justice, the very question which robert mueller failed to make a judgment, then that would certainly qualify as a high crime according to the precedence of the clinton impeachment and the nixon impeachment. but it's ultimately a political judgment. that's why some in congress are now thinking not only about impeachment, but about censure, which is a really interesting possibility. andrew jackson, president trump's hero, was censured by congress, who disapproved of his conduct but didn't have the votes to remove him from office. if house democrats think president trump has done something really bad but the president won't convict him, they still have the option of censure. >> with history as our guide, jeff, very quickly before we go, how does d.c. move forward here? >> by each branch doing its constitutional duty. congress can hold hearings, subpoena robert mueller, they can decide whether or not to bring articles of impeachment or whether to censure. but the law courts will not save us, although they'll have to rule on some of these subpoenas.
