withstanding the earthquake. the problem was a tsunami, as if who could have guessed there would ever be a tsunami, how could we have possibly planned for that? >> you know, the three mile island accident was one set of circumstances at one kind{ of reactor. and the chernobyl accident in 1986 was another kind of reactor with another set of circumstances. and now we have this new set of circumstances with yet another design of reactor. again, the situation is that you can have a whole assortment of fault trees, and yet you will be surprised by what can fail next. it was never analyzed. and that's the concern with nuclear power. it can fail you in so many ways, but the consequences are so unforgiving that simply it should be recognized as a risk too great to take. >> wouldn't one basic good idea
