rest of the world accountable through those standards. Or we may have to go in a different direction. Two different systems developed. Quite frankly, that would be better. If theyre not willing to protect data privacy to not surveilled on equipment they produced in their country and all of these things that we would agree in a car nobrainers, i think we need to not allow them to participate in the system. Talking about standards like 5 g, there is also something else. Artificial intelligence which standards will be critical. With ai you can do things that are incredibly destructive. One of the hopes that i have and this goes to congresswomans rogers. , probably china will not be able to honor agreements on the proper use of ai. Those standards that the world accepts. They have not been willing to do that on Genetic Research on human. They have violated all of those standards. We have to be very worried what comes out of china. In terms of the world sort of looking to the United States because we advocate those things which the world wants. They are concerned about china. It will be the combination of the Trump Administration, President Donald Trump as well as working with american industry to put that pressure on the rest of the world to live up to these standards. American Technology Companies are doing business in every country around the world. They can help be a part of ensuring we have the right standards in place, american standards that uphold our principles and values. American Technology Companies around the world, especially in china. Microsoft, google with these technology partnerships. Ai sharing partnerships in china do we allow that to continue Going Forward . I know there are a lot of reasons on both sides. How do you come out on this . Both companies are going through a painful learning curve we see chinese behavior across the board. I would say it would be a mistake if we just fixated on what is going on with the facebook and apple and ignored with medium and Small Business across the specter. One is technology laundering. You know about money laundering. Lets set up a joint venture. Isnt this cool. We will work together. Dont even bring your best technology. Bring your secondbest technology.
