THE collapse of the 12-storey beachfront condominium building in Miami, Florida on June 24, killing at least nine people and leaving 100 people still missing as of Sunday, should raise concern over the safety of buildings in our own country. Could a similar incident occur in Malaysia, where there are many pre-colonial buildings that are still being occupied? The Uniform Building By-Laws (UBBL) 1984 enacted under the Street Drainage and Building Act 1974 stipulates that all new buildings require submission of plans for approval prior to construction. The plans must be submitted by a principal submitting person (PSP) such as a professional architect or professional engineer.
