not believing in their own police force can lead to a maddening cycle of mistrust and crime. policing a city overwhelmed by guns and gangs has proved to be an extraordinarily difficult job. i sat down with the man trying to tackle the city's crime problem, chicago mayor rahm emmanuel. >> in some of the neighborhoods you're talking about, the people in the community know who committed the crimes. if you want the safety you desire, you have to live by a moral code, not a code of silence. >> you can complain to the chicago police all you want. look in the mirror and say, what are you doing for it? >> chicago was run by two mayor daleys, father and son. the younger daly is credited with bringing a resurgence of commerce and stability to the city. on his watch, the city's population shrank.
