Maria this has implications beyond boeing, suspending production after two deadly crashes involving that jet, aircraft has been grounded globally since march, the company saying this in a statement, we believe its least disruptive and supply chain health, we will continue to assess our proprogress to return to Service Milestones and make determinations about resuming production and deliveries accordingly, boeing has said that the announcement will not affect employees and will not see any layoffs happening; thats the good news, they wanted to have this plane back up in the air by the end of this year. Dagen this is a basic supply and demand issue because they have been manufacturing, assembling 40 planes per month since the max was grounded using 11,000 workers at Assembly Plant in washington, issue of getting it back in the skies and working off some of the inventory, its not a disaster given that boeing made it clear they are not laying workers off. They are our biggest exporter, boeing is massive part of the economy, they represent 11 of the dow on a waited basis and i think we are going to see this reburberate. So thats right, chinas global air face has about 20 of the planes, so they are grounding all of those, they are not ordering anymore. They have a lot of them shuttered and you will see planes flying the planes will be ground. Dagen theyve been grounded, thats my point, they have been on the ground all year for the most part. I think the longterm effect to the brain is what you think about money amount, thats a big backlog and i think for the future of boeing, if youre going in and making a decision boeing and air bus i think longterm that could play into effect. Maria yeah the market share creeps, when you start going to other jet makers, these are longterm contracts. Thats right. Maria china has been trying to take out market that boeing has, they are not where boeing but they will create their own jets and have substantial business at some point. Thats right, i think we will see that Going Forward and china is going to take a much larger bite out of this market. Maria stock is down 1 and a half percent this morning, rest of the market has been up. Even though we are seeing a pullback this morning, the dow tenth thousand point since President Trump election victory 3 years ago, dow industrials in alltime high of 28,235 with gain of 100 points. Nasdaq was up 79 points yesterday, pullback today but you have to call this incredible year in terms of investing. Its been a massive year, i think when you look at the segments of the markets, the ones that theyre all pretty much up, energy is down, energy has not been doing as well but its been a tremendous meltup. I think people are calling for a healthup now. Maria bank of america are expecting a meltup and they put a number on it, a gain of more than 5 by march third. Dagen we also saw a new record high, the first for the stock, europe 600 in more than 40 years, it wasnt just the United States, but also europe, the top story in the wall street journal this morning, Global Economy show signs of regain footing, not just the United States but you had numbers out of china yesterday morning from industrial output and retail sales and then there was ihs market purchasing managers index, more optimistic purchasing managers are about Economic Activity that was the highest level in 5 months, theres again, thats what we are looking for in terms of trade disputes, getting resolved; purchasing managers, are companies more optimistic and will stay start spending and pick up where the consumer has really lead to the United States. Maria even more, they came out with the report that pmis were bottoming out, we would see upswing and seems that they are right in terms of what we should expect in 2020, President Trump needs a Strong Economy this Election Year thats for sure. This is unbelievable, sometimes you have to think a step back that you were going against china in trade war and we have gained 10,000 points, i mean, its really unbelievable and i think its a credit to President Trump. I think his positivity in the way that he talks about our economy despite all the criticism that he gets, he keeps the investors having confidence and our consumer helping the Global Economy and thats really a credit. Maria theres a reason that the democrats do not want to even talk about unemployment, 50year low, economy thats doing well and trying to take the oxygen out of the room with impeachment. She held a heated town hall in michigan district, look what happened. How can you overturn the will of 53 million voters in do in 2016 . The facts came out that the president was reaching out and seeking to influence that very election that i was counting on to have a democratic process in. Maria i thought for sure it was going to be a no but not so, shes been on the show talking positively about jobs and the what President Trump is doing, we have been talking about those 31 democrats up for reelection in the districts that President Trump won and vote for impeachment could have a major sway, dagen, Impeachment Vote is expected tomorrow night in washington. Dagen at least 17 of those 31 democrats have come out in favor of impeachment. They will support the articles of impeachment against President Trump, this is according to this was by yesterday afternoon according to the wall street journal, but youre already seeing whats happening, you see well, number one, the real clear politics average on whether you favor impeachment or not, average of polls is now under water as of yesterday, that, yes, on support of impeachment at 46 and a half percent, 47. 4 is a no on it, so it is moving against the democrats and Chuck Schumer came out yesterday and is demanding you will hear from four witnesses including Mick Mulvaney and john bolton and the senate trial, of course, Chuck Schumer calling witnesses political theater during impeachment of president clinton in 1999, voted against witness testimony, but this to me says nancy pelosi and adam schiff and jerry nadler have not done their job, they are rushing this through, if you need to hear from the witnesses, why didnt nancy pelosi wait and called them and go to court in the fashion that would suggest it was a fair process in the house, itll be very interesting to see how this goes because, again, if you potentially, you could have to vote on the Senate Whether witnesses are called and you would have to have a majority vote, this could be a disaster for the democrats. Maria im waiting for result against the democrats, by the people because this has been literally 3 and a half years of nonstop resist, we started off with this crazy ridiculous collusion narrative for 2 and a half years where people like adam schiff were saying, collusion is in plain sight, then you move onto Brett Kavanaugh and the pushback that hes gotten and all of the judge where is the federal level and Supreme Court and then ukraine, now impeachment, i mean, this you know, and be the way, all the while hes coming out with policies on Foreign Policy on Economic Policy and actually moving the needle in a positive way for americans, so as this impeachment heats up, look at this polling from usa today, President Trumps support remains strong in head to head matchup the president beats former Vice President by 3 points and Elizabeth Warren and Michael Bloomberg by 9 points and this goes back to the president s policy. Policy over personality. Dagen you have to give me credit for saying that because im the one that i coined the phrase. You know what you did coin the phrasing you told me 16 times. Theres more people that want President Trump not to be impeached than actually like him, if you poll some people they will not tell you that theyre voting for President Trump, so those poll numbers are off, im telling you he will win by landslide if he continues this. Dagen if you look at the number on just republican that is support impeachment its below, i checked it this morning, 8. 6 of republicans support impeachment and, of course, but this is a narrative thats been pushed by the democrats even before the trump was got the republican nomination. Weve had a very big day in the stock market today as you know, 133 days where we set a new record and thats fantastic, our jobs numbers have come in fantastically well, really well. Maria market milestones are amazing comes on the heels of u. S. China trade agreement reached last week and usmca deal as well coming to the floor for a vote tomorrow in washington. Joining us right now chief executive strategist, when you see a market like this, 1,000 point since President Trump was elected, do you want to buy into it or do you get worried about valuations . The market has been inflated on the valuation side largely because of the federal reserve, if you go back and look at the chart, it really took off when mr. Powell pivoted back in october and injected more Balance Sheet into the economy, and the same thing happened back in quarter of 2016, chair yellen pivoted and this is really the fed and some relief on the trade front, of course. Maria you have alternative, right, when you have higher rates theres somewhere else to go and when you have robo tom rock bottom rates, you have companies that will pay a dividend. In fact, earnings had been big driver and, of course, now that you have very easy Monetary Policy price to ratios going up dramatically. Inversed yield pretty recently and then we uninversed, do you see that happening again and why do you think that happened, was is it that theres impending recession or do you see other reasons . If you look at big western countries excluding the u. S. , their shortterm rate is zero and the fed took rates to 2. 4 which is ridiculous and it was too tight and the short and by inverting the curve they had taken the short rate too much, theres always demand for u. S. Paper and theyve had to uninvert it but we look at the curve on a smooth basis, 50day moving average, the 20th of june, 10 and a half month, plus for months, so the fed really took it to the limit, they backed off, the markets rallied since and right when they did that we rotated being from being defensive and so onto cyclical,. Dagen would you stay in the sectors . Yeah, i think they are good. They typically are a seasonal trade as well, october to april. Thats sort of the timeline of when we think we are in the clear in the economy so having been one year prior to october in the defensive space we are going to be at least 6 to 7 months in the cyclical. Dagen u. S. Treasuries have not done that well. Thats right. Maria how about european markets, they are hitting alltime highs as well, investors optimism after clarity of brexit issue and still the growth story is a challenge, right, in europe although markets are up, look at the ftse been up since the election. The british have saw Materials Companies around the world, when you put europe altogether its a value play because they overweight financials in nontechnology, nongrowth industries so emerging markets in europe look like they would perform well in this kind of value trade particularly if the dollar has come back and we have been focused heavily on currency. Maria are you expecting the expansion to continue, longest economic expansion on record, 10 years plus with no inflation, record low Interest Rates, what are your expectations for 2020 . You could argue that q116 was the closest we got to recession, janet yellen had overtightened first 2 and a half years in office, she overtightened, and essentially what happened is production went to minus 4 year over year, thats a huge drop. If you had deindustrialized the United States, only 11 of the economy, industrial production, theres less volatility to the economy but i would argue that q116 was as close as you would get to a recession. This could go on for a while. Maria you think it continues and you want to be owning stocks . You want to own more cyclical stocks now, later they will overtighten at some point but we dont see that in the next year. It needs to be clear that our presence in afghanistan will continue and our goal is to withdraw our forces based on conditions that would warrant withdrawal, the taliban cannot be trusted to allowable counterterrorism force. It would be insane for america to rely on the taliban to ensure that alqaeda and isis doesnt come back in a way to represent a threat to our allies and the american homeland. Maria joining me right now fox news senior strategic analyst general jack keane, general, always a pleasure to see you, thank you so much for being here. Yeah, good see you, maria. Maria your reaction, what are you expecting from troops in afghanistan, i feel like we keep going back and forth in terms of the troop numbers in afghanistan on the ground. Yeah, well, this troop reduction was initiated by general Scotty Miller miller wha commander of our forces in afghanistan and began analyzing this about a year ago, so hes arrived at a number about 8,600 is the minimum force that he needs to be able to prevent the alqaeda from ever conducting an attack on our homeland again which is why we are there. The actual fighting every single day against the taliban is being done by 300,000 and we have a smaller Counter Terrorism force that punches very heavy against taliban leadership and the alqaeda. Maria so are you comfortable with that, are you comfortable with fewer troops on the ground there when all is said and done because in the past youve said we cannot we cannot alienate this region . Leaving all of our troops out, that would be a mistake and i think theres a growing consensus in the administration that we have to have a true presence there at least for the foreseeable future and, listen, if we can get a peace deal in afghanistan, certainly everybody wants that, while we are beginning negotiations with the taliban again, the real negotiations have got to be between the taliban and the Afghan Government and we are not going to get a real peace deal until that takes place and pakistan plays a big role here and they can influence the taliban quite a bit because theyve been supporting them and they tried to pull back from supporting the sanctuaries that the taliban have in pakistan, its hard to foresee a piece in afghanistan as long as the sanctuaries are there in pakistan. Maria we are expecting a vote on the budget tonight in washington, congress poised to green light roughly 20 billion in defense spending increase, 738 billiondollar boom as part of fiscal year 2020 Budget Proposal later today, what do you think about the numbers, do you feel that the military and the defense money is finally coming back from from the sequestration and its impact . Yeah, less than what the Trump Administration wanted, they wanted 750 billion, so 12 billion less but this is a step in the right direction, weve got to dig ourselves out of a deep hole that we have been in, we have been talking about it for some time, maria, this is going to help doing that, this is the Trump Defense buildup, its similar to what reagan had to do coming out of the vietnam war and as the 9 11 wars are turning down, we have to dig ourselves out of a defense hole that we have been in for a number of years particularly with resurgence of russia and the rise of china as big power competition for the United States and our allies, so big step in the right direction. Maria and yet it seems that we continue to live from continuing resolution to continuing resolution. Well, continuing resolutions are an absolute disaster, our audience understands, when you have a continuing resolution, what that means is that no new starts can take place, you can only do what you did the next year and that hamstrings the entire Defense Industry in terms of productivity, so we dont want that, we want an authorization, we want a bill signed by the president and looks like we will get that, thats a big step. We will keep watching this once its signed, sealed and delivered. The u. S. Envoy to north korea called on counterparts in pyongyang to resume nuclear negotiations, u. S. Representative said, quote, its time for us to do our jobs, lets get this job, we are here and you know how to reach us, russia and china calling on, n to on un to drop sanctions against north korea. The North Koreans wanted removal of all sanctions, they werent giving us anything, no weapons, no Nuclear Weapons in the deal, the president did the right thing, weve had some negotiations since october and weve had good faith on our part in terms of trying to put a pathway forward and do some steps and make some concessions, but no progress at all with the North Koreans, they really want major sanction relief and they are trying to leverage us to do that, they are using russia and china with the un, Security Council and also obviously kim jong un is threatening some sort of a Christmas Gift to us which means possibly returning to longrange missile testing or Nuclear Testing which i doubt, but thats the leverage hes trying to do, why is he doing that . He wants sanction relief, the sanctions are obviously taking a toll on north korea. Maria so what should the u. S. Do . Is there a response required here . Well, i think the u. S. Keeps its head down and just keeps the sanctions on and i believe weve got to put pressure on russia and china because they have never supported the un resolutions which they voted for, theres a back door taking place here where china is providing economic assistance to north korea and so is russia and we should really clamp down on that and if it means sanctions on them to do that, we should do it, we have to stay stuff on this if we will truly bring north korea to negotiating table in a serious way. Dagen, congressman John Ratcliffe is tweeting something you said earlier last week and yesterday, acting as both judge and prosecutor, democrats tell america they dont need more evidence or testimony before impeaching the president , so its fair to impeach him on that evidence and testimony but its not enough evidence and testimony for a senate trial . Great strategy writes John Ratcliffe. Chuck schumer wants to call four witnesses. Hes trying to act like hes got the moral high ground here. What senator schumer is saying they havent done their jobs and this has been a rush to judgment, that they should have tried to call hes these witnesses in the house, pushed forward in congress, rather than using that against the president , trying to defend his executive branch power, they turned it into obstruction of congress. So i dont think that i have a prediction. I dont think that there are any witnesses that get called. Senator ted cruz said several weeks ago, it could go to a vote in the Senate Whether these witnesses get called on the right or the left, say hunter biden or Mick Mulvaney or john bolton yo. Senator ted cruz said several weeks ago that there are not enough votes on either side to call the most controversial witnesses from the republicans or the democrats. When you see members of congress suddenly change their mind, when the leadership is whipping votes, you can tell the that pressure is being exerted. The evidenc best evidence is tha mission from nancy pelosi that shes been planning this for two years. And you see jerry nadler, he ran on the fact that he would be the best person to execute on an impeachment strategy. I predicted in january that impeachment would be a an an inevery would inevidencetable. Maria youve got to give Jeff Van Drew a lot of credit, democrat from new jersey, couldnt the take it anymore, decided to switch parties and change his Party Affiliation from democrat to republican. He told me weeks ago he was a no on impeachment. Im sure he got slammed for it. He did. The sad part about this is democrats failed to meet the standard they set for themselves. Youll recall back when they voted for the impeachment inquiry and they lost two fellow democrats, they said it would be the hearings, the witnesses that would animate the new found bipartisan a support to impeach the president. That didnt happen because the evidence wasnt there. Impeachment is losing steam in the polls and the Democratic Caucus is losing members as they swim away from the sinking ship that is the nancy pelosi strategy. Maria its really sad to see these democrats and leaders in the Democratic Party refusing to focus on the real wrongdoing and that is what took place in 2016 with they that kabal of people at the top of the fbi and cia. Theres an op ed in the journal this morning from james freeman, a regular here on this program, says obamas fbi and the press and how sad it is that the establishment media refuses to actually admit the facts. Michael horowitz will be back on capitol hill tomorrow. Tell me your reaction to the ig report and what happens now . Well, two things happen that are pretty troubling. Where there was evidence that proved that President Trumps Campaign Members were innocent, the fbi hid it. And where the evidence was insufficient they either took it from lying foreigners oral a tedder it and created it all together. Either they just did this because President Trumps campaign was the target which would prove bias, or they do this as a matter of course in more cases than just this one and if thats true, god help us. I think we need a more thorough review to see how frequently people at the fbi were willing to hide evidence and Doctor Evidence to meet their investigative goals. Maria the fbi continues to tell us that the Counter Intelligence investigation started in july of 2016 when we know thats just not true. We know there were informants running at people like sam klovis, carter page, george papadopoulos, as early as march and may of 2016, even in the ig report kim extras sel,it said cs hired in may of 16 to look for collusion between trump and russia. Absolutely right. I think thats one reason, when i asked that very direct question to Rod Rosenstein about the start of the investigation, he simply wouldnt answer it under oath because he didnt want to perjury himself and he didnt want to share thed a mission that this was an effort to destabilize donald trump well before july and i think it was the insurance policy. We know what this is. They wanted an insurance policy and once he was elected they were willing to put their thumb on the scale and cheat to try to make it look like he did something that he never did. Here we are with the country next door and a vote tomorrow in ukraine when the president had no conditionality and when he delivered aid that president obama did not. It is crazy that were going to to vote on impeachment with these facts. Maria its quite extraordinary. I wonder when this stops. This just has not stopped since the president they said it wont. Maria John Ratcliffe from texas said to me on sunday, on sunday morning futures, crimes have been committed, crimes against carter page and against the sitting president. Can you believe that the first fisa application and warrant was in october of a 16 and it went all the way until the following october of a 17, well into the president s term. So they were actually investigating the president while he was in office in 2017. And they were investigating him when they knew that the entire predicate was bogus, when they knew it was full of lies delivered by a liar and so i think that will ultimately be the legacy these democrats face. The fact is on the r record if the state departments own records, the reason given is because he had an operation and hadnt recovered yet. The operation was two years before. I dont think most of the American People do either. I think what the American People care about is that the president never had any conditionality on aid. I dont find it relevant to the anal sis. There was no conditionality. The aid was delivered. This is the democrats desire to have counter programming in their lack of candor in dealing with the president s activities in relationship to crush sha. Maria it may be theyre continuing to try to muddy up the waters so people dont focus on the wrongdoing in the ig report. Whats going to happen with john durhams criminal investigation . Do you think people will be prosecute touchdown in. I do. The reason is the durham investigation didnt start a criminal investigation. There was a ca an event that tud it into a criminal investigation. That seems to prove to me there was desire to engage in criminal behavior. I think you saw durham and barr react negatively to the Inspector General saying ive seen the evidence, i know there was wrongdoing, rules were violated, but it may not be a crime. I think the more complete picture comes from durham and barr. Maria lay out whats going to happen happen the next couple weeks. The Impeachment Vote is tomorrow. Lets assume hypothetically the house impeaches President Trump, that she has enough votes to do it. Then it moves to the senate. How does it play out . I a agree with Lindsey Graham, we need to dismiss this and get on with our lives as soon as possible. Subsequent to that dismissal, its entirely appropriate for the Judiciary Committee to call witnesses, bring them in and better understand whether or not there was corruption that was impacting our government and if you had the Vice President of the United States having his son moonlighting for cash for a foreign corporation, we should probably know more about that so we can legislate around it so it never happens again. All these democrats running for president , i havent heard one of them defend this process where the family members of your administration go work for Foreign Companies and sell access to our governments Decision Making process. Maria s because it wasnt just ukraine. Hunter biden took a trip with then Vice President joe biden on air force 2 when he visited china on official business. And then you saw the chinese talking about how they were giving all these expensive gifts to hunter biden, diamonds, scotch, other things. I dont think that was a consequence of his excellent advice or counsel. I think they were trying to buy favor with the u. S. Cities looking to get fresh food on the table. The new measure would require Dollar Stores and convenience shops to dedicate at least 500 square feet to fresh meat and produce. The last Grocery Store closed for good in Oklahoma Citys poorest neighborhood. Joining us now is counselor that vanessa hall harper. Characterize the situation. Most people dont realize how hard it is for certain areas of the country to get Fresh Produce. Absolutely. Absolutely. And theyre called food deserts. And so that is a growing problem and a growing trend throughout the country, particularly in black, brown and poor communities. Maria and why is that . I know tulsa recently passed a similar zoning law about blocking Discount Stores in close proximity to others. You championed this law for over a year. How have you seen improvements in your district and why is it that people are so far from any store to have Fresh Produce and meat . Well, actually we will be breaking ground on a new Grocery Store. These were efforts that i was working on simultaneously to work on getting a food operator to come in as well as limiting the proliferation of these discount Dollar Stores and i just want to go on record, saying im not against Dollar Stores. Im only against their proliferation because when they are able or a allowed to proliferation, they cause food deserts. So never said we dont want any but they should not be allowed to proliferate. I have over 10, 11 in my district alone. I dont think thats by accident. Again, i believe they target black, brown and poor communities and the result of that is food deserts. Vanessa, this is jack brewer. Hats off to your work. Thank you. You make some great points. I think being a black man, growing up in the south, i also had the same issues. My family didnt eat fresh food, fresh pro you dues growing up. How produce growing up. How do we educate people . I applaud your efforts. I think the education piece is so so important. A lot of families, even if you give them freshed food, wouldnt ieat it. Wouldnt eat it. How do we break the code . Absolutely. And so thats where education is a huge piece. But we cant even begin to educate until we get people access. You cant talk about something, well, this is what you need to eat, if you never see it in your neighborhood. We have to address the access issue and then secondly, the educational issue. You work with your local school districts, you work with your local Health Departments and so forth to raise that awareness of what Healthy Foods are. We have several initiatives in our community where schools are taking some of their property and theyre farming. So theyre teaching children how to farm, how to harvest food, and then theyre so excited, that hey, i planted this, i watched this grow and so ive harvested and i can take it home and theyre more apt to eat it because theres ownership there, they participated in the process of bringing the food to their tables. So again, education, yes, youre absolutely right, its huge and you do that through Community Partnerships but you have to address the policy side of it to stop the proliferation of these stores. Im not against the Dollar Stores but when theres a problem, when the proliferation causes a problem, in this case food deserts, not only do we as elected officials have the authority to do it, we have a responsibility. And thats how i saw this effort. I was trying to make a change for my community, to improve quality of life. Dagen vanessa, its Dagen Mcdowell. Were showing a graphic about there are some Dollar Stores in nationwide locations that are making changes. In your communications with the Dollar Stores in your area, what have they told you about the possibility, again, of working with the community to make sure that there is fresh fruit and vegetables there . I have not had personal communications with them. When i first brought this to them, before we started protesting, before i went down the pathway of limiting through policy, i reached out to particularly Dollar General and i just was not met with a very welcoming possibility of communication. So we protested. We literally got out in front of the store, one store in particular that we were trying to stop that building, and we protested. And so as a result of those protests, they did bring some Healthy Options into that store. But not the other six stores that are in my community. I took that as that sign as we just want you all off of our sidewalks, we want you to get away from our store, physician y protesting. I think because more and more cities throughout the country and ive even had people contact me outside of the country, now that we are doing that, now i think theyre saying we need to probably do something about this. Initially when i first made those attempts to address this issue, bureaucratically and diplomatically, the door was shut in my face. Maria vanessa, youre making a difference. Amazon telling Third Party Merchants they cant use fed ex for prime shipments at the height of the Holiday Season. Jackie deangeles with that story. Good morning. Good to see you. This is all about, what, weve got seven shipping days before christmas. Amazon is saying to Third Party Merchants that use prime, if you use fed ex ground, we are worried that the packages are not going to get there for christmas and were ensuring customers they will. We dont want you to use this as a shipment method and fed ex is saying, look, its a small number of shippers but theyre saying its going to limit the options for those Small Businesses on some of the highest demand shipping days. Amazon said it will offer other buy options. Theres shipping options available, the merchandise wont come via fed ex ground. A small number of shippers, Third Party Merchants, theyre slightly more than half of amazons overall merchandise, so it sounds like a larger group than it may seem. The other thing ill say, remember, its all coming as fed ex said its going to cut ground shipping off with amazon, the contract, because amazon wants to be a shipper. Its got the kentuckys facility, its going to open in 2021, 1. 5 billion and jeff bezos is looking at the big picture, saying i want to give the merchants i want to sell the merchandise and deliver it to you as well. I dont necessarily think i need fed ex. Its interesting. As i said, seven days, people are counting and if youre a last minute shopper this could have an impact. Maria you wonder if telling them now with just seven days that was the reason they did it. Right, exactly. Its a huge boost for the Logistics Companies a that are backing a amazon. Jackie, do you know how the shipping now breaks down and what amazon does with he respect to how they ship out, what percentage is ups, what percentage are Third Party Providers . I dont have those percentages. I dont want to give you talk about information that i dont necessarily have. I have talked off the record with a lot of folks, lot of consumers, lot of people i know shopping for the holidays who said using ground including dagen in the green room, that ground is not a reliable method even when its not holiday crunch time but other shippers are having problems too. Usps, with the post office right now, a lot of delays. Ups tends to be the more reliable one. So something to think about. Dagen i once almost had a throwdown with fed ex ground and the local office where i was maria what happened . Dagen it was something that that i needed to get delivered and they would show up at the house and not leave it and then it was just days and days and days. Its a stressful time. Dagen it wasnt even around the holidays. The issue is people using ground are shipping things and it wont get there and ultimately that hurts amazon if customers are not fulfilled. People dont think about it as the shipper, they think about amazon so amazon is looking out for number one. Maria seven days left. Jackie, thank you. Big story of the morning this morning, the 737 max jet, the crisis continues because boeing is announcing that it is suspending production of the 737 max aircraft after two deadly crashes. This as Southwest Airlines this morning announced it is proactively removing the 737 max flights from the schedule through april 13th, 2020. Boeing released a statement on suspending production saying this, we believe this decision is the least disruptive to maintaining longterm sis l testimony and supply chain tell system and supply chain health. We will make determinations about resuming production and deliveries. The company doesnt see any layoffs happening as a result of this. Boeing set to cut 32 points from the dow this morning. Joining me right now on the telephone is Global Aerospace and defense analyst, carter copeland. Your reaction to boeings move . What is the im a pact . Look, at a certain point the delays get long enough and costs mount up high enough that boeings forced to evaluate several options. I think this is just one of those options. But i think its the one that had they hope will be the least disruptive to the workforce. If you go down in production rate yet again, youve got to go back up at some point. You lose that labor force in a tight labor market, you may not get it back. Productivity in an airplane factories is everything. The hope is they temporarily halt here, they left it openended. By not laying off or furloughing workers, you can see the intent is not for this to be too long. But i think there are a lot of elements in this process that have not been too predictable for them. Theyve got to take action. Maria what are the risks within this next 60day period . Do you worry that market share will be lost given the fact that china wants to Start Building its own leading jets the way boeing does . Youve got airbus waiting to get a piece of that action. What is the risk for the company and the economy . The risks are more endogenous to boeing than anything else. Youve got a situation in the Global Markets for airplanes where youre capacity consistent trained. You can only go to airbus and airbus is struggling to meet their own production goals. So boeing has the aircrafts sold. They have customers that i think are very supportive. They dont get to say a lot but these are customers that have been with boeing for a long time. I dont think theyre going to go away. I think at the margin, there are carriers that will look in years ahead to switch but i think boeings core Customer Base is going to remain loyal despite this. I think, you know, when you look at whats an uncertainty here, it really comes down to the open items relating to regulatory approval. Theres some uncertainty around training. And theres really just the process where there should be relatively black and white technical evaluations of what it takes to get the plane back into service and those have been slowed down by the kind of bureaucracy that accompanied the process and the longer that goes on, the more delay you put in the process. Those are the principle uncertainties. This is danny hughes from divine. Im wondering what you think about how this impacts u. S. Manufacturing which has not been a shining star in our economy. What do you think the impact is overall, say, for the next couple of years with whats happening with boeing . Well, look, theres no doubt that these are highly skilled manufacturing jobs. But the longer this process goes on, the boeing 737 max program will employ tens of thousands of people around the country. So the longer this delay goes on, to the extent there was planned to be growth in that labor force, you will instead stretch it out and flatten it out. Boeing will have a measurable impact on macro data. You can see it in for example u. S. Inventory data today. A lot of that buildup is caused by the max crisis. So boeing is big enough to move the needle and in part i think this decision to halt production is built on putting pressure on the bureaucracy saying, look, if we slow this down or halt production, it will have an impact on the u. S. Economy. I think thats meant to get attention as well. Maria carter, thank you. Would you buy this stock right here . I would. I think at the end of the day, boeing knows how to build airplanes and when you look out a couple years from now, the process will return to nor l mall signormalcy. This will be a buying opportunity. Thats thats really where if we are going to achieve any sort of sanity in federal spending has to be in spending, those dollars that we didnt even touch, they are on auto pilot, we have to figure out a way to bring those back into our world and realistically we will have to vote yes or no, itll be tough and tough decisions that have to be made but we will have to do that. Dagen congressman, its Dagen Mcdowell, are your constituents asking you about the debt but the 1 trilliondollar annual deficit that we are running right now thats turned into a democratic talking point, but, again, are your constituents concerned about it . Well, they are and i do hear about that obviously right now, the thing thats on top of everyones mind, why are we impreaching a president with this economy, however the debt, deficit register with everyday people, they are concerned about it, but the difficulty if we are not willing to take on the mandatory part of the budget, that part of the budget thats on auto pilot, we can only cut Discretionary Spending so much, thats the spending thats under our control, we will have to get, we will have to get larger part twothirds of the federal Budget Congress never even touches and thats wrong. Im wondering how you feel about whats going to happen as you talk through the funding on the border, do you think thats going to get the biggest pushback by the democrats . What do you think will be the biggest bonus contention with respect to this . They signaled capitulation to the president , no, he doesnt get every dollar that he asked for 2 years ago but the funding is remains consistent and to the extent that it can be spent by the department of homeland with with increasing border security, yeah, thats thats the one part of this that im actually okay with, i think thats proceeding at the proper level. If it was vastly increased i dont know that the agency could spend dollars any faster, the president has talked about providing increased security in the southern border, many trips ive made to Rio Grande Valley sector in texas, those dollars were desperately needed but i think they are being delivered now, so there wont be the fight this year that there was last year over the border funding, sure, democrats making noise they will try to continue to restrict things but on this one the president won. Maria well, theyve been withholding the money for so long, pushing back against the border and then theres usmca finally coming to the floor; congress poised to pass that vote on it on thursday after overcoming potential snag with mexico yesterday, the u. S. And mexico resolving the thatsminute dispute over labor inspections, congress what can you tell us and can you expect this to pass and head to the president s desk before year end . To answer the last part of your question first, probably cant be before years end, the impeachment proceedings will take oxygen for a while. The senate will take it on early next year after they finish the trial if the Congress Votes on articles of impeachment which we shouldnt and i will stipulate that but right now doesnt seem to be a way to slow the particular train down, usmca, we had plenty of time to work on that during the year, it was almost as if the democrats did not want to give the president a win this year, it looks like hes going get that win and thats a goodwin for the American People, probably 1 added to gdp because of the trade deal, probably between 175,000 and 500,000 new jobs to be created as a result of that deal. Those are pretty good numbers and they will accrued to the president s benefit, i guess, thats why theyve been slow to bring that to the floor, im still looking at parts dealing with intellectual property and how thats handled, some aspects of how, you know, the newer medicines developed this country, the innovation, the biologic compounds developed in this country, i want to make sure that those businesses, those industries are treated fairly but realistically usmca just has to get done. How many dems do you think will vote no on impeachment, do you think the colleagues on the left are all united or do you think will get some nos . I think you will get some nos, i think the leadin into this, in the impeachment inquiry there were democratic nos, all republicans were united against it. Congratulations to you and your team, you have been working on this for a long time, you finally got it across the finish line in terms of getting the agreement that is you needed, how tough was it in the last couple of weeks and what about this most recent snag with mexico, can you tell us what happened and how you ironed it out . Well, first of all, its been a real slow for more than 2 years, the president ran in nafta being unbalanced agreement for the United States and turned out to be one plus it was in desperate need to be updated and we had to focus on we focused on over the course of 2 years, we finally got the negotiation done and the last year we spent, trying to find a way to get through congress, i think we have the first trade agreement in a long, long time that has support of almost every business group, almost every agriculture group, labor groups, democrats and republicans, we are excited about where we are. This lastminute snag was more of a misunderstanding, we are putting some labor in embassy down there and not just labor but as you know, a defense, the whole variety, dozen agencies and so i think there was a misunderstanding down there of what their function was but that was easily taken care of. This is a really good agreement for the United States, for manufacturers and workers and farmers and the like, and so it should pass with a big number. Maria yes, tell me about that, farmers get to see more of a market in terms of their dairy, youve got manufacturers also seeing more work and, of course, the auto workers part of the deal in terms of having the production to have vehicle in north america, tell us the most important point of usmca . Well, for me the first thing is its going to bring back manufacturing jobs to the United States. Before the president directed me to start this process, 8 of the previous 11 auto manufacturing facilities manufactured are created built in north america were built in mexico, there was a huge flow down towards of our auto mobile industry. We have now turned that around, at the same time good for canada and mexico, not just good for the United States, so i think we are going to bring back, we think, somewhere bring back or create around 80,000 jobs directly and indirectly in the auto industry, create some 25 or 30 billion of new investment. In the agriculture area theres new Market Opportunity as you say the dairy problem particularly in canada was a huge problem, remember those stories about Dairy Farmers going out of business, we turned that around and we have new access in wheat, in poultry and eggs, and so, you know, theres an awful lot in there for a lot of people and then we have the whole new economy, the absolute Gold Standard on digital trade and financial services, stuff thats never been done before. So this will be the template, i think, for new trade agreements Going Forward and hopefully theyll be more balanced. We have a big trade deficit problem. We were losing our jobs for years to a variety of places including china and the president the president ran on this, he ran on trying to bring the jobs back. Maria ambassador, im sure you saw the wall street journal oped, north american damage control and in it they write the shame that in many respects this new deal is worse than nafta especially its vow to politically manage trade and tries to steer auto investment with new rules of origin that 75 of the cars content must be made in north america making north america products making worldwide. Mr. Trump vow today pelosi democrats to demand the 10year protection for data exclusive to biologics, what do you say . I would say first of all clearly getting rid to have Biologic Division was a step wards, there are consequences and the democrats controlled the house and that was necessary and im sorry about that, with respect to Everything Else in that negotiation, i think it made the bill better, in terms of the wall street journal, look, theres two approaches to trade, one is that the objective of trade is purely market efficiency and protecting investors and thats thats one view and thats the wall street journals view. The president s view, in addition to that, think on the effect of manufacturing workers and the people involved in the process and our real objective is more wealth and and better lives for workingclass people and farmers, thats what the president s view is. He believes in market efficiency but he also believes we have a broader responsibility and i understand the people that believe in in just protecting investors and and pure market efficiency, they are not going to be happy because we are making it more expensive to operate in some other areas less expensive in the United States. The president s objective is to help manufacturing workers in this country, to help farmers in this country, global efficiency is a nice objective but he always says he got elected president of the United States not president of the world, so he has a different philosophy and and hopefully the wall street journal understand that, they seem to acknowledge that a number of the things in this bill or even by their standard is good, for example, the digital trade and these sorts of things. Look, theres a little different philosophy, the president is taking care of American Workers and farmers and thats what his objective is and thats what he told me to do. Maria but it also doesnt change the u. S. Law which is 12 years of protection but mexico allows only 5 and canada 8. They write the new deal can loot american Property Rights. To question of biologics, youre right, it does not change u. S. Law at all, my objective was to have mexico and canada have a higher standard than they have right now. I think theres some general trend towards Higher Standards in this protection and hopefully we will see that. Its important that we protect intellectual Property Rights in the United States, one of our great, great competitive advantages is innovation, we are a country of innovators and farm area is great example of that. I always tell the people that criticize these companies what happens when your child gets sick, youre going to want to have the medicine available. So theres a balance there. This is a spectacular deal for the american economy. Literally itll raise the gdp somewhere between a third and a full percent, somewhere 175 or 180,000 new jobs, more towards the high end and its going to set the template trajectory for how trade should be dealt with in the future. Maria thats a huge boost in the gdp, will we feel the strength in gdp . So i think youll see a real growth and all that larry kudlow and Peter Navarro and other economists talk about win, when fully implemented itll create 1. 2 percentage gdp and over 550,000 jobs thats fully implemented. Its going to have a impact right away. Maria this is your first cable news of announcement of phase 1 trade deal with china, white house economic adviser larry kudlow says the u. S. Exports to china will double under this agreement which could be signed next month, what im concerned about is the intellectual property issues here as well, china as you know just came out with the new rules, i feel like they are coming at us at all ends with new rules to change the dominance and continue dominance, i mean, gordon chang writes after all cybersecurity rules in place no Foreign Company may encrypt data and cannot be read by communist government and party, what does the phase 1 really do to protect intellectual property in the u. S. . So let me take a step back again here, maria, we have we have two different systems, we have a freemarket system, they have a staterun socialist system, we have to find a way for these two systems to Work Together and thats what we are starting to do, the relationship has been really unbalanced for a long period of time to the United States, we we have huge trade deficits and we have other other problems. The president 2 and a half years ago said we are going to take this on, weve had a plan that we followed consistently. We put out a report for 8 months that took 8 months to write, we put in place a variety of tariffs over a period of time, weve tried to negotiate, theresen theres been ups and theres been downs, you followed very closely, this is a very important issue for the United States, not only now but in the years and years ahead. Weve now gotten to the point where we have a very good phase 1 agreement and we are going to find out whether or not it works, is this agreement going to solve all the problems between the United States and and china, no, for sure it will not but it has real, real structural change, its not just about purchases, its really important that people understand that. This has real protection on ip, real protection against tech transfer, financial services, currency provisions, agricultural barrier eliminations and then there are these purchases and and, yes, we expect this to just about double overall exports to china which is really important and and particularly for some of our constituents that have had problems in the agricultural area between 40 and 50, we think 50 billion worth of sales in, you know, in china, so this is a really, really important bill, is it going to solve all the problems, no . Will it work, its totally enforceable, so we are hoping that it works but ultimately thats going to depend on what happens in china. Maria yeah. If the hardliners are in china and doesnt changes, thats one case, if you see reformers that want to see china adopt some of the normal principles of of trade, then i think youll see a different outcome. We are hopeful, we are hopeful. Maria yeah, i think what i like most about this phase 1 deal is the u. S. Didnt give up too much, you didnt put the tariffs on on sunday which were expecting to increase tariffs but you cut tariffs from 15 to 7 and a half percent, so you didnt really give up too much, in terms of the agricultural buys, walk us through this because for a long time we were expecting that the chinese would agree that up to 50 billion in agricultural purchases was on the table but they wouldnt admit it, so can you walk us through exactly how these details are emerging on how china will increase import to the u. S. , buy as much as 250 billion in the next two years, what are they going to be buying and what is the commitment . All right, first of all, i will be happy to do that, let me say before you are right, we still have tariffs on 380 approximately billion dollars worth of chinese goods, theres plenty of leverage on both sides to make sure this agreement works, the president kept in place, the United States made i think a really, really good deal. On the purchases theres an agreement over the next 2 years to purchase 200 billion worth of products, theyre in four categories, manufacturing and agricultural and services, in the agricultural area let me tell you how we get to 50 billion, all right, 24 billion is the base from 2017, thats what we had before all this at the highwatermark before this recent change. In addition to that, china has agreed to buy 32 billion worth of products over the next 2 years, so that would be 68, would get you to 40, they are they are striving to take an additional 5 billion and then there are other products that and this will be written out that get you to 50 that are in areas that that are agricultural but sometimes classified as other manufacturing, let me give you an example of that, hardwood, lumber, a variety of issues that get you to 50 billion, we are very excited about it. Thats thats just about doubling our agricultural sales and its going to be good for farmers across the board and by the way, its going to be good for china, the United States has the best agricultural products. We have we have the best prices and so we are really excited about that part of it but i want to emphasize this is not just about purchasing, this is about structural change, this is about taking the first big step to determine whether or not two different systems can Work Together in the future to their Mutual Benefit and thats what the president has asked us to do and then we will move forward. We will see how this goes. We will see how its implemented and move forward and hopefully we will find a way that we can both get rich. Maria you have completely different approaches to governing, the u. S. And china, so the whole conversation about the human rights abuses, the uyghurs in china in concentration camps, is this a side conversation . Look, for me it is, maria, im not trying to solve all the problems in the world, the president asked me to work on work on trade, trade is really important to workers, farmers, has a real effect on americans and other people working on other things and if you try to get it all balled together you will literally accomplish nothing. One last thing i should say on this point. Lets remember, it took a long time to get to where we are, no other president did anything on this, they all talked about it, they all complained, no president did anything on it. Maria match youre right. The president has taken on a very, very difficult task, hes done it with a plan, hes done it over 2 and a half years, now he has a very, very significant step forward, we will see how it works out. Maria whats next in terms of priorities, British Trade negotiations obviously have been talked about, Prime Minister johnson adding provision that would rule out extending period beyond 2020 raising risk of nodeal brexit, sending the pound down, british pound, Great Britain expect today leave the European Union of january 31st of 2020, is that the next priority or the eu in terms of big trade deal . Its funny, the president tells me what my priorities are. I dont tell him and he has a lot of priorities, so for sure the uk is a priority. As soon as they get their objectives agreed to we will start talking, itll take a while before it all comes into effect because of their circumstance, itll be a really big deal, we are looking forward to that negotiation, we have issues with the wto, we have issues with with europe as you suggest and then there are a lot of other countries with whom we are talking, theres a lot on the plate. As you know, this is something the president cares about, thinks about it every day, he wants manufacturing jobs back here, he wants Services Workers to make more money and farmers to reverse trend in income and theres a lot, a lot to do and hes focused on it and trust me, i dont go a day without him, you know, keeping the pressure on me. Maria im sure, but theres a lot at stake certainly with europe in terms of tariffs potentially increasing on cars, vehicles coming out of europe, talk to us about the chicken tax, the president calls himself a tariff man and yet a lot of worry around what he may do with regard to europe, where are the worries there . Well, i mean, look the wto decided in favor of the United States after many years of of litigation on this boeing air bus case and we put in place tariffs on 7. 5 billion worth of productses. Looking at that, wema we may increase that, we have a unbalanced relationship with europe, its 150, maybe this year 180 billion in the negative, that cant continue, there are a lot of barriers to trade there and there are a lot of other problems that we have to address, so dealing with europe is something thats very important. The president has focused on and we are beginning to take steps and we will continue to focus on, its something the president cares about. You cant get the global trade deficit down without getting the trade deficit down with europe so significantly, thats a really important focus for us. On the other hand, we have a very Good Relationship with europe, i dont want to make it look all negative. Theres a lot of trade between the two bodies thats very positive. Maria but would fixing the trade imbalance with europe hurt the u. S. Economy because of higher prices paid for vehicles here . Well, im not im not prejudging what we are going to put tariffs on and im not saying that cars will be more expensive. Ii dont want to get into that. We have a basic trade problem with europe. We have to figure out a way to sell more in europe and and i think we are going to undertake that, but on the other hand, there are hundreds of billions of dollars in twoway trade with europe and i dont want to overstate the problem. Maria let me ask you about the changes that usmca post pushback from nancy pelosi and the democrats because according to nancy pelosi the bill she first got was a nonstarter from President Trump, shes taking shes trying to take a lot to have credit for the success. I know youve been working incredible by hard in terms of getting this done to where you wanted it, is it much different . Well, let me say this, from the very beginning we worked with the democrats, this is not like the democrats came in at the end. We worked from the very beginning. Working men an women supported the president very strongly. These are his constituents too h. In terms of negotiations should the speaker get credit, of course, she should get credit and neal and chairman grassley and kevin brady and the leadership on republican and democrat, the thing about this bill is, it has business agricultural, republicans, democrats and labor unions, it is the way forward and in terms of this this this business that we increased labor enforcement, of course, we did.
