Des Moines Register Some of Iowa's most severely disabled residents will soon be transferred out of the Glenwood Resource Center, which has been rocked by allegations of poor care, a top state official said. Kelly Garcia, director of the Iowa Department of Human Services, said the move is necessary because her agency has had difficulty recruiting enough qualified staffers to improve conditions at the southwest Iowa institution. "This is not a signal that we're closing it, but we do need to right-size that facility," she said in an interview. Garcia said the move would affect fewer than 10 residents, but she said those individuals are among the Glenwood institution's most complicated cases.
