Gov. Andrew Cuomo has signed the HALT Solitary Confinement Act into law. The bill, which reformed the practice of segregated confinement in state prisons will limit the amount of time an incarcerated person can spend there. Now a limit will be set at 15 days.
It also limits the types of disciplinary infractions that are eligible for solitary confinement and exempts certain vulnerable populations from it.
