As its done with Ukrainians, America should welcome Putin's other victims — his own people

A Trump-era policy to deny asylum-seekers entry to the United States is still in place because of a court ruling. The policy, known as Title 42, was meant to control the coronavirus pandemic, and it is no longer effective or necessary. It only serves to keep legitimate asylum-seekers out of the United States, a country that should provide them a beacon of hope.
