That’s some $2,500 more than New Haven, the second-most indebted municipality at $16,513 per person, according to the data. The list is part of an annual Municipal Fiscal Indicators report released by the Office of Policy Management. Scott Jackson, Hamden’s former mayor and current finance director, said historical underfunding of the town’s pension plan is a big contributor to its current debt.
