CARLSBAD The Carlsbad City Council met Tuesday and voted unanimously to fill the vacant District 1 seat by appointment instead of holding an election for the term, which ends next year. The council also heard a presentation on options to address changes raised by the public regarding the 2019 comprehensive update to the Village & Barrio Master Plan. The council decided to postpone any decisions until a District 1 City Council representative was seated on the council. ESCONDIDO Advertisement The Escondido City Council met in closed session Wednesday to discuss litigation. In open session, the council set special tax levies for several community facilities districts. The council also held a public hearing on a 2021-22 work plan developed by the Planning Commission as an advisory body to the council. Direction was sought on grants for a proposed Green Infrastructure Plan because that item is unfunded. A source of grant funding was recently identified, but the council did not authorize staff to submit an application for the grant at this time. The council voted 3-2 not to allow Planning Division staff to work with the Planning Commission on the items in the work plan. Councilmember Consuelo Martinez gave a presentation on business sign regulations during COVID-19 in preparation for discussing whether to keep relaxed regulations in place.
