they are starting from absolute scratch to put together an immigration plan. this is a process that's likely to last weeks, not days, as individual senators and groups of senators put forward their own ideas, their own amendments, and craft this bill essentially on the senate floor in real time. and the first of those proposals we're going to see is the one you mentioned that will be put forward by a group of conservative republican senators. their bill locks mostly with the president's four-point plan. it will allow a path to citizenship. it has a lot of money for border security. it cuts back significantly on family migration and gets rid of the diversity lottery altogether and reallocates visas. that particular bill will never become law because it won't get support from democrats. but it does stake out that position on the right side of this debate along with the president. and then the other parties will continue to work from there, so we will see this play out over the next couple of weeks starting in earnest tonight. >> garrett haake on the hill with that walkthrough, winding
