The overdue fine was designed to encourage people to return material — books, movies or games — on time. But it doesn’t always work that way in practice. Some middle-class families can afford to take “due dates” as loose suggestions. They routinely pay late fees of a few books and consider it a bargain. For other families, a single lost or late book can be devastating. It can become a reason not to use the library at all.
