Mike Groene told the city council at a Friday afternoon work session. Groene said tax increment financing has been used to incentivize large projects, but it was not practical to use in older parts of town that are blighted and substandard. “It was hard to do in older parts of town because they needed expanses of area,” he said. To pay for legal fees and consultants, the project had to be for a larger amounts of money, he said.
