Illegal dumping happens quickly, usually in less than a minute. A vehicle stops, a door opens, a bag of household trash is dropped beside a road, a pair of tires is abandoned on a vacant lot, an old toilet is left in the woods. It's a costly problem all across Pennsylvania. "Every county has illegal dumping of some sort," said Rob Dubas, program coordinator for Illegal Dump Free PA, a program of Keep Pennsylvania Beautiful. In 2020, KPB received reports of 210 illegal dumps in Pennsylvania, an increase of 213% over the 67 reported in 2019, according to "A Summary of Illegal Dump Reporting to Keep Pennsylvania Beautiful." That 2020 report identified illegal dumpsites in 50 of the state's 67 counties, up from 26 counties in 2019. Nineteen of the sites were located on state park, forest or game lands.
